GENERAL DESCRIPTION OF THE ROLE

Under the supervision of the Head of WASH and Shelter Non-Food Items Programme and in coordination with other sector Heads and managers, Deputy Head of WASH & Shelter NFI Programme (roving) primary responsibilities include program development, implementation, quality assurance, monitoring, evaluation, accountability, learning and staff supervision. The Deputy Head of WASH & Shelter NFI Programme (roving) will also work closely with GOAL’s area managers, woreda managers and WASH & ES NFI department staffs in the field offices to ensure the implementation and integration of WASH & Shelter NFI activities with other humanitarian emergency relief, recovery and development projects targeting vulnerable communities, drought affected communities, IDPs and other conflict affected populations. He/she will ensure the consistency, quality, efficiency, and accountability of GOAL supported WASH and shelter NFI activities across Ethiopia.

The Deputy Head of WASH & Shelter NFI Programme (roving) will assist the Head of WASH and Shelter Non-Food Items Programme with the NFI/ES/Shelter/WASH country program development and management in accordance with GOAL Ethiopia country strategies, plans and policies. Representation and liaison with government line offices and humanitarian actors will also be expected. The Deputy Head of WASH & Shelter NFI Programme (roving) provides technical guidance and management support throughout the programming processes, to ensure the achievement of the WASH and ES NFI related output results in the country programme.

KEY AREAS OF ACCOUNTABILITY/DUTIES:

Strategy, Project Design and Business Development:

§  Participates in the development of new interventions based on identified needs, linked to the WASH and ES NFI sector.

§  In close collaboration with the head of the department, PD and GC ensure WASH & Shelter-NFI program aims, and objectives remain relevant and geared towards meeting the needs of the poor and most vulnerable.

§  Participates in the writing of concept note and projects proposals as requested.

§  Ensure strategic development of NFI/ES/WASH projects are based on humanitarian context/ needs analysis and closely coordinate and aligned with the strategies of Shelter/NFI Cluster, WASH Cluster and other relevant humanitarian actors and Do No Harm principles.

§  Participates in the annual Country Strategy Development.

§  Participates in the design water, sanitation and hygiene and ES NFI interventions through new innovative approaches to assist the target communities moving from the stage of emergency into early recovery and development as might be feasible and appropriate.

§  Provide technical lead, recommendation, and support the field team in the design, installation, maintenance, and operation of existing and future rural water supply systems as well as hygiene and sanitation system and facilities in accordance with SPHERE standards and taking full account of local conditions, resources, customs, and cultural norms.

§  Lead the selection and design of appropriate shelter in accordance with SPHERE & UNHCR standards and taking full account of local conditions, resources, customs, and cultural norms.

§  Ensure operation and maintenance, environment, gender, and sustainability issues are considered and factored into program design.

§  Lead on development of key learning and lesson learn documentation in collaboration with media and communication unit.

§  Prepare draft logical framework, proposals, budget, and other necessary proposal packages in respect of emergency response and long-term development that will be submitted to Head of the department, GC, PD, and major donors.

Project Management and Implementation:

§  Ensures the proper DIP, implementation, supervision, monitoring and reporting of the different components of the project according to established objectives, goals, and indicators in line with donor requirements, GOAL Ethiopia standards, and beneficiary needs.

§  Responsible for oversight of the technical aspects of the implementation and coordination of the WASH and ES NFI program in the country.

§  Ensure proactive project management through strong adherence to program quality standards and evidence-based decisions.

§  Ensure projects are implemented to meet minimum quality standards adhering to national and international standards (Sphere, WHO and WASH cluster) and ensure gender and Do No Harm principles are fully considered throughout the project cycle.

§  Participate monitoring of the Budget vs. Actual expenditure for WASH and ES NFI programs on monthly based and ensuring timely corrective action is taken to address for any variances.

§  Actively participates in Grant Management Meetings and ensures resulting actions are followed up.

§  Updates monitoring and planning tools, allowing to measure the progress, quality, and impact of projects, to alert in case of slippage and to take corrective actions if necessary.

