PIN currently invites applicants for the position of: Emergency Program Manager for Multi-sectoral emergency response to the acute needs of the most vulnerable IDPs, returnees and host communities in SNNP, Oromia and Sidama Regions, Ethiopia.

Job Description

The Emergency Program Manager (PM) will provide oversight of multiple humanitarian projects primarily in the sectors of Shelter and water, sanitation, and hygiene (WASH) but may include other sectors as well. She/he will act as a deputy to the Head of Emergencies and will directly line manage multiple Project Managers. She/he will be responsible for ensuring quality implementation across all of the various projects. The position will be based in Hawassa and will be responsible for the launch of programming in that area as well as operational set-up/running for the country program. However, the Emergency PM will also be responsible for project oversight in all project locations including West Guji, Gedoe,Konso and South Omo and will require very frequent travel to all locations. This position will also rapidly deploy at the onset of any new emergencies which PIN may respond to.

 The Emergency Program Manager specific tasks are:

 Program Implementation Oversight & Quality Assurance

  • Oversight of all projects and activities including ensuring that the projects are on scope, on time, and on budget and that all indicators are being met
  • Development of guidelines and SoPs on various aspects of program implementation to ensure standard application across all projects; as well as training teams on their use
  • Ensure technical aspects of the project are in-line with all standards (Sphere Standards, Shelter/NFI & WASH Cluster guidelines, etc.) and facilitate the support of PIN’s technical Advisors
  • Conduct monthly Project Progress Reviews with the Project Managers to understand project progress and address any challenges
  • Support the Project Managers in monitoring budgets and spending as well as providing overall oversight of the emergency budgets across all projects, in close coordination with finance colleagues
  • Closely coordinate with the Monitoring and Evaluation (M&E) and Community Response and Feedback Mechanism (CFRM) teams to ensure their proper implementation in the field
  • Facilitate capacity building efforts on cross-cutting issues including Protection Mainstreaming, Safeguarding, Accountability to Communities, etc.
  • With the Head of Emergencies, closely coordinate with the support teams (finance, logistics, procurement, security, HR) to ensure support is provided as required for the projects

 Coordination 

  • Attend local level Cluster and other coordination meetings and/or assign key senior staff to attend such meetings in all relevant locations
  • Regularly meet with humanitarian partners, including local and international NGOs, to coordinate activities in project areas
  • In close coordination with the Head of Emergencies, facilitate all required approvals for project implementation
  • Support the Project Managers in establishing relationships with local authorities, key community representatives, and other stakeholders

 Proposals and Reporting 

  • Support the Project Managers to complete all required reports by their deadlines including review of reports drafted by the Project Managers
  • With the Head of Emergencies and other colleagues, contribute to the development and writing of new project proposals
  • Conduct any assessments required for the development of new proposals
  • Conduct project kick-off meetings for all new projects to orient the teams on the project’s activities, indicators, etc.
  • Conduct project close-out meetings at the end of each project including lessons learned

 HR

  • Line management of multiple Project Managers
  • Coaching, capacity building, and regular feedback to the Project Managers and project teams
  • Organizing regular workshops and trainings for the teams on specific topics to ensure quality implementation of projects
  • Lead on recruitment of staff, including for new emergency projects, in close coordination with the HR team
  • Serve as Acting Project Manager if any Project Managers are on leave or if other gaps exist

Security 

  • Ensure security and safety procedures are implemented in all project locations
  • Proactively share security related information with the Head of Emergencies and the security colleagues

 Area Management & Rapid Deployment 

  • As this position will be based in Hawassa, provide specific oversight of both program and support functions (finance, logistics, procurement, warehouse, fleet, etc.) at the all.
  • However, this position is responsible for project implementation in all locations and requires very frequent travel to all project locations (West Guji, Gedeo, Konso and South Omo, etc.)
  • In close coordination with the Head of Emergencies, rapid deployment to any areas with new emergencies to conduct initial assessments and set-up any new operations in the area

 Other 

  • Support any special projects as assigned, i.e. launching of PIN’s new database system (Humansis)
  • Conduct other tasks as instructed by the Head of Emergencies
  • Other assignments corresponding to actual needs of the project, program or mission upon the request of line manager/CMT member.

General obligations and responsibilities 

  • The Employee is obligated not to purvey any information concerning any of PIN activities to outsiders (including former PIN employees, who may no more be informed about current process in PIN).
  • PIN is a relief and development organization whose aim is to help and assist needy people. The Employee’s position within the institution requires contacts with outside; he or she therefore conveys a certain image of the PIN. PIN expects its Employees to behave in appropriate manners at all times and in all places. All members of staff should ensure their attitudes correspond to PIN principles, both during and after working hours.
  • The Employee takes over the responsibility for all entrusted material or cash. The Employee is obligated to cover all damages or losses caused by his carelessness. The Agreement of Liability of Assets has been signed separately.

Job Requirements

  • Minimum Bachelor Degree in any field of studies with relevant work experience.
  • At least 6 years and above progressive management experience in complex/ protracted emergencies and recovery operations.
  • Previous Project/Program Manager Experience required.
  • Understanding the Full project management cycle, staff management and budget management needed.
  • Previous NGO experience has a significant advantage and experience in WASH and Shelter a plus.
  • Capacity to provide solid leadership and decision-making skills for efficient and effective program implementation.
  • Strong problem solving, interpersonal and negotiation skills.
  • 3 strong references (will be crosschecked)
