Scope of work:
The consultant will support the strategic transition of the access to education output into a programme approach with the following deliverables:
- Organizing a high-level key stakeholders’ workshop (from the government, donors and other partners) to solicit and consolidate their inputs on the evaluation draft report
- Participation in and presentation of education components of the EU Education Project at the above dissemination workshop;
- Review and finalization of the final evaluation report, components of which can then be included in the donor report for the EU grant;
- Consult with all stakeholders and facilitate preparation of the management response on behalf of the education section in response to the above evaluation report.
- Coordination support to the evaluation unit by engaging with the education (CO and FO) teams to provide specific and precise technical education inputs required for another upcoming “Access to Education” evaluation;
- Provide communication and liaison with the donor, government and other partners for the Access to Education evaluation; and
- The draft of a “project to programme management and upstream transition plan” for Access to Education Output 2

Minimum requirements:
Education:
- Master’s degree in social sciences, education or related disciplines is required
Work Experience:
- At least 3 years experience in project coordination
- At least 3 years experience with EU grants
- At least 3 years with UN agencies
Language Requirements:
- English required
Knowledge/Expertise/Skills:
- Familiarity with EU and Finnish donors
- Project management and coordination
- Experience supporting evaluations with technical inputs
- Good knowledge management skills
- Presentation and communication skills
