DIRECTOR, PROGRAM MANAGEMENT, FSR

CARE is seeking a Director, Food Security and Resilience (FSR), Program Management. The overall objective of this position is to ensure that CARE’s performance in Food and Water Systems (FWS) programs are recognized internally and externally as being of high quality, able to course correct and impact large numbers of people worldwide through the effective use of CARE signature approaches.  She/he will support this work by: (1) Ensuring high quality performance of large CARE USG-funded programs managed by the FSR Team, (2) Act as Technical Lead or Technical Support for design of new large FWS programs, (3) Supervise FSR Program Management Staff who provide technical and operational support to RFSA programs; (4) Ensure that learnings from M&E, Research, Collaborative Learning and Adaptation are used to foster innovation and adaptive management that bring about program improvements; (5) Ensure that successes and learnings are shared within CARE and externally in high visibility fora; (6) FWS Technical Advisors provide appropriate and high quality technical assistance services; and (7) FSR Systems and Processes improve efficiency and effectiveness of Program Management.

The Director will travel up to 30% per year.

RESPONSIBILITIES:

• Ensure excellent performance and results for a $250-$300 million+ portfolio: closely monitor the performance and outcomes of each FWS program. Work with Program Managers to identify strengths and weaknesses and develop strategies to address weaknesses. As necessary participate in critical interactions with donor representatives at all levels regarding programs around performance and quality issues as well as support for high performance, as and when needed.
• Support high-quality and winning RFSA & other FWS program designs: act as Technical Lead or Technical Support for large FWS USG proposals bids. Support scoping and capture activities. Support live program design.
• Supervise and ensure high performance of Program Managers: supervise two or more FSR Program Managers who provide day-to-day backstopping and on-going quality support to and review of CARE’s RFSA, Feed the Future and McGovern-Dole  programs, products and deliverables.
• Enforce and Contribute to Systems and Strategies for Program Management: ensure the highest level of Technical Assistance to FWS programs through the consistent use of the FWS Minimum Standards for Technical Advisors. Based on input from Program Managers, facilitate their development of guidelines and systems for improved program backstopping and engagement with CARE functional units. Participate and represent CARE in relevant external Communities of Practice, such as the IDEAL Program Advisory Committee and other relevant food security and resilience technical communities, as and when appropriate.

QUALIFICATIONS:

• Master’s Degree in the areas of development, food security, management, nutrition, gender, resilience and/or agricultural development or equivalent combination of education and work experience.
• Minimum of 7 years of experience providing technical guidance or support to developmental Food Security, Nutrition, Maternal and Child Health, Livelihoods and/or Resilience programs, of which 3 years must be with Title II or similar USAID programs
• Proven experience in designing or providing significant technical support to successful proposal bids.
• Demonstrable success in working with donors.
• Strong English writing and speaking skills.
• Strong public speaking, facilitation and listening skills.
