ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Election Legal Affairs and Case Management Expert position who meet the following requirements to apply.

Purpose of the Role

Reporting to Head of Election Legal Department, the Election Legal Affairs and Case Management Expert will be responsible to work on development of rules, regulations and guidelines that enables the NEBE to achieve its goals of organizing a fair, credible and transpire polls that meet the minimum international elections legal standards.

Major Responsibilities

  • Developing rules and regulations that help to conduct election
  • Lead the coordination and preparation of NEBE legal documents such as directives, regulations, manuals that will be used by the NEBE to regulate the behaviors of electoral stakeholders such as political parties.
  • Review and provide international comparative analysis to the NEBE Management Board on various legal issues
  • Provide interpretations of published laws/directives and legal procedures in relations to elections;
  • Help the NEBE Management Board to prepare to address legal related questions from the public;
  • work on translations of legal documents and learning materials into different NEBE languages;
  • Train internal and external actors on election laws and related code of conducts.
  • support in the development of code of conduct for the board members and staff members;
  • Support the NEBE Management Board to manage and address elections disputes handled through the NEBE’s grievance hearing process at various levels; analyses and summarize the types of grievance and share with the NEBE Management Board.
  • Prepare NEBE’s response to elections dispute that go through the judiciary process;
  • Support the realization of an effective electoral case management system
  • Liaise with various relevant agencies to create a system that promotes accountability for individuals and groups committing electoral crime.
  • Liaise with all work units and provide legal advisory support on demand basis;
  • Represent the Board, when party to a suit in a court of law
  • Train election stakeholders
  • Conduct research as requested btu the Board and formulate recommendations for reform
  • Implement other legal tasks assigned by the NEBE Legal Department Head.

Job Requirements

REQUIRED QUALIFICATIONS:

Requirements on academic qualification:

  • LLB/ LLM

Requirements on Professional Experiences:

  • 7/5 years of relevant experience respectively.

SKILLS AND COMPETENCIES

  • Experience in the development and delivery of guidelines, rules and regulations in an election context, or relevant and equivalent experience working with civil society organizations and implementing projects;
  • Proven communication and presentation skills to large and varying audiences;
  • Demonstrated ability to draft memos, analysis and manuals in Amharic;
  • Experience working on research, analysis or content work in the law or related field;
  • Ability to remain highly organized while handling multiple tasks under tight deadlines;
  • Willingness to adhere to all principles of confidentiality;
  • Values operating in a collaborative and cooperative environment;
  • Ability to show initiative, good judgment, and resourcefulness;
  • Conduct self with integrity and conduct work ethically;
  • The ability to remain highly organized while handling multiple tasks under tight deadlines.
  • Not be a member of any political party
