What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Economic Security Generalist 2 is responsible for the implementation and monitoring of the ICRC Economic security programmes and resources in Oromia under the close supervision and guidance of the Economic security Generalist 3. He should analyse the economic security situation of the affected population in the AoR; and design EcoSec interventions in consultation with Nekempte SD and field management, technical supervisor and EcoSec team in Nekempte. He/she implements and monitors the activities according to department/Sub delegation priority zone, objectives, agreed budget frame and plan of action (PoA), and reports on the progress of the programme as required.

Relationships

• Internally interact and communicate with colleagues ensuring that a good atmosphere is maintained within the EcoSec department and with the other ICRC departments through adequate communication,
• Establishes and maintains regular information exchange and a good working relation with ERCs volunteers and management of the respective branches in his/her AoR,

• Externally establishes and maintains regular exchange and network with the relevant local authorities, members of the population, community leaders, authorities, ERCS branches, NGOs, etc.),
• Participates in local coordination meetings relevant to the implementation of the EcoSec program/projects in his AoR.

Accountabilities & functional responsibilities

Situation/Problem Analysis and Needs Assessments        

• Contributes to Multi-disciplinary needs assessments and conducts specific needs assessments in the area of responsibility (AoR) by using the standard Ecosec approach & internally established tools and procedures,
• Maintains up to date information on the economic security situation in his/her AoR and contributes to the analyses and compilation of the relevant data on the context concerning livelihoods, agriculture and markets, including also security, social, political and other aspects pertinent to the program implementation,
• Contributes to adequate communication and coordination with other assistance departments, including the protection department when required, in planning and conducting of needs assessments,
• Collects data using the household economy approach to identify economic security gaps and develop scenarios.
• Based on an analysis of EcoSec core components (food consumption/production, living conditions, income support and capacity-building), contribute to identification of appropriate response options and assesses whether cash or in-kind aid is more appropriate and feasible
• Contributes to market assessments, to analysing and interpreting data in order to select and design response options (Feasibility, methods, and delivery of cash transfer programming, transfer value, vulnerability and targeting)
• Contributes to mid-level qualitative and quantitative data analysis.
• Provides advisory inputs on the composition of the assessment team(s) and coordinates the action of assessment team in his AoR,
• Debriefs enumerators’ teams and compiles their feedback on the data collection exercises,
• Supports the team in applying participatory approach during field visits and interactions with communities and other stakeholders (NS, authorities, public and technical services, other humanitarian actors, etc.).

Project/program design, planning and implementation

• • Contributes to the response analysis of different EcoSec interventions (SWOT approach), associated risks and mitigation measures, including appropriateness and feasibility aspects and provides support to other involved staff when required,
  • In close coordination with the SD management and technical supervisor, participates actively in selection of priority/activity areas and individual projects and formulation of monthly/quarterly implementation plans,
  • Contributes to the Formulation of proposal drafts for individual resilience projects including SMART indicators, expected outputs/outcomes, plan of action (PoA) and project budget, based on the internally established tools and procedures,
  • Contributes to the Organization and supervises the selection of beneficiaries by following the criteria attributed to a project, with minimizing the risks of conflict situations with target population and other stakeholders,
  • Contributes to designs a suitable method for registering beneficiaries.
  • Contributes to the integration of best practice in terms of accountability to beneficiaries throughout the programme cycle design.
  • Supports the EcoSec Delegate during meetings with different interlocutors, when needed.
  • Contributes to the weekly/monthly planning of EcoSec activities (HR planner).
  • Ensures that the project implementation in his/her AoR is carried out in line with the set objectives, timeframe, allocated budget and the internally adopted coordination mechanisms,
  • Helps to organize logistics and leads/manages the distribution teams in his AOR,
  • Contributes to the delegation’s annual planning exercise (PfR) regarding the evolution of the economic security situation and program implementation in his AoR.

Project/program monitoring and evaluation

• Conducts regular monitoring of the EcoSec interventions in his/her AoR based on the internally established tools and procedures,
• Provides support/coaching to the teams of the ERCs involved in the monitoring process,
• Involves actively in data collection exercise by using the internally established tools and procedures, provides advice on the composition of the monitoring team(s) and coordinates the monitoring activities in his AoR,
• Participates actively in the design, planning and implementation of the projects/program review and evaluation in his AoR.

OFFICE ACTIVITIES – (40%)

Reporting

• Reports to his direct and technical supervisors on the contextual aspects and progress of the program activities, including direct reporting to his technical supervisor on the technical aspects of the program implementation,
• Writes field trip reports, activity reports and minutes of meetings based on given guidelines,
• Contributes to assessment/monitoring reports and project proposals based on the EcoSec standard procedures using the internally established reporting formats, including other specific reports when-if required by his supervisors,
• Compiles statistical data on all EcoSec interventions in his/her AoR and submits monthly statistical reports to his technical supervisor.

Administration – Finance

• Ensures necessary administrative work is implemented on time,
• Knows, applies and complies with all the administrative procedures linked to his work (preparation and closure of working advances, payments to workers and ERCs volunteers involved in project implementation),
• Keeps the program file updated, notably the project proposals, budget follow up table, copies of the project contracts and payment lists

Staff training – Management 

• Supports in coaching and motivation of ERCs volunteers involved in project implementation in his AOR, including ICRC-hired assistants when required,
• Maintains regular exchange with the EcoSec Trainer concerning the identification of the training needs of the involved ERCS volunteers and planning and implementation of the training process in his AoR.
• Contributes to organizing and delivering capacity-building activities.

Treatment of information

• Interprets oral conversations accurately from English to Afan Oromo language and vice versa as required,
• Translates documents from Afan Oromo language and vice versa as required,
• Adapts his behaviour to various interlocutors.

• Registers and treats information (general and specific) accurately and with confidentiality,

ADDITIONAL DUTIES – (10%)

• Follows up on all work-related messages and correspondence with the relevant contacts and departments
• Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
• Reports events and changes within the region that could have an impact on ICRC’s activities and hence provides sound elements to the Delegation that allow to establish objectives and priorities,
• Participates actively in meetings linked to the program implementation in his AoR
• Advises on culture, politics, general situation and share relevant information related to the context,
• Updates his superiors on the ongoing and planned assistance activities of other humanitarian actors in his AoR,
• Acts as reference point during delegate’s/supervisor’s absences,
• Presents synthesis of EcoSec problematics succinctly and accurately
• Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image,
• Takes responsibility for their own professional learning and development,
• Upon request, participates in other EcoSec programs based on operational priorities,
• Supports other ICRC departments and integrate Protection subjects in his activities.

Certifications / Education required

• High School diploma, technical education or university degree in a related field.
• Good command (spoken and written) of English and Afan Oromo.

Professional experience required

• 3–5 years’ experience in a similar field of activity.
