Job Summary

Are you a driven professional in enterprise development, industrial relations, or manufacturing compliance? The International Labour Organization (ILO) is seeking a qualified Enterprise Advisor (NOA) to join the Better Work Ethiopia team in Addis Ababa.
In this role, you will work closely with garment and apparel factories, workers, management, and global brands to improve working conditions, enhance industrial relations, and boost factory productivity and competitiveness across Ethiopia.

Key Responsibilities & Main Duties

  • Enterprise Assessments & Reporting: Conduct independent, rigorous assessments of factory labor standards and management systems using Better Work’s Compliance Assessment Tool. Draft and peer-review high-quality technical reports detailing assessment findings, continuous improvement plans, and progress tracking.
  • Advisory & Capacity Building: Provide expert advisory services to factories on workplace cooperation, productivity improvement, occupational safety and health (OSH), and industrial relations.
  • Training & Facilitation: Design, adapt, and deliver interactive training modules for factory managers and worker representatives on topics including labor compliance, supervisory skills, gender equality, and ESG/Responsible Business Conduct (RBC).
  • System Management & Collaboration: Manage enterprise data in ILO systems (ASTRA, STAR, SharePoint) to support monitoring, evaluation, and learning. Collaborate across the ONE ILO Siraye Programme team to promote integrated supply chain development interventions.

Qualifications & Key Requirements

Education

  • Advanced university degree (Master’s or equivalent) or Bachelor’s degree in Human Resource Management, Industrial Engineering, Business Administration, Labor Relations, Law, Occupational Safety and Health, Enterprise Development, or a related field.

Experience

  • Minimum of 2 years of professional experience in enterprise development, labor standards compliance, industrial relations, social dialogue, human resources, or manufacturing continuous improvement (e.g., Lean, Kaizen, SCORE).
  • Experience working in manufacturing value chains (garment, textile, leather, coffee, or horticulture) is strongly preferred.

Core Competencies & Skills

  • Labor Standards & Law: Practical knowledge of Ethiopian labor regulations, international labor standards, and ESG/HRDD principles.
  • Facilitation & Communication: Excellent group facilitation, conflict resolution, and training skills with both management and worker representatives.
  • Languages: Superior written and spoken English skills, alongside proficiency in the local language of the duty station.
  • Analytical Thinking: Proven ability to diagnose workplace issues, evaluate performance metrics, and build practical improvement strategies.
