Development of Factsheet and Campaign Materials on Women’s Access to Justice in the Greater Horn of Africa

Job Description

1. Introduction

The Strategic Initiative for Women in the Horn of Africa (SIHA) Network is a regional feminist network advocating for gender justice and women’s rights across the Greater Horn of Africa. As part of its ongoing Justice for Women (J4W) project, SIHA is seeking to engage a qualified consultant to support the development of a factsheet and campaign materials that raise awareness on the barriers to justice faced by women in the region, and promote help-seeking behavior through access to accurate information and supportive services. 

2. Background of the Assignment

In the Greater Horn of Africa, women continue to face systemic challenges when seeking justice through both formal and informal systems. These challenges include discriminatory laws and practices, lack of access to legal support, and socio-cultural obstacles. Through this consultancy, SIHA aims to develop public-facing communication products that highlight these barriers, share referral pathways and services, and deliver advocacy messaging through engaging visual and digital content. 

3. Objectives of the Consultancy

1. To develop a concise and accessible factsheet that outlines key barriers to justice for women and identifies available support systems across the region.
2. To create social media content and visual advocacy materials aligned with SIHA’s Justice for Women project goals.
3. To implement a digital awareness campaign that amplifies the content and messages developed.

4. Scope of Work for the Consultant

The consultant will be responsible for:  

1. Develop a comprehensive factsheet on women’s access to justice in the Greater Horn of Africa, including:
   • An overview of key barriers within both formal and informal justice systems;
   • Create a concise, visually engaging “snapshot” showing how justice barriers manifest across different countries in the Greater Horn (e.g. Ethiopia, Sudan, Somalia).
   • Highlight comparative themes like legal aid gaps, customary law challenges, or criminalization of survivors.
2. Draft 15–20 social media messages tailored for platforms including Twitter/X, Facebook, Instagram, and LinkedIn, aligned with the factsheet and J4W campaign objectives. Messages should:
   1. Raise public awareness of justice-related issues affecting women.
   2. Encourage survivors and communities to seek help and engage with support services.
   3. Translate technical legal or advocacy language into simplified, accessible content suitable for the general public (especially for youth and grassroots audiences).
3. Design user-friendly e-cards and digital flyers that:
   1. Summarize key advocacy messages from the factsheet.
   2. Visually support the campaign with accessible and compelling graphics.
4. Develop a campaign schedule and oversee its implementation in July 2025.

5. Deliverables and Timelines

The consultant is expected to deliver the following:

Week 3	21 July 2025	Finalized factsheet and complete digital media toolkit (images, templates, reels, carousels) ready for launch and shared with SIHA
Week 4	31 July 2025	Digital campaign rolled out, with campaign report (including performance summary and preliminary insights) submitted

6. Profile Consultant and Qualifications

The ideal consultant should possess the following experiences:  

• A minimum of a bachelor’s degree in law, Gender Studies, Communications, Public Policy, or a related field. A master’s degree or additional professional certifications in legal advocacy, communications, or campaign management will be an advantage.
• At least 5 years of professional experience in legal advocacy, gender justice communications, or related fields, with demonstrated ability to develop accessible public information materials such as factsheets, social media content, and visual advocacy tools.
• Strong expertise in translating complex legal and social justice issues into clear, engaging, and audience-appropriate content.
• Proven experience working on women’s rights, gender equality, social justice, or international development projects, preferably within the Greater Horn of Africa or similar contexts.
• Experience in graphic design or managing the development of visual digital content.
• Experience in developing and implementing digital advocacy campaigns.
• Knowledge of justice systems, legal aid services, and referral mechanisms within the Greater Horn of Africa.
• Experience working with non-profit organizations, feminist groups, or development agencies, with the ability to produce materials that resonate with both internal and external audiences.
• Proficient in using document management tools such as Microsoft Word (including Track Changes) and basic graphic design or content creation software.
• Familiarity with digital tools and advocacy platforms, ability to work collaboratively, and openness to iterative feedback.
• Excellent written and verbal communication skills in English.

DURATION

The consultancy is expected to require a total of 10 working days spread over the period 1st to 31st July 2025. The work will be conducted in phases aligned with deliverable deadlines, allowing for breaks to accommodate internal review, feedback, and clearance processes by SIHA Network.
