PSI/Ethiopia, an affiliate of Population Services International, has developed national results-based programs for Wash and sanitation, HIV/AIDS and child survival. These programs are creating realistic opportunities for both private and public sector partners to make long-term investments that help Ethiopia’s most vulnerable lead healthier lives.  This Job Description states the responsibilities of the Finance and Grants Director of PSI/Ethiopia.

We are looking for a Director of Finance and Grants who provides financial and compliance oversight for the Finance Operations and Grants and Contracts departments on a platform with a $12-$15M annual operating budget and approximately $11 M in sub-granting to a network of up to 11 local and international sub-partners.  S/he oversees timely and accurate financial reporting by PSI and by our sub-partners, ensures timely and compliant financial operations including internal and external disbursements, manages procedures for finance operations, grants, and contracts, oversees annual external audits, strengthens the capacity of finance & non-finance departments in good financial practices. The Director of Finance & Grants, working under direct supervision of the Deputy Country Representative, will be responsible for providing leadership, technical support to the general finance and sub-grants financial management teams, ensuring the highest level of compliance and financial accountability across all units in PSI Ethiopia.

This position manages two departments (Finance Operations and Grants and Contracts), four direct reports and a team of up to 9 staff, and reports to the Deputy Country Representative.

Key Responsibilities:

1. Financial Accounting, Compliance and Reporting

a. Lead Finance Operations planning and reporting.

b. As the supervisor of the Finance Operations Department, ensure high quality financial management, monitoring, and operations in line with donor and GoE regulations and PSI policies:

                              i. Maintain a clean and fully reconciled balance sheet, ensuring timely management follow-up of institutional payables, receivables including VAT and fringe accruals.

                             ii. Supervise timely and accurate monthly financial reporting according to PSI Global financial standards, policies & guidance.

c. Responsible for control of and completeness of PSI and its Donor’s fixed assets & inventory plus the completeness of their records.

d. Prepare annual financial statements and presenting the financial data to the board of directors for approval.

2. Grant and Contracts Accounting, Compliance and Reporting

a. Lead Grants and Contracts planning and reporting.

b. Oversee management of sub-grants/contracts in compliance with PSI global and PSI/Ethiopia grants and contracts procedures, and donor rules and regulations.

c. Oversee risk-based subaward monitoring and capacity building plans for all sub partners.

d. Ensure rigorous, risk-based reviews and timely processing of sub partner financial reports.

e. Ensure completion of all PSI required subaward management and monitoring tools (e.g., pre-award assessments, selection and negotiation memos, site visits reports, monitoring plans, financial report review checklists, invoice testing forms, management letters, pre-closeout letters, closeout checklists, etc.) and oversee compliance through each phase of the subaward life cycle including selection, assessment, negotiation, monitoring, and closeout.

3. Budgeting

a. Work with the technical groups and PSI/W on budget proposal development.

b. Ensure the development, implementation and monitoring of the platform annual operating budget including common direct cost budget, budget vs expenditure (monthly surplus deficit analysis) platform wide periodic activity-based expenditure analysis, and institutional registrations.

c. Work with the technical directors in the work planning process, contribute to costed work planning and oversee smooth functioning of PSI/Ethiopia headquarters and 5 area offices, empowering senior managers in finance and operations to lead the planning process.

d. Oversee timely and compliant internal and external disbursements according to a platform annual operating budget.

4. Risk Management

a. Continuously seek to ensure/improve efficiency, integrity, and transparency of financial and sub-grants financial management operations.

b. Oversee development and dissemination of platform Finance, Grants and Contracts procedures, ensuring timely and compliant finance operations and grants/contracts management for maximum health impact.

c.  Ensure adequate internal controls to safeguard the organization assets.

5. Audit

a. Oversee the timely finalization of all required audits such as global internal audits (GIA), local statutory audits, and donor audits.

b. Develop comprehensive Management Action plan (MAPs) to mitigate any identified risks.

c. Ensure departmental compliance and follow up action from internal and external audit findings and recommendation.

6. Others

a. Support users and oversee the performance of the Accounting Software as business financial process leader.

b. Review and approve high value financial and operational commitment and payments according to PSI responsibility matrix, approve admin/finance budgets, ensuring compliance with PSI, donor and GoE procedures, rules and regulations.

c. Strengthen performance and capacity of department, empowering independent thinking, and ownership with SMART Management By Objectives development and tracking, routine coaching and feedback, regular supportive supervision, capacity building and performance appraisals.

d. Represent PSI/ET with sub-partners, suppliers, auditors, etc.

e. Perform any other job-related responsibilities as requested.

f. Play a key role ensuring that PSI/E management team comply and resolve any local taxes issues and legal related matters.

Job Requirements

Qualification and Experience:

  • Master in business administration (MBA), Finance or similar degree in relevant field and ACCA certification is an added advantage.
  • 10 years’ experience with minimum of 5 years of senior experience in financial management and management of Grants and Contracts, including demonstrated senior staff management experience.
  • Demonstrated experience implementing US Government Agreements and/or Contracts for an INGO.
  • Familiarity with international health, development issues and the international donor community;
  • Outstanding demonstrated narrative business writing skills;
  • Outstanding teamwork and communication skills, especially with professionals from a different background;
  • Fluency in spoken and written English, comfort with public speaking and excellent writing and interpersonal skills;
  • Knowledge of and experience using Microsoft Office.
