TEAM PURPOSE:
The Northern Ethiopia Response is composed of national and international staff with wide experience in developing and implementing WASH, EFSVL, Protection and Gender programmes. The EFSVL Team leader will manage the EFSVL team at field level (based in Woldia /Kobo) and oversee the implementation of Emergency Food Security & Vulnerable Livelihood activities as well as contribute to livelihoods and economic recovery of the vulnerable IDP communities affected by the armed conflict, desert locust infestation and Covid-19 in Tigray region of Ethiopia, EFSVL Team leader will also work directly with Oxfam beneficiaries, partners and other stakeholders to ensure people affected by the crisis get timely, sufficient and appropriate humanitarian assistance. Job Purpose:- The EFSVL Team leader will be responsible for the effective management of the EFVSL interventions including cash transfers and Market assessment, relationships with the partner organisation, manage the intervention throughout the project cycle, including budget management (including expenditure planning and expenditure monitoring), lead in preparing and developing high quality programme plans, including MEAL and procurement plans, progress and donor reports, ensure appropriate monitoring and project quality, and enhance internal and external learning and representation. Job Requirements
Essential
- Degree in Agriculture, agroeconomics, Economics, Rural Development with relevant experience.
- Minimum of at least four (4) years in relief and /or development work with INGO / NGO/ or Government, and knowledge and experience of work in EFSVL interventions, including market based and cash transfer programmes (vouchers included), Experience of in-kind food or other items distributions;
- Demonstrable experience of working on livestock and Pastoral livelihood support interventions: (cash transfer and other voucher-based interventions in the pastoral context, agricultural extension service delivery, crop and Livestock marketing skills, Gender and protection aspects mainstreaming in project intervention contexts, etc…).
- Proven experience in designing, implementing, and monitoring UTC, CFW and Voucher programmes. This includes designing all necessary formats and training staff in the implementing CTP
- Proven experience in post distribution monitoring and price monitoring, market assessment and analysis, coaching and training national staff in technical, project cycle and managerial skills.
- Experience of conducting assessments and surveys to support design and implementation choices
- Experience and knowledge of Livelihoods asset protection and recovery activities in emergency and post-emergency situations.
- Strong previous experience in working with partners and partner capacity building skills.
- Good understanding of the sustainable livelihoods approach and related issues.
- Experience in delivery cash and voucher programmes, including use of the ICT equipment and tracking and monitoring programmes. (e.g. LMMS, Mobenzi, Red Rose).
- Experience in market analysis; with the capacity to conduct a market assessment survey, FGDs & KII.
- Good understanding of cash transfer modalities and mechanisms with a knowledge of their development and specificities.
- Experience in conflict-sensitive programming and the ability to influence and support partners in appreciating the importance of financial standards, procedures, and controls.
- Demonstrated collaborative approach including working with Government officials with good negotiation skills, diplomacy, and tact.
- Coordination skills with diverse audiences.
- Clear understanding of, and commitment to, the aims and objectives of Oxfam and humanitarian protection standards and Oxfam Codes of Conduct, the Sphere Minimum Standards, gender, equity and diversity principles.
- Well-developed interpersonal and team skills and proven ability to be flexible in demanding situation
- Excellent command over written and spoken English mandatory and local language an advantage.
- Willingness to travel at short notice, often in difficult circumstances
- Experience in pastoral programmes/areas is highly desirable Fluency in spoken and written English
Desirable
- Familiarity with the NGO Red Cross Code of Conduct, the People in Aid code and SPHERE minimum standards.
- Experience of working effectively within a large international agency including previous experience with SIDA, ECHO, OFDA, UNICEF projects would be an added advantage
- Experience of living/working in field setting with limited opportunities for leisure and extended working hours.
