Purpose of the job

Disbursement and Treasury Coordinator is a senior leadership role responsible for overseeing and managing the disbursement and treasury functions within an organization. This position involves strategic planning, financial analysis, and ensuring efficient cash management practices. The Head of Disbursement and Treasury plays a critical role in maintaining financial stability, optimizing cash flow, and mitigating financial risks.

Job Description

Disbursement Management:

  • Develop and implement disbursement policies, procedures, and controls.
  • Oversee the accurate and timely processing of payments, ensuring compliance with internal policies and external regulations.
  • Review and approve payment requests, verifying supporting documentation and approvals.
  • Monitor disbursement records and reports, ensuring accuracy and completeness.

Cash Flow Management:

  • Develop and implement cash flow management strategies to optimize liquidity and working capital.
  • Monitor and forecast cash flow, ensuring sufficient funds are available for operational needs.
  • Prepare cash flow projections and reports for management review.
  •  Coordinate with finance team to ensure timely funding of bank accounts.

Treasury Operations:

  • Manage relationships with banks and financial institutions, ensuring smooth banking operations. Monitor bank fees and negotiate favourable terms and conditions if any.
  • Oversee the management of bank accounts, including opening and closing accounts as needed.
  • Regularly review the CO and regional office bank signatories and ensure it is up to date.
  • Develop and implement treasury policies and procedures to mitigate financial risks.

 Financial Analysis and Reporting:

  • Conduct financial analysis to assess the financial health and performance of the disbursement and treasury functions.
  • Prepare financial reports, including cash flow analysis, treasury performance, and risk assessment.
  • Provide financial insights and recommendations to senior management based on analysis and reporting.
  • Stay updated on industry trends and best practices related to disbursement and treasury management.

Compliance and Risk Management:

  • Ensure compliance with internal policies, procedures, and controls related to disbursement and treasury activities.
  • Identify and mitigate financial risks associated with disbursement and treasury operations.
  • Coordinate with internal and external auditors to ensure compliance and address audit findings.
  • Stay updated on relevant laws, regulations, and accounting standards. Ensure government taxes, pension and tax report processed and updated on time so that the organization avoids any penalty.

Team Leadership and Development:

  • Lead and manage a team of disbursement and treasury staff, providing guidance, coaching, and performance feedback.
  • Foster a collaborative and high-performing team environment.
  • Develop and implement training programs to enhance the skills and knowledge of the team.
  • Promote a culture of continuous improvement and innovation within the disbursement and treasury functions.

Qualifications

  • Bachelor’s degree in finance, accounting, or a related field with Master’s degree is preferable.
  • A minimum of ten years of relevant work experience in finance of which at least five years must have been in a similar position.
  • Proven experience in disbursement and treasury management, including
  • leadership experience.
  • Strong knowledge of financial systems, banking operations, and payment processing.
  • Proficient in using financial software and MS Office applications.
  • Familiarity with relevant government laws, regulations, and accounting standards.

Additional Information

Contract Type: National

Expected start date: As soon as possible

Duty Station:  Addis Ababa

Contract Duration: Nine months with the possibility of extension based on performance and budget availability.
