Development of IPSAS system at Ethiopian Muslims’ Relief and Development Association (EMRDA)

Ethiopian Muslims Relief and Development Association (EMRDA) invites eligible and qualified firms to submit sealed bids for the development and implementation of an International Public Sector Accounting Standards (IPSAS)-compliant accounting system. The objective is to ensure our financial reporting aligns with IPSAS standards, promoting transparency, accountability, and improved financial management.

Scope of Work

The successful bidder will be required to:

• Assess the current accounting system and practices.
• Design and develop a fully IPSAS-compliant accounting system.
• Provide data migration from the current system.
• Conduct system testing and validation.
• Deliver training for finance staff and system users.
• Provide ongoing technical support for a minimum of 6 months post-implementation.

Eligibility Criteria

Applicants must:

• Be legally registered in Ethiopia.
• Demonstrate experience in IPSAS implementation or public sector financial systems.
• Provide a list of previous projects related to IPSAS or similar accounting systems.
• Submit valid business license, tax clearance, VAT certificate and company profile.

Bid Submission Requirements

• Technical proposal detailing methodology, work plan, and timeline.
• Financial proposal in a separate sealed envelope.
• CVs of key team members.
• At least three (3) relevant references.
