Environmental Compliance Lead

Job Description

Job Summary

Responsible for the overall coordination, planning, implementation, monitoring, and reporting of environmental, natural resource management and disaster risk reduction and management activities. He/ She is responsible to provide technical support to the development and review of mandatory Department of State (DOS) environmental compliance processes, climate change requirements and provide advice and direction on environmental safeguards, climate adaptation and sustainability of the Resilience food security activities (RFSA)’ interventions and follow up on implementation. The position holder also coordinates and gives technical backstopping on the area of natural resource management and disaster risk reduction

Key Result #1. Planning activities
  1. Involve in needs assessment and design of environmental, natural resource management and disaster risk reduction and management interventions.
  1. Advise the CoP, DCoPs, project managers and natural resource management and environment officers to strictly abide to the principles and practices of natural resource management, disaster risk reduction environment.
  1. Advises and provides technical support to all RFSA operational areas in the Amhara region in terms of natural resource management, disaster risk reduction environment.
  1. Guide NRM and environment officers in the preparation of activity and budget plan during the first month of each fiscal year so as to meet the target set for the year.
  1. Gather and document project ideas related to natural resource management, disaster risk reduction and environment
Key Result #2 Program Implementation
  1. Understanding of the functioning of the Ethiopian government and DOS environmental safeguard, NRM and DRR polices and prepare tools and checklists for screening safeguards impacts in coordination with DOS requirements
  1. Understanding and familiarity with DOS Climate variability and climate change summary of findings for Ethiopia and ability to prepare climate risk screening on RFSA activities
  1. Work as integral part of overall technical assistance team for the RFSA to ensure that environmental and climate issues are properly considered and addressed, and that operations are supported in order to comply with DOS safeguard policies during program design, re-design and implementation
  • Including technical input on topics of environmental sustainability, and climate change adaptation during the customization of FH’s CLTM training curriculum.
  • Including technical input on topics of environmental sustainability and climate change adaptation during review of existing kebele EW Committees’ DRR plans
  • Including technical input on topics of environmental sustainability and climate change adaptation as kebele EW Committees develop project proposals to FH.
  • Including Environmental and Climate Change technical review of CMDRR plans developed by kebele Early Warning Committees
  1. Ensure the improvement of environmental viability and sustainability of Public Works (PW) projects by providing technical input to and supervision of soil conservation projects (i.e. terracing, check dams, soil bunds, area closures, tree/shrub plantation, irrigation schemes, rehabilitation of water points, construction of new points, etc.)
  1. Provide assistance to RFSA staff in relation to the creation of documentation to meet compliance with environmental safeguard and climate consideration program requirements, and support RFSA staff in implementation and reporting of activities to ensure they are in compliance with environmental safeguard program requirements
  1. Assist the DFSA’s work on environmental management, specifically focusing on strengthening institutional capacity, improving environmental quality and the sustainable management of natural resources, and promoting equitable solutions in managing commons such as climate change, sustainability, biodiversity conservation and others
  1. Conduct relevant field reviews in environmental safeguards compliance, natural resource management and disaster risk reduction and management in DFSA program areas and monitor the environmental activities and supervise the implementation in consultation with DFSA program staff. A review with local stakeholders (communities and government offices) should be done at lease on an annual basis.
  1. Monitor performance under IEE/EIA against plan.
  1. Facilitate the preparation and updating of environmental safeguard lessons/results by DOS requirements.
  1. Participate in technical working groups and be the primary point of contact for RFSA staff, government of Ethiopia ministries and relevant stakeholders (including DOS environmental officers and their staff) on environmental and climate considerations, as appropriate.
  1. Ensure the NRM and DRR activities implemented as planned.
Key Result #3 – Capacity Building Activities
  1. Identify capacity gaps of woreda partners and project staffing the area of environment, DRR and NRM and fill the gaps as deemed necessary with the view of enhancing the capacity of staff and partners.
  1. Identify innovative and research based new NRM and DRR techniques and work for its adoption to the program areas.
  1. Make sure that all program stakeholders ranging from the woreda through Zone and regional level has internalized the PIM and work in adherence to the rules, regulations and procedures set in it.
  1. Prepare training manuals and guidelines which will be used by field staff and government partners in planning, implementing, monitoring and evaluating NRM, DRR and environment related activities.
  1. Provides on the job training and technical backstopping to field level NRM and environment officers, facilitators and SWC supervisors.
Key Result #4 – Monitoring, Evaluation and Reporting
  1. Based on the annual activity and budget plan, make frequent field visit to project sites to undertake operational and performance monitoring and furnish monitoring reports to DFSA management for timely making.
  1. Collect periodic progress reports (monthly, quarterly, annual) from projects, compile and submit to the DCoP on the due date.
  1. Give timely feedback on reports to projects to ensure quality and consistency of reports.
  1. Keep proper documentation of project proposals, periodic reports, agreements and other documents related to PSNP/DFSA, both on soft copy and hard copy.
  1. Participate in DFSA mid-term and terminal evaluation.
Key Result #5- Network
  1. Create strong network and closely work with Bureau and Department of Agriculture and Natural Resource Management and with Amhara Regional Agricultural Research Institute (ARARI) and different research centers.
  1. Creating network with different DOS RFSA and Non-RFSA partners for cross learning, collaboration and adoption

Education/ Experience

  • M.Sc. Degree in Environmental Science, Technical Training qualifications required: in EIA, Climate change, Biodiversity conservations, natural resource management and environmental audit and sustainable livelihoods.
  • Previous experience on RFSA is highly preferred.
  • 8 years’ experience in assessment, environmental sustainability, biodiversity conservations and management, project implementation and capacity building.
