Job Description:

This role is intended to regularly track the performance of education can’t wait project in general and technically assist the EIE officers in the preparation and implementation of detail implementation plan aligning with project deliverables. Regularly collect and compile progress report on a monthly, quarterly basis, ensuring quarterly and bi annual monitoring review sessions with partners at AP, Zonal and regional level, regular tracking monitoring indicators to understand the status of project performance as well as getting feedback.

Program development and implementation

· Work closely with ECW project coordinator and Education in Emergency (EiE) officers in project implementation, monitoring, documentation, dissemination of lesson learned.

· Maintains detailed schedules of activity and budget implementation tracking systems for activity monitoring and budget utilization in targeted Woredas.

· Ensure regular weekly plan preparation, compilation & utilization by project officers · Represent project to donor, government, NGOs and partners regarding M&E aspects of ECW project in Amhara region

· With guidance from the project coordinator, facilitates project M &E within the project operational areas in collaboration with M & E Department, EiE manager, project coordinator and ADP manager irrespective of sector or sources of funding.

· Ensure proper data record, keeping and reporting system are in place in targeted schools

· Assure that relevant cross cutting themes (child protection, gender, inclusion, safety and life skills) are integrated into the EiE project implementation at the project sites

· Monitor and follow up the effective implementation of the planned activities of ECW project in targeted schools

· Identify and contextualizes key indicators from the National Standard TPs including target indicators that relate to program objectives and activities.

· Follow up the implementation of EiE project M & E plan by closely working with the project staffs & partners and share with relevant stakeholders.

· Project goals achieved, · Quality implementation and organizational reputation.

· Improved accountability to both beneficiaries.

 

Accountability

· With guidance from the project coordinator, facilitates rolling out social and program accountability frameworks and establishment of feedback mechanisms from beneficiary communities in the operational area.

· Document learning and share best and promising practices within the AP, organization and key stakeholders.

· Organize regular discussion session with beneficiaries to collect feedback on the project implementation.

Establish and ensure the functionality of compliance system within the school and regularly collect, compile and share feedbacks.

· Facilitate a joint monitoring visit with key partners and organize post supervision discussion session on areas of improvement and lesson learning.

· Work with DEO and target schools to ensure the participation of community to ensure access and quality .

Networking and Collaboration · Conduct regular monitoring visit to project sites and share the findings with concerned stakeholders in target locations

· Support the project coordinator in networking and collaboration with partners at woreda governments and community level together with sectoral project officers.

· Lead any assessment in the development of assessment methodology (sampling frame, development tool, community mobilization, selection of enumerators, facilitation of data collection, data verification and assessment)

· Conduct baseline and endline assessment and share with closely work with project coordinator, M&E manager, project officers, and finance officer prepare & ensure the preparation of annual plans.

· Facilitate quarterly/bi-annual monitoring reviews meetings with partners at AP, zonal & region level (in collaboration with EiE project coordinator)

· Ensures proper coordination with respective stakeholders including the woreda government offices and participation of targeted local communities as required. · Identify key users of the information and share regularly and facilitate discussion sessions as needed.

Reporting and Documentation

  • Produce progress report monthly, quarterly, and annually by using formats and templates of WVE, Donor and stakeholders, including government. · Prepare standardized Monthly Management Report (MMR) and Weekly report and timely share with Northern Emergency Response (NECR) and EiE team at HO.
  • Monitor the impact of EiE project in the framework of EiE response program and promote learning by documentation of best practices for future emergency response works
  • Assist on the documentation of best practices and challenges to generate materials for strategic direction of further implementations of EiE programming ·
  • Support the education officers to establishing data management system at school level to easily retrieve information on a regular basis and as needed ·
  • Develop a system to document and disseminate lessons learned from ECW project and Assist the project coordinator in identifying and mainstreaming best practices regarding EiE projects.
  • Regularly collect the 5 Ws reports from education officers and share reports to EiE Manager, coordinator, regional focal person and subnational education cluster.
  • Organize a training, a reflection session on racking project indicators and reporting .
  • At least 3 years of work experience preferably in Monitoring and Evaluation, Planning and Reporting, reporting and documentation, DME, data analysis or related position.

Technical Training qualifications required:

  • Participatory M&E,
  • Results-Based management,
  • Logical Framework Analysis,
  • community participation,
  • Participatory Rural Appraisal, Participatory Learning & Action, etc.

· NGO experience is preferred.

Experience in managing education project particularly education in emergency. · Experience in proposal development, budget preparation and report writing ·

Full computer and Internet skills including MS Office for word processing, ACCESS or other databases and in database design, graphic presentation and financial spreadsheet programs, Fluent in oral and written English.

BA Degree in Economics, Development Studies, Agricultural Economics and related fields.
