TEAM PURPOSE:

The Northern Ethiopia Response is composed of national and international staff with wide experience in developing and implementing WASH, EFSVL, Protection and Gender programmes.

The EFSVL Team leader will manage the EFSVL team at field level (based in Woldia /Kobo) and oversee the implementation of Emergency Food Security & Vulnerable Livelihood activities as well as contribute to livelihoods and economic recovery of the vulnerable IDP communities affected by the armed conflict, desert locust infestation and Covid-19 in Tigray region of Ethiopia, EFSVL Team leader will also work directly with Oxfam beneficiaries, partners and other stakeholders to ensure people affected by the crisis get timely, sufficient and appropriate humanitarian assistance.

Job Purpose:-

 The EFSVL Team leader will be responsible for the effective management of the EFVSL interventions including cash transfers and Market assessment, relationships with the partner organisation, manage the intervention throughout the project cycle, including budget management (including expenditure planning and expenditure monitoring), lead in preparing and developing high quality programme plans, including MEAL and procurement plans, progress and donor reports, ensure appropriate monitoring and project quality, and enhance internal and external learning and representation.

  • Required to make sound technical judgments regularly within agreed processes using technical knowledge, a good understanding of the team, context, and the facilities available to the team.
  • Communication largely with internal staffs, also with some external contacts / target audiences to support operational work.
  • Analysis and internal communication of the locally relevant context to inform appropriate planning
  • Supervises the work of contractors, service provider partners and junior staff often in area of own specialism (livestock and pastoral livelihoods).
  • Contributing to project/ programme budget planning and monitoring, evaluation, accountability, and learning (MEAL) system of Oxfam
  • Ensures the effective planning and delivery of projects and / or defined areas of programme, including working with partners
  • Problem solving activities related to a defined area, such as a limited geographical area or limited programme sectional area using professional or technical knowledge

KEY RESPONSIBILITIES

Technical Expertise and Programme Development (30%)

  • To lead the implementation of EFSVL programme components in areas where Oxfam is responding to a humanitarian crisis, in line with Oxfam policy and agreed standards (as per approved project plans). This includes undertaking rapid needs assessments, scoping, designing, implementing, and monitoring the EFSVL programme.
  • Play a strong leadership role within the EFSVL team in area of response, managing an EFSVL team and working closely with Partner staff, where applicable
  • Ensure a regular analysis of assessment, monitoring and project data is fed into project implementation, by Providing information/data on expressed beneficiary needs, context information, local authorities’ policies, and plans.
  • Ensure that risk management and contingency planning is included at all stages of the programmes.
  • To prepare Concept Notes and draft proposals for funding as required. Prepare Sitreps, interim and other reports (e.g.: Interim, final, Weekly Market Monitoring, etc.)
  • To contribute in preparing final report for donors and prepare operational report for Oxfam . 

Qualitative Programme & Partner Management (30%)

  • Support the EFSVL team in the field and MEAL team during Monitoring activities (beneficiary verification/validation activity, compliant data collection, exit interviews, PDMs, etc.) and provide timely updates on the overall food security and livelihoods situation in the agreed area, especially of the communities impacted by the armed conflict.
  • Ensures that maximum professionalism and accountability is adopted by partners, service providers and vendors in his/her sector of competency; Ensures and facilitates beneficiaries and other stakeholders to have the maximum access to Oxfam Complaint and feedback systems. Actively seek out, communicate, and address both positive and negative feedback about Oxfam projects while implementing community engagement activities.
  • Ensuring the EFSVL team are working closely and proactively with the MEAL, logistics and finance teams and adhering to required procedures in implementing program activities on a timely, transparent, and accountable manner.
  • Increase partner participation, design quality capacity building plans for partners, and facilitate a true partnership with those with whom we work
  • Support and promote programme quality and project strengthening activities e.g. data management, project quality meetings, learning events and partnership reviews.
  • To encourage mainstreaming of gender into livelihoods early recovery programming by increasing knowledge of the staff, community structures and beneficiary communities through trainings/awareness raising activities and incorporating gender data in program monitoring and design.
  • To gather and manage program information effectively, ensuring accurate, easily accessible records maintenance and filing by programme team member

People & Financial Management & Capacity Building (40%)

  • Managing, supporting, coordinating and appraising EFSVL staff appropriately, effectively and according to policy and procedures to increase understanding and build capacity on livelihoods and food security issues within the team and with partners where necessary
  • Identify capacity needs of partners and/or country programme staff and develop training, capacity building activities to meet their needs develop (or adapt existing) guidelines and training materials.
  • Identify and support staffing needs, including recruitment
  • Actively participate in monthly financial review meetings to plan and monitor the budget expenditure, review procurement and spending plans, and ensure funds are spent within the time frame acceptable to Oxfam and the donor and ensuring rules and regulations of Oxfam are adhered to;
  • Review actual financial performance against the budget and explain variances on a regular basis.
  • Lead on initiating relevant procurement processes, with support from Logistics, in line with programme spending and procurement planning.
  • Ensure implementation of security regulations within the team

External Representation & Coordination

  • To coordinate with other agencies, particularly those undertaking EFSVL programmes including Food Distributions, UTC, CFW, Vouchers, livelihood protection and promotion activities including agricultural and livestock support.
  • In coordination with Management, to represent Oxfam in Cluster meetings and in meetings with government or other NGOs
  • Facilitate effective working relations with colleagues around communications, policy and advocacy issues and concerns, ensuring evidence-based programmatic input into policy and media messaging.
  • Engage with relevant partners, including private sector actors and local authorities, to influence stakeholders and shape priorities.

Job Requirements

Essential

  •  Degree in Agriculture, agroeconomics, Economics, Rural Development with relevant experience.
  • Minimum of at least four (4) years in relief and /or development work with INGO / NGO/ or Government, and knowledge and experience of work in EFSVL interventions, including market based and cash transfer programmes (vouchers included), Experience of in-kind food or other items distributions;
  • Demonstrable experience of working on livestock and Pastoral livelihood support interventions: (cash transfer and other voucher-based interventions in the pastoral context, agricultural extension service delivery, crop and Livestock marketing skills, Gender and protection aspects mainstreaming in project intervention contexts, etc…).
  • Proven experience in designing, implementing, and monitoring UTC, CFW and Voucher programmes.   This includes designing all necessary formats and training staff in the implementing CTP
  • Proven experience in post distribution monitoring and price monitoring, market assessment and analysis, coaching and training national staff in technical, project cycle and managerial skills.
  • Experience of conducting assessments and surveys to support design and implementation choices
  • Experience and knowledge of Livelihoods asset protection and recovery activities in emergency and post-emergency situations.
  • Strong previous experience in working with partners and partner capacity building skills.
  • Good understanding of the sustainable livelihoods approach and related issues.
  • Experience in delivery cash and voucher programmes, including use of the ICT equipment and tracking and monitoring programmes. (e.g. LMMS, Mobenzi, Red Rose).
  • Experience in market analysis; with the capacity to conduct a market assessment survey, FGDs & KII.
  • Good understanding of cash transfer modalities and mechanisms with a knowledge of their development and specificities.
  • Experience in conflict-sensitive programming and the ability to influence and support partners in appreciating the importance of financial standards, procedures, and controls.
