Mission and objectives

UNICEF Ethiopia is implementing a 5-year country programme 2020-2025 which is fully aligned with the UNSDCF. UNICEF will work collaboratively within the UNSDCF on a joint strategy to strengthen national systems for data collection, analysis, monitoring and applying adjustments to promote equity. Evidence will be used to monitor the situation of children, tracking progress towards equity and scale, and to inform advocacy to adjust policies, strategies and budgets. Monitoring and corrective actions will be undertaken through UNICEF staff, partners and third-party monitoring, and through mechanisms for community feedback and accountability to affected populations.

Context

The Emergency Officer (national UNV) will be responsible for providing overall technical support to the Field Office at Assosa level under the supervision of Chief Field Office based in Assosa. The Post holder is expected to work closely with all the programme officers and specialists to support overall emergency response efforts of the field office in delivering humanitarian response to internally displaced people, refugees and affected host communities by providing technical contribution to the development, planning, implementation, monitoring, and evaluation of the emergency interventions to advance the survival and well-being of children and mothers and communities affected by emergencies She/he will work with all UNICEF co-led clusters such as Health, WASH, Education and CP-GBV AoR partners for effective coordination, information sharing and response plans implementation avoiding duplication of effort and resources. The Post holder is also responsible for organizing and sharing information as needed including with the support of programme officers and specialists, compile monthly sitreps and weekly updates, support the revision of emergency response plans and track and document UNICEF supplies and funds disbursed to partners for humanitarian response.

Most importantly, the post holder will Support the identification of critical program gaps and vulnerabilities and assist clarification of roles, responsibilities and accountabilities to effectively address those gaps, Participate in regional emergency cluster meetings and with close guidance of the supervisor work closely with the Disaster Prevention and Preparedness Office (DPPO) to address issues related to strategic planning, roles and responsibilities of sector partners, and joint advocacy, contribute to the preparation of proposals which address identified gaps in the emergency response and seek support which might better respond to identified needs and vulnerabilities in a conflict-sensitive manner, support timely submission of biweekly sitrep by compiling, organizing, analysing, monitoring, and preparing data, assist support provide to the sectors on common standards, innovative strategies and approaches which ensure a capacity to address UNICEF Core Corporate Commitments for Children in Emergencies, and reflect good practice in IDP emergency Responses Contribute to the development of appropriate and effective program monitoring systems to enable assessment of both the emergency response process and impact and to ensure delivery of results for children Assist preparation of implementation reports for the Field Office.

Task description

Within the delegated authority and under the supervision of Chief Field Office his/her designated mandated representative(s), the UNV Emergency Officer will carry out the following functions. Multisectoral Emergency Programme Planning and Response

• Support on developing emergency preparedness and response plans, and implementations.

• Provides technical input for government partner in the preparation of the regional EPRP and its implementations.

• Participate in regional emergency cluster meetings to address issues related to strategic planning, roles and responsibilities of sector partners, and joint advocacy.

• Assist program officers on the identification of the humanitarian partners for the emergency response interventions.

• Works closely with POs to make sure that disaster prevention, mitigation, preparedness, and response strategies are mainstreamed in the field office work plans.

• Participates in emergency training workshops and contributes to enhancement of the emergency preparedness and response capability of the program officers and partners. Humanitarian Situation and Operational Support

• Compile weekly and monthly humanitarian Sitrep (narrative report, results matrix, and indicator table) and other relevant emergency updates.

• Conducts regular field visits to assess the emergency response implementation progress and provides recommendations for response and program improvement.

• Follow up the humanitarian situation in BGR and systematically report on how the humanitarian needs evolve.

• Follows up with the timely delivery of assistance and procurement of supplies and monitors the appropriate and effective use of UNICEF resources. Coordination and collaboration

• Participate at the sectorial emergency taskforce meetings to contribute/advocate for the timeliness and quality the implementation of UNICEF supported emergency programmes.

• Establish positive network with the government sectors and humanitarian partners in the region.

• Coordinates with partners and conduct joint need assessments covering priority areas as defined by the Core Commitment for Children in Emergencies.

• Participate in the field office management meetings of ZMT and PMT.
