Job Purpose

The post holder will provide strategic guidance and leadership to our emergency water, sanitation and hygiene intervention. He/she will lead the design, monitoring and evaluation of Islamic Relief’s emergency related water works and supplies together with the sanitation and hygiene components.  He/she will provide technical support to the field teams and represent Islamic Relief in the Regional National water forum and other related clusters. Central to his role will be building the capacity of field staff and relevant offices.

Key Responsibilities

1.      Planning & Implementation

  • Lead the development of emergency WASH strategy that will provide framework for effective humanitarian WASH intervention including recovery. 

·        Keeps the effective flow of information and communication crucial for the planning and implementation of measures in WASH sector.

·         Carryout feasibility studies and develops projects and programmes that will effectively respond to the needs of the community in humanitarian situations and linking to development continuum.

·         Develop water & sanitation proposals. Design and detail implementation plan Water, Sanitation and Hygiene interventions. Lead the WASH team in the field and ensure their co-ordination with other departments as well as support to develop detailed implementation plans and that progress is monitored and reviewed on regular basis.

·         Assists in organizing, mentor and couches project staff and partners to strengthen the capacity building in WASH preparedness and response.

  • Support programmes to ensure programme objectives are achieved and quality standards met. Ensure quality of the technical products.

·        Ensure that WASH activities and targets are achieved through regular monitoring and supervision;

·        Collaborate with community groups, government, UN agencies and other partners who are active in WASH intervention in the area like Zonal and Woreda administrations and water sector and Disaster Risk Management officials so as to establish conducive working environment, promote transparency, ensure support of sector offices, increase stakeholder participation

·        Ensure timely delivery of assistance and procurement of WASH supplies, and monitors the appropriate and effective use of Islamic Relief resources. Identifies problems and constraints in project delivery.

·         Prepare BoQs for different WASH project activities.

·         Assists in identifying longer-term requirements of WASH intervention/operations.

·         Regularly monitor WASH activities like construction hygiene and sanitation activities and coordinate with other sector interventions.

2.      Financial Planning and Management:

  • Ensure value for money and always seek cost-effective methods for spending. 
  • Ensure that IR employees working in the water sectors understand and comply with the donors, IR and government regulations.
  • In general, manage the grants progress of emergency WASH including its plan and reporting

3.      Monitoring Evaluation, Accountability and Learning:

  • Formulate and implement project monitoring system that facilitates learning from the projects.
  • Ensure real time evaluation and accountability to the stakeholder particularly to the community putting in place proper accountability framework as per the core humanitarian standards.
  • Document key lessons and good practices and ensure that this is fed into the design of programmes.
  • Ensure the inventory of the rehabilitated WASH facilities through regular monitoring of the water schemes’ rehabilitation and also sanitation and hygiene improvements of projects.

4.      Reporting:

  • Prepare and submit monthly, quarterly, biannual, annual interim, ad hoc and final reports of the water project to the donors and government offices.

5.      Networking and Representation:

  • Represent Islamic Relief at the regional and national water forums.
  • Collaborate with regional water bureau, Federal Ministry of water resource, donors, UNICEF and other NGOs involved in supporting the water sector. 
  • Establish formal partnership with different stakeholders.

6.      Team Development:

  • lead the recruitment, motivate, supervise, guide and support staff members under his/her supervision.

Job Requirements

Qualifications and Requirements:

·         University bachelor degree in Water Resources Management, hydraulics, Environmental or any other related discipline with hand on WASH experience and trainings with at least 3 years relevant experience preferably who works in NGOs set ups

·         Demonstrated skills in design preparation, bill of quantities and specifications

·         Proven skills in project planning, design, implementation, M&E;

·         Demonstrated ability in proposal and report writing skills;

·         Proven management and people coaching, mentoring and supervisory skills;

·         Good communication skills, ability to convey complex information in a straightforward manner to target communities and staffs under his supervision.

·         Strong interpersonal skills to establish and maintain effective working relations with multicultural and multi ethnic teams, including working with partner organizations

·         Experience of training and capacity building and ability to carry out training needs analysis and develop capacity building, Mentoring and coaching skills

·         Ability to work in hardship and longer hours and good skill of data collection

·         Proven experience in networking, influencing and negotiation skills

·         Strong commitment and sympathy to core Islamic Relief Values

·         Knowledge of the government current systems and policy environment specifically at Woreda level;

·         Willing to work in remote area, committed challenging   work and value centred individual;

·         Fluency oral and written communications in English.  Local language (Somali) is Mandatory.

·         Demonstrated skills working in computer software, Spreadsheet etc.
