Helvetas Ethiopia is providing humanitarian assistance to drought and conflict affected communities in Ethiopia with funding from ECHO, DF, SwS and other foundations.  For this action, Helvetas is looking for a very competent and experienced Emergency Response Manager-Roving who can be able to manage the implementation of the emergency projects.Major Responsibility:

The Emergency Response Manager (ERM-Roving) will be engaged in emergency assessment, emergency response planning including project design and report writing and emergency response set up, monitoring and post intervention assessment, facilitating trainings and coordination and representation to sectoral cluster meetings. She/he is also expected to assist in Cash Transfer programming and Beneficiary Feedback mechanism initiatives and is expected to spend over 50% in the field and deployments assignments in various regions in Ethiopia as needed. The ERM-Roving reports to the Senior Expert-Emergency Preparedness and Response but work closely with other Emergency response team at the field level.

Specific Responsibilities:

Technical Support:

  • Take part in multiagency field assessments (seasonal, rapid) in the event of an emergency with Addis and field team as well as with partners.
  • Assist Helvetas Ethiopia Emergency Response Team and field offices in surveys, assessment, response planning, in implementation and monitoring of emergency responses.
  • Take deployment assignments and organize and lead emergency operations assessment in new locations in the field, set up emergency response in new areas when needed.
  • Lead emergency response team in new intervention areas and implement quick responses for brief period as required
  • Facilitate emergency response trainings and workshops for Helvetas and partner staff.
  • Assist field offices in preparation and review of emergency response proposals, project reports.
  • With guidance from Senior Expert, Emergency Preparedness and Response, assist in Helvetas emergency response programs.
  • Assist in set up, implementation and monitoring of beneficiary feedback mechanism.
  • Write the Technical reports of the Cash Transfer, Emergency Agricultural support and other sectorial emergency assistance assessments and share to the supervisor.
  • Support the field team and Addis humanitarian section to inspect equipment’s and materials during procurement and report to the concerned body on time.

Grant, Budget and procurement Monitoring and Management:

  • Assist in tracking and review of spending of Helvetas Emergency interventions in the field is in line with original plan, and burn rate goes in line with the activity implementation progress and provide feedback to supervisor.
  • Assist in Preparation of PR and procurement plan for Emergency Response project materials and services to be ordered from Emergency Response unit in Addis.
  • Assist in tracking of emergency supplies, dispatch, distribution in different disaster affected including documentation.
  • Assist in monitoring budget utilization and follow up on the project implementation with time and communicate with field time on any delays to act.

Reports and Proposals:

  • Take lead to write proposals and reports wherever needed during emergency declaration in Ethiopia.
  • Assist in the review field reports from Helvetas field offices and sub grants including review of Emergency Response interventions tracking data sheets.
  • Assist in the development of proposals and budgets for future emergency responses by the Helvetas Ethiopia.
  • Assist in the review of proposals from partners and by the Helvetas for direct interventions are as per the requirement and standard.
  • Assist in the review of Helvetas direct intervention proposals and assist the field team and program unit in drafting proposal and MoU for signing project agreement with relevant regional government Bureaus.

Monitoring and Evaluation:

  • Participate and assist in the monitoring of Helvetas direct interventions and sub granted projects.
  • Assist in facilitation of Helvetas Ethiopia own, government and donor monitoring visits and project evaluations.
  • Participate in post intervention assessments in coordination with emergency field team.

Representation, Coordination and Working Relationship:

  • Work closely with Helvetas Ethiopia Agriculture, Cash Transfer and Wash Programs and other units for increased integration and teamwork.
  • Regularly, represent at CWG and Agricultural Taskforce Coordination and other relevant emergency coordination forums with NGOs, UN agencies, government Bureaus in regions and share updates on this and emergency situations to supervisor.
  • Assist the Cash and Agriculture clusters in assessment, preparation of guidelines, other technical documents etc.
  • Organize and Share regular Helvetas update to the CWG and Agricultural cluster including 5WS matrix.
  • The ERM-Roving shall take any additional responsibilities as requested by his/her supervisor and CD.

Job Requirements

Qualification and Experience

Qualification/Education

  • Disaster Management, International Development, Business Administration, Agriculture, Civil Engineering or any related field of study

Experience

Required:

  • Master’s Degree with at least six years of relevant experience and BA Degree with at least 8 years of experience in emergency programming, disaster management, rural livelihood programs, food security interventions, cash transfer programs, emergency agriculture, nutrition, and or ESNFI program management.
  • Background in situation analysis, needs assessments and emergency response project implementation.
  • Demonstrably excellent written and oral communication skills; strong English writing skills.
  • Experience with integrated emergency response.
  • Proficient in MS Office, MS Word, MS Excel, and MS PowerPoint.
  • Flexibility to adapt to changing demands and the ability to work under pressure are essential.

Desired:

  • Previous experience managing staff and working with teams to achieve objectives.
  • Significant exposure to projects involving networking and multiple partnerships, particularly related to emergency response, food security, Cash nutrition, emergency agriculture and or ESNFI programs management.
