Job Description
Background:
HDAMA, in partnership with Malaria Consortium, is implementing the SENNAY Project to strengthen malaria prevention and treatment among Seasonal Mobile Workers (SMWs) in conflict-affected, high-transmission areas of Ethiopia. A need exists to establish a functional feedback mechanism to facilitate two-way communication between SMWs, communities, and project stakeholders, enhancing accountability and programme quality.
Purpose of the Consultancy:
To design, test, and document an inclusive, practical feedback mechanism that enables SMWs and community members to share their experiences and receive timely responses, integrating into HDAMA’s programme management systems.
Key Tasks:
- Inception and Planning (10 days): Review project documents, conduct stakeholder consultations, and submit an inception report.
- System Design (15 days): Map existing channels, co-create prototypes with SMWs and stakeholders, ensuring gender, accessibility, and protection considerations.
- Pilot Testing and Refinement (15 days): Test prototypes in two project sites, analyze user experiences, and refine the system.
- Documentation and Handover (10 days): Develop a final blueprint and operational toolkit, and present recommendations.

- Operational Toolkit (guidelines, forms, data management tools)
Consultant Qualifications:
Essential:
- Advanced degree in Public Health, Social/Behavioural Sciences, Communications, or related field.
- Minimum 8 years of experience in social behaviour change, community engagement, or accountability mechanisms.
- Proven experience in designing and managing feedback/grievance mechanisms in humanitarian/development contexts.
- Expertise in participatory research and co-creation processes.
- Fluency in Amharic and English.
Desirable:
- Experience with mobile/migrant populations, NGOs, and government health structures.
- Familiarity with ICT4D tools for low-connectivity settings.
Management:
The consultant will report to the SENNAY Project Manager (HDAMA) with technical guidance from Malaria Consortium.
