OXFAM GB in Ethiopia invites applicants for the following post

Position                                    : Deputy Programme Manager

BACKGROUND:

 Since fighting broke out in South Sudan in December 2013, more than 2.6 million South Sudanese fled from the violent conflict to the neighbouring countries including Ethiopia. Peace talks have not brought fruitful results; there is fear of violence and attacks, and a fast spreading situation of food insecurity in the native country of these refugees. Gambella in Ethiopia hosts over 300,000 refugees from South Sudan as of November, 2016. Women comprise 72% of the adult population while children constitute 67% of the total population.

Oxfam’s WASH assistance to refugees in Gambella started in June 2014 after being invited by UNHCR/ARRA to contribute to the response. From June 2014 to November, 2015, Oxfam had been implementing emergency water supply, sanitation and hygiene promotion in Kule camp and managing the water production and treatment plant in Itang.  Oxfam exited from Kule camp and Itang treatment plant after the completion of the permanent water supply system by UNICEF in collaboration with World Vision and IRC.

With the opening of another new camp, Oxfam has been given the lead WASH role together with specific commitments in water supply, sanitation and hygiene promotion. Since Oct, 2016 Oxfam started some emergency Water system set up which is now providing service to community by installing storage tanks and Tap stands. In November 2016, Oxfam started the design process for the permanent water system to this new camp which is located around 50km away from Gambella Town and the actual implementation is going to start as of January 2017.

DIMENSIONS:

  • Field experience and understanding of development and humanitarian work;
  • Field experience and understanding of EFSVL, GiE and protection issues
  • Focus on developing and controlling policy, tools and guidelines;
  • Co-ordination and delivery of agreed plans or strategies;
  • Contribute to plans/objectives of broader programme strategy consulting across  all departments;
  • Broad understanding of trends of humanitarian and development work in the region;
  • Make technical information accessible and usable by non-specialists;
  • Representation in coordination meetings and some external relationships as assignment by the programme manager;
  • Impact and influence in their own team and in other departments and/or external public;
  • Requires the ability to analyze and communicate complex information to a wider audience;
  • Role is variable with well-defined targets and/or minimum standards and is both proactive and reactive.

KEY RESPONSIBILITIES:

  The DPM shall be responsible for, as directed by the Program Manager:

  • Responsible for the implementation of ECHO humanitarian project in Gambela region, Ethiopia.
  • Ensure implementation of refugee emergency program in line with donor expectations and Oxfam guidelines and standards,
  • Ensure protection and gender mainstreaming in emergency set up in Gambella – observing rights of all beneficiaries – refugee children, women and men.
  • Facilitate discussions and recommend a suitable exit strategy taking into account the capacities of other NGOs working in Gambella, region.
  • Contribute to and provide shared leadership and management support to the development, design and delivery of the strategies, resource mobilization, financial management, program quality, high risk project management and donor relations.
  • Line-manage designated section heads and work closely with technical leads for the integration of the response in all aspects of Oxfam programming in Gambella region.
  • Reviewing, understanding, implementing, monitoring, revising and updating security and safety operations to ensure compliance with Oxfams regulations and SOPs.
  • Developing, designing, implementing, monitoring and revising of plans in consultation with programme team leaders and PQ&L officer
  • Timely, accurate, and effective reporting for donors and other stakeholders in Gambella operation
  • Act as focal point for liaison between direct reports and management (PM)
  • Represent Oxfam in coordination meetings both at camp and Gambella level
  • Where appropriate assist with the capacity building of staff and partner agencies
  • Other duties as assigned by the programme manager

 

Job Requirements

SKILLS AND COMPETENCE:

  • At least 5 years experience in a senior management level and some 3 years in WASH humanitarian interventions
  • A relevant degree in social sciences or a related discipline, with a good understanding of water, sanitation, hygiene and community approach methods for implementation of the same.
  • Strong leadership and coordination skills including interpersonal skills.
  • Demonstrated programme designing, and implementation
  • Demonstrated experience in implementing EFSVL projects integrating gender and diversity into emergency response programmes and longer-term strategies.
  • Experience of working with local partners, including, local authorities
  • Good assessment, monitoring and evaluating and planning skills to enable programme design and delivery.
  • Good skills in proposal writing and reporting.
  • A proven record of mentoring and capacity building of teams in complex contexts.
  • Diplomacy, tact and administrative skills in order to work with people at all programme levels and with external organisations as needed.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Ability to work well under pressure and in response to changing needs.
  • Ability to travel and to work in difficult circumstances.
  • Fluency in English is essential.
