About Data.FI

Data for Implementation (Data.FI) is a global project funded by the U.S. Government (USG) through the Department of State (DoS), Foreign Assistance (FA). Its mission is to help countries use, strengthen, and sustain access to high quality data to achieve primary healthcare goals and accelerate the control of HIV, tuberculosis (TB), and other public health risks.

The project is a mechanism dedicated to strengthening data, technology, and HIS to support the delivery of life-saving care and treatment services. Data.FI aims to improve global, regional, and national in-depth analysis of epidemiologic and programmatic data to further enhance implementation of the USG foreign policy priorities. Data.FI’s focus also includes direct support to host-country governments to enhance existing HIS, thereby informing management responses to well defined gaps in public health programming and sustaining impact by supporting the transition of activities to local partners.

Position Summary:

The Digital Health Advisor will provide technical leadership and hands‑on support for the planning, rollout, optimization, and institutionalization of digital health systems. The role will support effective use of interoperable digital health solutions, strengthen system governance and standards alignment, and build sustainable capacity for government ownership. The Digital Health Advisor will ensure that digital health interventions are responsive to user needs, aligned with national strategies, and integrated into routine health system workflows.

Primary Duties and Responsibilities:

• Provide technical guidance on the rollout, use, and optimization of digital health systems, including DHIS2, Dagu, EMRs, and other platforms.
• Support configuration, testing, and refinement of digital health tools to improve usability, data quality, and interoperability.
• Identify and troubleshoot system‑level challenges, coordinating with national technical teams and other stakeholders as needed.
• Ensure digital health activities align with national HIS and digital health strategies, standards, and governance frameworks.
• Support implementation of interoperability, data governance, and system documentation standards to promote sustainability and scalability.
• Strengthen coordination between national and sub‑national actors to ensure consistent application of digital health policies and guidance.
• Monitor system performance, adoption, and use, and document lessons learned and best practices.
• Contribute to reporting, learning, and adaptive management processes to improve digital health implementation quality and impact.

Required Qualifications:

• Bachelor’s or master’s degree in Health Informatics, Information Systems, Computer Science, Public Health, or a related field.
• At least 7–10 years of progressive experience in digital health system design, implementation, or support, with demonstrated sub‑national experience.
• Strong understanding of digital health architectures, interoperability, and data governance principles.
• Demonstrated experience providing hands‑on technical assistance and mentoring to decentralized health teams.
• Proven ability to work effectively with government counterparts in complex, decentralized health systems.
• Strong problem‑solving, communication, and stakeholder engagement skills.
• Experience supporting transition of digital health system ownership to government institutions is strongly preferred.
• Fluency in English and Amharic is required.
• Must be a national of Ethiopia.
