Job Description

Background:

The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery, and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Position Overview:

With the direct supervision of the Education Manager, the Education Officer is responsible for the day-to-day implementation of EHF-funded project that focuses on primary education. The education officer is responsible for accurate data collection and documentation, teacher training, liaising with local government and school directors, drafting reports, following up the maintenance of school together with the construction foreman and regularly communicating with the education manager.

Major Responsibilities:

  • Ensures the quality day-to-day implementation of the EiE activities.
  • Keeps the record of number of students/clients in the target area.
  • Works very closely with supply chain and finance to deliver the project activities on time.
  • Facilitates the accelerated education program aligned with need on the ground.
  • Monitors the progress of the construction of temporary learning spaces (TLS) and latrines.
  • Works with the PTAs to ensure that children are enrolled in the TLS or existing schools.
  • Conducts in-service teachers/facilitators trainings based on teachers training needs.
  • Ensures that the teaching and learning process is in place in the TLS or existing school.
  • Ensures effective budget management based on existing tools (PR tracking and BvA) to avoid under or overspending. Tracks the PR on regular basis to ensure quality budget management.
  • Communicates on weekly basis to both the field office and/or Addis team on progresses and any challenges.
  • Communicates the Shire/Addis technical team on ad hoc basis on phone/Microsoft Teams to discuss any emerging issues.
  • Represents the IRC in any coordination meetings at the local level.
  • Drafts monthly reports based on the IRC template.
  • Drafts the 5Ws based on the template and shares with the Education Manager/MEAL manager on monthly basis.
  • Work closely with the M & E officer to put in place mechanisms and processes for regular review of project data and learning.

Job Requirements

  • MA/MSC, BSC/BA in education, Special need education, Educational Planning and Management, Educational leadership, and/or social sciences with 1 year experience for MA/MSC, 2 years experience for degree holders, 5 years work experience for diploma holders and above preferable in education in emergencies and displacement settings
  • Experience in working with government counterparts and other partners at regional and woreda level and NGO experience is a plus
  • Good understanding of the education sector in Tigray region.
  • Demonstrable experience in facilitation of training/workshops
  • Good communication and interpersonal skills and ability to work with a multi-sectoral team.
  • Fluency in Tigrigna language is advantageous with good spoken and written English skills as well as good communication and interpersonal skills
  • Working knowledge of computers (particularly Excel, Word, and Outlook)
