Job Description:

Program management and coordination 

 Provide overall leadership to area program education and life skills officers in the Hub.

 Supervise, guide, and provide technical support to area program education officers of the Hub in improving literacy outcomes.

 Supports the design of the technical approach and programme to address barriers to quality education using a solid root cause analysis process.

 Manages overall Technical Programme (TP) implementation, TP budget and TP quality assurance

 Manage and coordinate implementation of education program activities at the Hub level.

 Carry out field based review meetings with education officers of the area program.

 Coordinate relevant events at the regional level to enhance the quality of education and do promotion towards the visibility of WVE’s education works.

 Track financial management and budgets allocated to the education program in the Hub

 Develop annual plans and budgets of the Hub in connection to the education program;

 Ensure to prepare, and submit quarterly, biannual and annual plan and report activities undertaken as required to pace forward to the desired education & life skills program goal.

 Contribute to production of timely, accurate, compliant, and quality reports of the area programs; and compile and produce Hub level technical program reports.

 Manage, and make follow up to the education and life skills projects’ budget in the Hub for the timely implementation of project activities.

 Organize and lead advocacy works at the Hub level in coordination with communication officer, Hub technical program coordinators and Hub managers.

 Effective and efficient coordination and management towards quality education.

 Harmonized management and leadership insured in the Hub.

 Improved delivery of education & life skills program.

Supervision, Monitoring & Evaluation.  

 Support any processes of project monitoring and evaluation in relation to the education and life skills program in the Hub.

 Ensure the detailed implementation plan of the Hub and the area programs is effectively and efficiently implemented.

 Ensure effective and efficient program review and reflection process at AP and Hub level and sharing of learning to all concerned stakeholders.

 Regularly collects and updates information on potential ideas and practical intervention with regard to education programming; contribute to new program design and development as required.

 Closely work with MEAL coordinator of the Hub to ensure the quality of the education programs of the Hub in relation to the set targets.

 Use appropriate data management systems, analyses data, aggregates data to the required level and synthesis results for report writing using appropriate and relevant tools.  Use WV systems and procedures including HORIZON and other NO’s established protocols.

 Work with Hub and NO’s communication team in capturing best practices/success stories, evidences and innovative ideas in the field and ensure they are properly documented, published and shared to partners in the region/zone.

 Responsible for generating innovations by working with the Knowledge Management focal person in the Hub.

 Coordinates implementation, monitoring and reporting of the same; and ensures that best practices are documented, disseminated and used to inform policies and practice at regional levels.
 Education interventions and activities in a specific AP are implemented with quality and within budget, scope and timeframe

 Quality monitoring data is produced to adjust programming to achieve desired outcomes; quality evaluation reports are produced demonstrating lessons learned, impact to vulnerable children and recommendations for future programming

 Continuous improvement mechanisms are established to ensure that monitoring and evaluation data informs project activities to ensure impact for children, including the most vulnerable

 Networking and Collaboration 

 Maintain strong networks with NGO (local and international) and bilateral and multilateral organizations to improve the delivery of education and life skills in the Hub.

 Collaborations/partnerships with government offices to improve the delivery of education and life skills in the Hub.

 Responsible for liaising and maintaining excellent relationships with WVE’s partners and various stakeholders in general education at all levels (community, district, regional, and including Teacher Training

Ensure high level visibility in education & life skills.  

 Partnerships with local education stakeholders, networks, coalitions, and working groups are strong, healthy, and beneficial to achieving WV’s desired education outcomes
Colleges) to raise the profile and visibility of WVE’s’ education and life skills program.

 Represent WVE on coordination forums and meetings relevant to education & life skills programming at the Regional and Zonal to enhance networking and partnership development.

 Represent World Vision as needed in district level education networks, coalitions, or government-led education spaces to promote evidencedbased education interventions and ensure alignment of district and local priorities.

World Vision has a good reputation for being a strong education leader within the Hub boundaries.
 

Capacity Building 

 Mobilize key stakeholders including implementing partners to participate project capacity building sessions

 Support the education and life skills officers of the area programs in delivering trainings to implementing partners.

 Contribute to the development of training materials for the education models (LR.UL and BEP).

 Assess competency of zonal and area programme Education staff (in education competencies) to effectively implement the education TP

 Coordinate and conduct appropriate blended learning capacity building plans with the goal of improved quality implementation of the TP according to the Education Competency Framework

 Coach and mentor zonal and area programme Education staff on an ongoing basis

 Participate in capacity building opportunities (e.g. Training of Trainers) as required.

  Well-equipped WVE educational professionals and partners for quality work.

WV staff and local stakeholders are confident in how to implement education & life skills – TP activities

Program Integration

 Design a platform to ensure all operational project models/grants in the TP are well integrated and provide feedback to project officers when gaps exist.

 Assess, collect and analyses data from AP to measure the level of integration and impact.

 Assess and provide advice to AP education & life skills officers to potential pivot points of integration within SEE4C – TP models and with other program models.

 Monitor grants and sponsorship funded projects on their extent of integration and provide feedback on regular Basis

Integrated life skills program across the Hub and so that coherence among the sectors and avoid duplication.

 Assure that sponsorship is integrated into the planning, implementation and monitoring systems of the education and life skills program.

 Strategically position – education and life skills programs to integrate to different sectors (IWASH, food security, Child participation and Protection, faith and development, advocacy, child protection etc).

 Collaborate with and technically support Humanitarian and Emergency Affair division in ensuring the consideration of education and life skills program for children, adolescents, youth and parents in crisis and at risk in the community based programming

  Efficient implementation through utilizing the investment wisely.

 Knowledge management, Learning and sharing.

 Establish a regular cycle of documenting TP’s and education project success and impact

 Compile lessons learned from programmes and use to improve programme implementation, re- designing of strategy and related approaches and produce publications.

 Share emerging trends and lessons learned with Operations, Senior Leadership Team and external networks/partners as needed  Identify and disseminate good practices, learnings and innovations through the Education Community of Practice and external partners.

 Generate, document, and disseminate lessons learned and good practices from the implementation of Education Technical Program within the APs for program effectiveness.

 Seek out and document lessons learned from education project activities in the local AP for improved quality of programming

 Facilitate regular reflection and learning activities with education staff and volunteers as well as other local education stakeholders to reflect on implementation and make adaptations as needed

Required Professional Experience

  • MA degree or equivalent in the fields of Education, social work, international development, child development, or a related field.
  • At least 5 years’ experience working on education program interventions. Relevant field and NGOs experience is preferred (coordinator or senior expert level)
  • Excellent working knowledge and skills on education and life skills programming. Experience on ECD, Literacy & Numeracy and Basic Education Programming is an advantage.
  • Excellent knowledge and skills on education & Life skills programing.
  • Significant bi-lateral donor grant experience with program implementation, funding acquisition, and reporting
  • Excellent communication skills (written and oral) and strong interpersonal skills are needed
  • Must be able to negotiate ideas within and outside the World Vision partnership, particularly with donor communities and government.
  • Good knowledge of oral and written English language.

Preferred Knowledge and Qualifications

  • MA in Education – Educational Planning and Management, School Leadership, pedagogy and the like.
  • Strategic thinking & application to those defined areas.
  • Must be a committed Christian, able to stand above denominational diversities.
  • Attend and participate in daily devotions and weekly Chapel services.

Travel and/or Work Environment Requirement

  • Work environment: Office-based 60%  Travel: 40% Domestic travel might be required.
