POSITION SUMMARY

The Enterprise Advisor serves as a strategic advisor to the Executive Management of FDRE MESOB on enterprise-wide planning, institutional transformation, business process improvement, organizational performance, innovation, and strategic partnerships. The role provides high-level guidance to ensure that MESOB’s initiatives align with Ethiopia’s Digital Government agenda and the organization’s mission of modernizing civil service through efficient, citizen-centered, and technology-driven public services.

DUTIES AND RESPONSIBILITIES  

Strategic Advisory

  • Advise Executive Management on enterprise-wide strategic initiatives.
  • Provide recommendations on institutional reforms and organizational development.
  • Support the implementation of FDRE MESOB’s Strategic Plan.
  • Ensure alignment of enterprise initiatives with national development priorities and Digital Ethiopia 2030.

Enterprise Planning and Organizational Development

  • Lead enterprise-wide planning initiatives.
  • Assess organizational structures and recommend improvements.
  • Advise on institutional capacity development.
  • Support organizational restructuring and change management initiatives.

Business Process Improvement

  • Review and analyze organizational business processes.
  • Recommend process optimization and automation opportunities.
  • Support implementation of Business Process Reengineering (BPR).
  • Promote continuous improvement initiatives.

Digital Transformation

  • Advise on digital transformation initiatives.
  • Promote integration of digital technologies across organizational functions.
  • Support implementation of enterprise systems and digital governance solutions.
  • Encourage innovation in public service delivery.

Stakeholder Engagement

  • Build relationships with government institutions, development partners, private sector organizations, and international agencies.
  • Represent FDRE MESOB in strategic meetings and forums.
  • Support partnership development and resource mobilization initiatives.

Research and Policy Analysis

  • Conduct strategic research on governance and public sector reforms.
  • Benchmark international best practices.
  • Prepare policy briefs and strategic recommendations.
  • Monitor emerging trends affecting public administration.

About You

  • Master’s degree in Information Systems, Organizational Development, Business Administration, Public administration, and related fields with a minimum of 10 years of progressively responsible professional experience. At least 5 years in a senior leadership or advisory role.
  • Demonstrated experience in strategic planning, organizational development, business process improvement, or enterprise transformation.
  • Experience leading large institutional reform or digital transformation programs is an advantage.
  • Proven ability to drive visionary planning, executive decision-making, and organizational transformation.
  • Strong capacity to analyze complex business processes, assess risks, and formulate data-driven policy recommendations.
  • Hands-on expertise in promoting continuous improvement, business process optimization, and enterprise technology integration.
  • Skill in engaging high-level stakeholders, leading teams, and managing strategic public-private partnerships.
  • Demonstrated commitment to integrity, professional ethics, innovation, and public service excellence
  • Excellent written and oral communication skills, multilingual fluency is preferred.
  • High ethical standards, unwavering integrity, and absolute impartiality, strictly adhering to the FDRE MESOB Service Code of Ethics.
  • Highly proactive with exceptional attention to detail, strong time management, prioritization skills, and a demonstrated ability to manage multiple priorities under tight deadlines.
  • Strong interpersonal skills coupled with high adaptability, resilience, and operational flexibility during major campaigns, events, policy reviews, or legislative processes.
