Job Description

BACKGROUND: The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 40 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job Overview/Summary:

Reports to the EH/WASH Assistant Coordinator and is accountable for technical oversight & support for water, sanitation and hygiene promotion projects and building the capacity of EH staff in Melkedida/Heleweyen Refugee Camp, Somali Region

Responsibilities: –

Project implementation:

  • Ensure that EH projects are implemented in a timely and professional manner, according to goal, objectives, and indicators and in line with donor requirements and beneficiary needs.
  • Ensure accurate documentation of EH activities and experiences at field office level.
  • Maintain close contact with Field Coordinator to ensure effective technical, logistical and management support for all aspects of project implementation.
  • Conduct regular monitoring and technical support visits to project sites (woreda /kebeles) in Hargale and Dolobay Woreda.
  • Conduct needs assessments, project review assessments, and post-project impact assessments.
  • Coordinate with Sanitation and Hygiene Promotion Manager and other technical unit members to ensure targeted support and effective, quality programming.

Monitoring & Evaluation

  • Maintain a regular system of project progress monitoring and evaluation.
  • Strive to increase program quality through all stages of implementation. Develop/maintain systems to measure impact and quality in assigned projects.

Capacity Building

  • Maintain a regular system of project progress monitoring and evaluation.

Proposals

  • Submit organized detail assessment reports for proposal developments in the sector
  • Represent IRC EH at external and coordination meetings with government stakeholders and communities
  • Participate in strategic plan developments for WASH sector & the national program.

Human resources /staffing

  • Identify staffing needs and assists with recruitment.
  • Assist in the orientation of newly arrived national staff.
  • Ensure EH/WASH staff in the field office deliver to expected program quality
  • Strive to improve and maintain overall team environment and develop team-building relationships in the field office

Logistics and finance

  • Liaise with IRC Administration, Logistics, and Finance Departments to ensure smooth operations and appropriate support to field staff.
  • Raise and follow up on purchase requests, conduct equipment and materials inspections and ensure timely supply of materials to site.
  • Develop and maintain tools to supervise project progress, financial commitments, and expenditures against budgets.
  • Maintain budget plans & monitor spending for allocated EH budgets.

Reporting

  • Provide timely monthly reports to Assistant EH Coordinator at Addis level.
  • Ensure and coordinates timely production of monthly reports by EH staff based on qualitative and quantitative indicators of project status
  • Complete and share donor reports within agreed timeline.

Job Requirements

Education and experience

·         Confirmed experience in construction /WASH facility design, construction monitoring and contract management.

·         University degree in civil, water resource, environmental engineering, or other related fields.

·         Confirmed experience on construction and water system design software and Aids; EPANET, AutoCAD, Google Earth, and Global Mapper.

·         You have experience in a humanitarian setting (refugee camps, rural development, or emergency response).

·         You have knowledge and experience in sanitation and hygiene promotion programs implementation and monitoring.

·         Experience in supervising staff and interaction with international staff and partners and donors.

·         You have strong communication and project management skills.

·         You are proficient in Windows, MS office programs, email, and database tools.

·         Proficiency in report and proposal writing.

Preferred experience & skills:

·         4+years of experience in leading WASH Projects

·         Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications

·         Strong interpersonal and time-management skills; consistent track record to prioritize and deliver on time

·         Strong analytic problem-solving skills

·         Ability to work both independently and in a multifaceted, cross-functional distributed team structure

·         Highly proficient in Microsoft Office suite

·         Confirmed skill to work effectively with partners at all levels

·         Ability to lead and work through change in a proactive and positive manner.

Language Skills: 

  • Proficient in English writing and speaking skills.
