Development, Production, and Broadcasting of Radio Programs and PSAs on Women, Peace, and Security (WPS) in Afar -TIMRAN Ethiopia

Background

TIMRAN is a non-partisan, women-led civil society organization working to enhance women’s participation in Ethiopian politics and public decision-making. As part of its ongoing project “Empowering Women’s Leadership in Emergency (WLiE)”, funded by CARE Ethiopia and implemented in Abala and Erebti woredas of the Afar Region, TIMRAN seeks to engage a qualified media house to produce and broadcast culturally relevant radio programs in the Afar language to promote the agency of WLiE group members as speakers, amplify their voices, and promote women’s leadership in emergency.

Objective

To develop and broadcast radio content that raises awareness and promotes inclusive dialogue around women’s participation in peace-building, leadership, and decision-making processes in the Afar Region.

Scope of Work

The selected service provider will:

• Develop, produce, and broadcast 4 radio programs (30 minutes each).
• Develop, produce, and broadcast 4 standalone Public Service Announcements (PSAs) (60 to 90seconds each) to be aired separately within the radio programs.
• Ensure all content is linguistically and culturally appropriate (in Afar language) and reflects the local realities of women in Abala and Erebti woredas.
• Engage a qualified professional team, including producers, scriptwriters, sound engineers, and voice talent, preferably with experience in gender equality and peace-related media.
• Feature women’s voices, stories, and local perspectives to promote inclusive peace-building.

Expected Deliverables

• 4 radio episodes (30 minutes each), broadcast 4 times each.
• 4 PSAs (60 seconds each), aired separately 4 times within the radio programs.
• Submission of all audio content in broadcast-ready format (MP3/WAV).
• A short final report including the broadcast schedule and reflections on audience engagement or feedback.

Eligibility and Selection Criteria

Applicants must demonstrate:

• Proven experience in radio production and community broadcasting, ideally related to gender, peace, or social issues.
• Operational media reach in Afar Region, particularly in Abala and Erebti woredas.
• A qualified professional team with relevant expertise in production, scripting, and community engagement.
• Commitment to gender equality, including:
  • Representation of women in the production team
  • Organizational values aligned with gender justice and women’s rights
• Valid organizational or business registration and necessary licenses.
• Operational functionality and familiarity with the Afar language and local context.

Proposal Requirements

Interested service providers should submit:

• A technical proposal detailing understanding of the assignment, proposed approach, timeline, and team composition (with clear roles and qualifications).
• A financial proposal with a clear cost breakdown for production and broadcasting.
• Copies of valid registration and broadcasting licenses.
• CVs or profiles of key team members, highlighting relevant qualifications and inclusion of women.
• At least one sample of previous relevant work or a reference letter.

Timeline

The assignment is expected to be completed within 30 days of contract signing. All production and broadcasting must be finalized by February 20, 2026.