§  Plan and manage WASH & ES NFI interventions with the full consultation and co-ordination with Head of the department, PD, Other GOAL staff and other agencies, governmental and cluster coordination mechanisms.

§  Provide management support and technical advice to field WASH and ES NFI team on issues of procurement, supply, and design of schemes and oversight of construction and hygiene behaviour change and community engagement activities and overall documentation packaging for all WASH & ES NFI interventions to ensure timely completion.

§  Manage WASH and Shelter NFIs staff, and collaborate with partners and communities, in developing and implementing WASH infrastructure projects.

§  Organize with both head and field office logistic and procurement unit for materials procurement, transport and support needed for all activities.

Programme Knowledge Creation:

§  Contributes to the project knowledge creation through the writing of activity sheets, design of relevant documentations, with the support of head of the department, WASH advisors, field office team and media/communication units.

§  Provide regular updates to the head of department, PD, GC, and the rest of the team on progress, priorities, and constraints – verbally and in writing.

§  Leads regular analysis of the relevance of the projects scheme and suggests adaptation when needed.

§  Prepare briefing documents and presentations on the project and conduct internal and external orientation.

§  Lead on sensitization of the new WASH, NFIs and Shelter projects to the Woreda and Zonal authorities and work with those departments to ensure all aspects of programme understood and agreed to implement the programme.

§  Lead the development and signing of government agreement and report and donor report on regular base and share to the department head for review and ensure the timely submission of all agreements and reports to the respective stakeholders.

Staff Management:

§  In coordination with HR, recruit and train technical staff based on programming needs upon the request from the head of the department.

§  Assist the head of the department on the administrative HR management of the team (daily attendance, leaves management) in collaboration with the HR department.

§  Assist the head of the department to conduct, WASH and ES NFI program staff meeting both at HO and FO in a regular basis and ensures good communication and coordination within the team.

§  Assist the head of the department to perform regular performance evaluation, give working objectives, adapt the job description, identify the needs in terms of capacity building, and conduct trainings.

§  Assist the field WASH and ES NFI teams in developing spending plans and tracking of the same against actual spending monthly and reconciliation against the GMT analysis at HO.

§  Regular and frequent planes, manage and supervise the work of the field team.

§  Supervise field project staffs of NFI/ES/WASH staffs for smooth and accurate implementation of NFI/ES/WASH projects in GOAL, particularly in mind of appropriate documentation recording (including stock reports, asset lists, waybills, receipts etc.)

Logistics and Administration:

§  Anticipates the logistics and procurement (procurements; purchase, vehicles, etc.), administrative and financial needs related to the project (recruitments, payments, cash requests, etc.).

§  Participate and prepares technical parts of tendering documents, participates in the follow up tendering process, prepares purchase requests and gives acceptance of payment.

§  Follows the expenses related to project activities and crosscheck with the administration department monthly.

§  Makes sure that logistical, administrative, and financial procedures linked to the project implementation are established and alerts the head of the department if gaps are observed so that corrective action may be taken.

§  Close follow up all requested supplies by WASH and ES NFI program team.

Internal Coordination:

§  Participates in the monthly internal coordination meetings and communicates regularly with the head of the department and other staffs.

§  Participates in the different joint agency assessments, task-force teams and workshops, technical committee meetings on any coordination and strategic meeting platform as requested by the head of the department.

§  Communicates regularly with the head of the department on the project evolution, the technical problems faced; the potential risks and proposes solutions.

§  Involved in providing relevant communication on the project (pictures, video, success stories etc.) with the collaboration of media and communication unit.

§  Updates and disseminates internal project monitoring tools (monitoring of activities, purchases, expenses, ToR, and mission reports, monthly reports, evaluation reports, etc.) with the collaboration of head of the department, other FO/HO staffs and MEAL unit.

Representation and External coordination, Liaison, and Networking:

§  Upon the delegation, ensure appropriate representation of GOAL Ethiopia WASH & ES NFI department with donors, partners, local authorities, and stakeholders involved in the implementation of the project.

