PSI/Ethiopia, an affiliate of Population Services International, has developed national results-based programs for Wash and sanitation, HIV/AIDS and child survival. These programs are creating realistic opportunities for both private and public sector partners to make long-term investments that help Ethiopia’s most vulnerable lead healthier lives.  This Job Description states the responsibilities of the Director, Partnership and Field Implementation of PSI/Ethiopia.

Job Summary

Under the supervision of the Country Representative, the Director of Partnership and Field Implementation is responsible for enhancing the impact and contribution of PSI/E in improving access to affordable and quality health and family planning services by (i) overseeing the integrated implementation all programs and services across regions; and (ii) ensuring the timely and efficient implementation of projects through coordination of regional offices. Lead the PSI/E’s advocacy and partnerships portfolio with stakeholders critical to PSI/E sustained performance at the national and sub -national levels including line ministries particularly the Ministry of Health (MoH), development partners, Local governments, civil society/NGOs and other implementing partners in line with PSI/E’s vision, mission.

Duties and Responsibilities:

Field Implementation

  • Lead bottom-up technical implementation and capacity building across regions, ensuring that area offices and partners achieve targets according to the donor deliverables, central and regional work plans, as agreed with local authorities.
  • Ensure evidence-based joint work planning, implementation, supervision, monitoring and evaluation across regions, between local implementing partners and regional authorities, and according to regional health needs and priorities; roll up regional work plans and reports to central project team members.
  • Facilitate effective and regular communication and coordination across regions and with central partners to deliver standardized approaches where possible, building cross-regional capacity and cost effectiveness for increased program scale, intensity and impact.
  • Contribute to high level fundraising efforts for cost share, to improve relevance and to maximize health impact.
  • Contribute to PSI/E systems strengthening and platform strategic planning, PAT and PIP exercises.

Partnership and Advocacy

  • Develop a PSI/E advocacy strategy that align with all PSI/E area office implementation modality in order to provide strategic guidance and support;
  • Lead the implementation of PSI/E’s advocacy strategy across all programs;
  • Use innovative approaches to engage stakeholders across all programs in light of PSI/E’s strategy with the objective of consumer power at the center;
  • Support the MoH in coordinating stakeholders and PSI/E program activities with key technical platforms and top leadership team that are delivering on specific MoH and national development objectives;
  • Lead the meaningful participation and representation of PSI/E in the various technical working groups, networks, coalitions, and task forces;
  • Coordinate PSI/E’s technical assistance / facilitatory efforts to the MoH, in the development and implementation of policies and programs;
  • Undertake continuous environment scan and attend relevant policy events to ensure that PSI/E Program management team is aware and responding to the key advocacy issues and risks that are likely to impact on its mandate, for instance, opposition activities.
  • Map key stakeholders, partners, and opportunities, and lead on strategic engagements in relation to PSIE’s areas of focus and interests
  • Establish and maintain partnerships and networking with individuals, all stakeholder groups including special populations such as adolescents and youth, CSWs, Government Ministries, Agencies and Departments, private sector, and non-conventional partners, at all levels; global, regional, national, and sub-national.
  • Maintain up to date partnerships database to guide stakeholder engagement across all levels (National and sub-national) and relevant sectors and program implementation
  • Develop partnerships for investments in PSIE’s strategic priorities and support the Senior Management Team (SMT) in partnership development and cultivation.
  • Ensure that advocacy and partnership interventions/activities are appropriately budgeted, and documented to facilitate effective monitoring, evaluation, and learning
  • Strengthen platforms capacities to mainstream advocacy, risk mitigation and effective partners management
  • Support and advise the PSIE Advocacy Team on the delivery of global, national, and sub-national level advocacy activities;
  • Perform all activities as per the direction of the immediate supervisor.

Job Requirements

Qualification and Experience:

  • Master’s degree in Public Health, Public Health Management, Business Administration or related fields with six (6) years of demonstrated experience out of which four (4) years at a Managerial level

OR

  • Bachelor’s degree in Public Health, Public Health Management, Business Administration or related fields with eight (8) years of demonstrated experience out of which four (4) years at a Managerial level
  • Demonstrated experience in managing donor-funded HIV, WASH, FP programs;
  • Good understanding and relationship with central and regional government
  • Demonstrated experience in managing remote regional offices, and in health systems structures across regions in Ethiopia, with decentralized program implementation across health programs focused on prevention, care and support
  • Proficient in English and local languages, both written and verbal communication
