Position – Education Officer
ROLE PURPOSE:
Ethiopia’s Multi-Year Resilience Programme (MYRP 2020-2023) aims to improve learning through equitable access, crisis-sensitive and quality relevant education for 745,997 emergency-affected children (380,418 boys, 365,579 girls (including children living with disabilities) in 44 prioritized woredas in Ethiopia. The MYRP is an ambitious plan created by the Ministry of Education together with Education sector stakeholders. The proposed MYRP includes immediate actions to address the critical educational needs of IDP, returnee, and relocated children and medium to long-term interventions to build the resilience of the education system to support the (re)integration of returnee and relocated children and their host communities.
In line with identified priorities in the education section of the HRP 2019 and ECW strategic priorities, initial MYRP interventions will utilize ECW seed funding in prioritized woredas and focus on getting out of school internally displaced and returnee/relocated children back into education with a special focus on girls and children with disabilities. Education Cannot Wait (ECW) has so far committed $27m in seed funding to the overall MYRP. This seed funding will be managed by UNICEF and SC as Grantees and implemented by a range of organizations. It will target 60,487 (30,717 boys, 29,770 girls, including 6,049 CWDs) from 17 woredas. Somali region Eight woredas and 32,000 children will be targeted. Interventions will be scaled up to target all emergency-affected regions and children in 44-prioritized emergency-affected woredas with a system strengthening approach as more additional resources are mobilized and anchor the MYRP into national programs such as GEQIP-E. The provision of seed funding within a broader investment framework that encourages resource mobilization is another aspect of the MYRP that adds distinct value to the sector, the work of the Cluster, and the overall education in emergency response in Ethiopia.
Under the direct supervision of the ECW Seed Fund Education Program Manager, the Education Program Officer will be responsible for the overall management and successful implementation of the Education Program Dobo-weyn Woreda Gode Field offices. The Education Programme Officers are responsible for effective and efficient management and implementation of educational activities under the Gode field offices. This position will work closely under the supervision and report to the ECW Seed Funding education program manager for day-to-day project management and implementation.
KEY DUTIES & RESPONSIBILITIES
Planning and Reporting:
- Prepare an annual, quarters action plan, and implement it as planned with close consultation with the Program Coordinator and Manager.
- Provide follow-up and technical support for schools and woreda education offices
- Support schools to prepare annual plan and reports
- Produce and compile quality regular periodic reports and share to SCI.
Coordination and Management of Projects Implementation
- Ensure the ECW Education program is implemented in ways responsive to teachers, the community, and children in line with Save the Children principles, values and strategic plan
- Ensure that the project is implemented in line with Save the Children and donor compliance procedures.
- Identify gaps and provide technical and capacity-building support and training for teachers, PTA members, cluster supervisors, and WEO.
- In close collaboration with the Project Manager (at the Field Office level), WEO and other government stakeholders, facilitate on-time implementation of the project activities based on the action plan and ensure implementation quality
- Ensure active participation of children and other stakeholders in the project activities implementation
- Attend woreda level education and coordination meetings representing the organization.
- Strengthen team spirit and teamwork within and outside of Save SCI staff
Supervision and Monitoring
- In collaboration with the Project Manager, maintain strong supervision and monitoring system to measure achievement and progress toward the project objectives and expected outcomes and impacts
- Conduct monitoring and supervision of the planned project activities implementation and provide technical support to WEO and intervention schools to improve activities implementation quality
- Strengthen participatory and collaborative supervision and monitoring system including active participation of children
- Ensure that the required appropriate technical support is provided for directors, teachers, supervisors, and students on time and strengthen team spirit and collaborative work.

QUALIFICATIONS AND EXPERIENCE
Essential
- BA degree in Education, Social science, or related fields
- A minimum of three to five years of experience in working on a related project
- Fluency in English/ verbal and written
- Have skills in report writing and facilitating training.
- Commitment to Save the Children values
- Excellent understanding and prior work experience with the pastoralist communities are advantageous
- Proficient in the use of MS Office, Word, Excel, PowerPoint, Outlook
Desirable
- Excellent knowledge and understanding of the Ethiopian Education Policy, Policy frameworks, and strategies, as well as the education sector development program and the challenges.
- Experience in working with the Bureau of Education at national or regional, Woreda, or school levels.
- Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
- Very good skill in evaluation methods and report writing.
- Experience in solving complex issues through analysis, the definition of a clear way forward, and ensuring buy-in.
- Fluency in English, both verbal and written, required.
- Familiarity with the target area.
- Local language is advantageous