§  Maintains good relationships with other like-minded agencies.

§  Develop working relationships with National, Regional and Zone local authorities where GOAL implements WASH and ES NFI program as appropriate.

§  Ensures regular presence in WASH and ES NFI sector zonal, regional, and national level meeting.

§  Organise regular stakeholders’ meetings/discussion for dissemination of information on the project and discussion of how to strengthen elements of the project through collaboration.

Reporting and MEAL:

§  Prepare and ensure the timely preparation of the donor narrative reports, government report, and internal reports, including monthly progress/ final reports, quarter reports, cluster reports/5Ws, and statistical reports of the project.

§  Prepare any adhoc project reports as required by GOAL, local government, external donors, and other interested bodies.

§  In charge of gathering data, as well as data analysis to report on contractual indicators.

§  Lead initial rapid or detailed assessments in WASH, NFIs and Shelter sector in collaboration with other sectors, field staff, authorities, and affected populations to determine priorities and immediate activities and resources.

§  Facilitate ongoing information sharing with other sectoral departments and GE staff in general.

§  Ensure all authorities and communities are kept well informed of the programme success and challenges as appropriate.

§  Collaborate with the MEAL unit to digitalize the WASH and Shelter NFI program data through CommCare and other GOAL software.

§  Develop and share lessons learnt and success stories (project impacts) to stakeholders and donors in collaboration with media and communications unit in line with GOAL policy and standards.

§  Initiate and participate in the Post Distribution/Intervention Monitoring exercise to evaluate past NFI/ES/WASH response and find out point for improvement for future project development.

§  Improve quality of NFI/ES/WASH intervention by GOAL Ethiopia, particularly in view of its need’s assessment/ verification/ registration report, by further incorporating protection mainstreaming and effective targeting of beneficiaries.

Mainstreaming Issues:

§  Familiarize self, understand, and implement, according to area of responsibility, GOAL’s policies, and procedures on mainstreaming of GBV, Gender, HIV/AIDS, and Child Protection.

§  Ensure that needs and roles of women, men and PLWHAs is fully recognized in the planning and implementation.

§  Ensures gender and HIV/AIDS is effectively mainstreamed throughout the project activities, work plans, budgets, reports, research, analyses and where specifically relevant and analyzed in detail.

§  Act as a role model and provide feedback to encourage other in supporting equity and diversity principals, and the accommodation of other differences in the workplace.

Compliance Issues:

§  Familiarize self and understand to GOAL Donor Compliance issues, specifically to the terms and conditions of the Donor the programme is working on and comply with same in area of responsibility.

§  While conducting trainings, make sure the training report and the signed attendees list is formally addressed to the Grant Unit for a central donor file.

§  Participate in the grant management meetings and cover part of the meeting in the respective area.

§  Ensure program compliance and compatibility with GOAL Ethiopia country strategic plan and GOAL global strategies and GOAL Core values.

§  Ensure compliance of projects implementation with quality, safety, and environment standards as outlined in projects proposals.

These responsibilities may be reviewed as the need requirements change.

·         At least 7-10 Years of experience of working in planning, implementing, and evaluating WASH & Shelter NFI projects with tight deadline, construction, and budget supervision; including at least 2 – 3 years in a supervising a team.

·         Progressive demonstrated knowledge and experience with degree in Water Engineer/Structural/Civil Engineering and Construction Management; Master’s degree in above fields will be an added advantage, and any relevant professional certification is a plus.

·         Experience working in emergency WASH & Shelter NFI programs with an International NGO, preferably in a humanitarian context.

·         Highly self-driven while striving for perfection under minimum supervision.

·         Hands on experience in Project Planning and Management.

·         Experience in grants management.

·         Applied skills on WASH projects management (public health, engineering).

·         Competent in Microsoft Office and AutoCAD of Infrastructures (ACAD, ArchiCAD etc.) and GIS (e.g., Google Earth, QGIS) will be a plus.
