Job Description

Position:                         Emergency Response Manager (WFP)

Duty Station:                Debark

Duration of Contract: One-year contract (with 60 working days probation period)

POSITION SUMMARY: 

Responsible mainly to give a leadership oversight to the GFD WFP project, and other ongoing and emerging projects as assigned by the supervisor. S/He will be responsible to lead and represent FH Ethiopia on the GFD WFP Projects.

Principal Responsibilities

Key Result #1 – Planning activities    

1.     In consultation with the Senior RHP Manager, prepare a workable operational plan, and follow up on the results and achievements

2.     Follow up the WFP and other project operations in the zone are planned as per the minimum standards.

3.     Facilitate FHE staff & government counterpart’s capacity building training on the WFP and other ongoing projects implementation guidelines, monitoring and reporting requirements

4.     Closely follow up and take action on the timely budget utilization, and monthly variance reports submission when there is any deviation.

Key Result #2 –   Projects Implementation  

1.     Regularly coordinate the operation, coach and mentor the subordinates.

2.     Advise respective coordinators and officers on overall project cycle management.

3.     Draw lessons from previous month’s implementation status and develop a catch up plan to clear backlogs.

Key Result #3 –   Program Monitoring and Evaluation

1.     Facilitate frequent monitoring of commodities that are kept carefully at different warehouses as per the WFP standards and timely inform to the Senior Relief and Humanitarian Program Manager.

2.     Receive allocation of food and beneficiaries from WFP and share to coordinator and officers of respective APs

Key Result #4 – Reporting

1.     Ensure the preparation and submission of the WFP and other ongoing projects quality reports in a timely manner.

2.     Ensure that commodity distribution reports are submitted as per the format sent from WFP.

3.     Handle any additional assignment given from his/her supervisor and WFP sub-office.

Key Result #5 – Representing and visibility

1. Represent FH Ethiopia in different cluster meetings and platforms in the zone and region.

2. Create an intentional dialogue and engagement with key stakeholders and donors representatives to make FHE visible and an organization of choice

3. Ensure all staff are visible, and our inputs, outputs and vehicles are branded with the donor logos and safety measures

4. Support all field staff have the mindsets and behaviors that the FH Reimagine processes demands

⮚   Excellent writing skills in English with proven ability to review plan/reports with donor requirements/standards,

⮚   Computer literate in Microsoft Programs,

⮚  Strong Interpersonal skills,

⮚  Emotional maturity,

⮚  Cross-cultural Sensitivity,

⮚  Ability to work effectively under pressure.

⮚  Able to self-manage a diverse and dynamic set of responsibilities, proactively solve problems and / or suggest viable solutions while advancing goals and objectives;

Education and Experience

  • Master’s or Bachelor’s Degree in Agriculture, Project management, Rural Development or other fields relevant to disaster risk management, relief and humanitarian sectors
  • Eight and more years of work experience with an International Non-Governmental Organization or other international organization in a relevant field, preferably at managerial level or equivalent combination of education and experience.

Supervisory Responsibility

⮚ The position supervises MEL Coordinator, C-SAFE Officer, Emergency Response Officer, Finance and Administration Officer

Distinguishing Competencies

⮚        Highly developed leadership, influencing and communication skills, and demonstrable capability in relationship building at all levels.

⮚        Compressive understanding of USAID Rules and Regulations

⮚        Proven budget management experience coupled with experience in implementing and working in accordance with corporate structures, policies and practices.

Language

⮚  Proficiency in both spoken and written English; ability to read, analyzes, and interprets general business periodicals, professional journals, technical procedures, or government regulations. He/ She have the ability to write reports, business correspondence, and procedure manuals.

Safeguarding Policy

FH holds a zero-tolerance policy against sexual exploitation and abuse and harassment. Safety & Security Responsibility

⮚        Ensures that safety and security costs are included in all program budgets.  These include, but not limited to: staff training on safety and security, site enhancements for safety and security, human resources (security officers), purchase/ maintenance of basic safety and security resources & tools and budgets for safety and security assessments.

⮚        Communicating with staffs in Field Offices and operational areas periodically and making sure that all staff members are aware of the safety and security procedures;

⮚        Facilitating implementation and revision of Country Office procedures when required.  This includes identifying potentially risky situations and suggesting corrective measures;

⮚        Encourages compliance of Safety and Security principles and policies of the organization by all staffs;

⮚        Takes the leadership in the management of Safety and Security in the Head Office and Projects.  This includes identifying factors that increase risk, finding ways to reduce risk and planning ahead;

Ensuring that all employees, local/foreign interns, as well as external consultants submit an updated Record of Emergency Data to their travels out of their base stations to accomplish FHE’s mission

Gender Responsibility

⮚        Publicly endorse FH is gender sensitive and inform the mandates of the Gender & Diversity groups, gender advisors, and gender focal Points.

⮚        Approve funding for a full slate of gender activities and implementation

⮚        Enforce the sexual harassment policy and on field visits, raise gender issues with staff, and spend time with Gender Focal Points.

⮚        Using review meetings, field visits, and other methods, clarify that Senior Management is strongly committed to the principle of equal opportunity for women and men, and a true gender balance in staffing.

⮚        Review and approve the HR or Gender Advisor’s feedback or recommendation on addressing male, as well as female grievances.

⮚        Facilitate female staff participation in local and regional networks, as well as seminars and cross visits.
