The Opportunity GAC/BOE : Education Project manager BRIGHT LEARNING OUTCOMES funded project

Role Purposes :

The Role of the BRIGHT LEARNING OUTCOMES project Manager will be leading the implementation of gender responsive education project in two regions (Somali and Oromia) through refugee and IDP led implementing partners. He/ she will also work with HI (technical partner) to facilitate training on inclusive education to implementing partners ( AFD in Bale, OWDA and Wa-YPDO in Somali). This post will undertake supervision of field-based coordinators, manage the resources and staff, coordinate delivery of programme goods, collect, analyse and forward programme information, organise and implement trainings for project staff, district education and regional education staff, provide information to operation unit of SCI country office; resolve programme related issues and liaise with MOE and regional education bureaus where the project is implemented as well as donor, and member office. He/she holds regular meeting with SCC and updates member office on status of programme implementation.

KEY AREAS OF ACCOUNTABILITY

Program/Project Management

  •  Provides leadership to education project coordinators and gender officers in Somali and Oromia regions to ensure the proper planning and implementation of gender sensitive education project, along with donor compliance and SCI standard operating procedures, organisational guidelines and policies.
  • Ensures proper utilization of resources, including financial tracking and oversight of budgets, finance, and administration and reporting.
  • Coordinates relationships with key stakeholders for the smooth and efficient implementation of project activities and to create a culture of learning and cooperation among partners and project staff.
  • Ensures community participation and local authorities in project processes, including safeguarding of beneficiaries at all stages of the implementation of the project.
  • Organizes training programmes and community mobilization schedules, in consultation with field offices, project coordinators and gender officers.
  • Prepare project Detail Implementation plan and  procurement plan
  • Conducts monitoring and supervision visits to the schools to ascertain programme quality and compliance with set standards. 
  • Produces and share periodic, monthly, end of term and annual reports to inform programme direction.
  • Leads BRIGHT LEARNING OUTCOMES project related discussions and workshops
  • Advises programme operation director of SCI Ethiopia country office on issues arising which affect the proper operation of the programme.
  • Liaises with field offices, local government, local community leaders and other organisations to ensure the efficient implementation of the programme.
  • Prepares report on lessons learned from the implementation of activities and develops recommendations for improvements as required.
  • Processes in advance requests related to procurement and follows up on settlement of expenses.
  • Develops activity and expenditure plan and communicates the same to award and procurement unit.
  • Leads in the development of detailed activity and phased budget
  • Manages Human Resource related emerging issues including discipline of staff.
  • Manages the performance of gender responsive education project and identifies issues for addressing together with TA, award, procurement, and member office.
  • Organizes logistics components to ensure programme supplies are in adequate measures in schools at all times.
  • Ensures that organization assets and equipment are taken care of and that staff are practising due diligence.
  • Prepares periodic financial and narrative reports for review by TA and sharing with member office/ donor.

Budget management

  • Leads the periodic budget development as required for the areas of implementation
  • Prepare budget plan, periodic budget phasing & monitoring budget performance
  • Ensures effective and efficient utilization of project budget and other resources for the intended purpose.
  • Ensures that plans are implemented as per agreed and approved budget.

Monitoring, evaluation and quality assurance

  • In coordination with MEAL, leads the design of results-based monitoring and evaluation process for the programme.
  • Follows that the MEAL plan is developed and implemented.
  • Leads the planning and regular review of project implementation.
  • Manages knowledge and experiences from the learning process and replicate good practices.
  • Ensures that proper utilization and use of monitoring and evaluation systems are put in place.

Partner management and Capacity Building and Representation

  • Ensures that partnerships are maintained ( with Somali and Oromia bureaus of education) and functioning properly as per signed MOU.
  • Maintains regular communication and interaction with partners to facilitate and promote learning and information sharing.

Provide technical support to field offices, project coordinators and gender officers  in the course of project implementation

Documentation and Learning

  • Oversees the proper documentation of experiences and lessons (including pictures and video documentation) learned in the course of project implementation.
  • Leads the MEAL unit to organize and properly maintain database and information related to the programme.
  • Facilitates and takes part  in studies and reviews related to the project.
  • Facilitates and ensure dissemination of information and study/reviews.

Staff Management

  • Motivate staff under his/her supervision and build team spirit for effective working relationships
  • Ensure that staff under supervision properly plan and organize their tasks (e.g. through monthly, quarterly and annual work plans).
  • Ensure that job objectives are set and performances are evaluated timely, with the required quality for supervisees, hold one-to-one meeting, and produce team report.
  • Accountable for quality deliverables of the team through the provision of appropriate support
  • Hold periodic meeting for regular update and addressing of issues.
  • Facilitate and support the staff development under his/her supervision, including nurturing and coaching on specific issues.

QUALIFICATIONS AND EXPERIENCES

  • A minimum of first Degree in Development studies,, Education, Community Development. Master’s degree is preferred with education back ground.
  • Experience in project management (at least 8 years), including project cycle management, proposal writing, budget management and donor reporting
  • Knowledge of finance monitoring and follow up tools
  • HR management in challenging environments
  • Good team leadership and conflict resolution skills, consensus team building, and adaptability
  • Experience of delivering programs in tight deadlines
  • Ability and willingness to work in remote and isolated location with ever-changing security Scenarios
  • Monitor quality implementation program based on woreda quality bench mark tools
  • Demonstrated ability for leadership and independent decision making 
  • Strong interpersonal skills & excellent team player.
  • Willingness and ability to work in hardship environment and meet tight deadlines.
  • Cultural and gender sensitivity
  • Experience in MS Office package (Excel, Word, PowerPoint, and Visio), web conferencing applications, and information and budget management systems.
  • Experience of coordinating activities across locations and with roving position
  • Knowledge of child safeguarding and protection
  • Experience, preferably in SF/CP programs, with vulnerable children and youth
  • Knowledge of Somali and  Afan Oromo language is an added value.
