Ethiopian Human Rights Commission (EHRC) is looking for qualified candidates to fill the Director, Strategy, Planning and Result Management position.

LOCATION: Head Office /Addis Ababa

REPORT TO: Deputy Chief Commissioner

DURATION: Open/Indefinite Contract

SALARY RANGE: Gross monthly salary of ETB 48,317.00 – ETB 55,318.00 plus ETB 10,000.00 Housing allowance and ETB 5,000.00 Vehicle allowance, depending on candidates’ qualification, experience and earning history

Purpose of the Job:

To develop and direct the strategic and long-range goals of the organization including proposals to initiate new intervention areas and to expand existing activities by leading and coordinating the development of EHRC’s Strategy and organizational planning.

Main Duties and Responsibilities:

  • Oversee EHRC’s strategy planning and results management function
  • Analyse all the different plans of EHRC to avoid duplication between and among departments, divisions, and regions. Ensure planning outcomes are highly effective and well aligned with the direction and objectives of the Commission
  • Collaborate with executives in guiding the strategic planning practice across thematic areas and directorates and lead team effort to develop the strategic planning framework
  • Direct the alignment of the Commission’s reporting systems, identification of key performance indicators and high-level targets
  • Develop system for progressive follow-up of performance of projects in quality, time & usage of resources focusing on learning
  • Leading project evaluation, outcome harvesting and impact assessment in collaboration with internal and external stakeholders
  • Lead the compilation of best practices and lesson learned on projects/programs to create shared understanding with relevant teams in the Commission.
  • Bring together information on functional performance, internal operation, new innovations, environmental analysis related to human rights, etc., from various internal and external sources to develop strategic options
  • Provide strategic advice and high-quality tools to Executives to enable a shared understanding of best practice in strategic planning
  • Facilitate strategic review and planning processes with directorates and external stakeholders to enable the development of aligned and integrated departmental plans
  • Identify opportunities and drive changes to improve implementation and evaluation of strategy and the planning processes in EHRC to enable better performance tracking and reporting capacity
  • Ensure that the different functions of EHRC are coordinated, integrated, and support each other to optimize project and program costs
  • Performs other related duties as assigned by executives

Generic Duties of the Position:

  • Prepare the function work plan and monitor their implementation.
  • Review, approve and ensure submission of Commission reports to relevant organs.
  • Identify human resources requirements of the Function and develop plan for meeting the requirements. Support the development of subordinates through periodic performance evaluations, coaching, mentoring, ongoing performance dialogue and feedback. Oversee the systematic identification of skill and competency requirements for the Function. Manage disciplinary concerns of the function’s staff as per the company’s policy.
  • Develop policies, procedures and tools for the Function and lead in their implementation and continuous review.
  • Represent the Commission in external relationships related with the Function based on the Commissioner’s approval.
  • Take part in the group decision making process by forming part of different groups/committees.

Job Requirements

Qualifications and Experience:

  • MA in Human Rights Law, LLM in International Law, Political Science, International Relations, or related social science studies
  • Candidates with lower educational qualification but with exceptional experience can be considered
  • 8 years of relevant experience in project management, advocacy, representation and
  • resource mobilization
  • Strong writing skills
  • Computer literate
  • Knowledge of Amharic and English is required.
