ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referenda, and regulate political parties in Ethiopia. NEBE is working to boost its institutional strength with a special focus on the enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for the Deputy Head – Election Training Department Position who meet the following requirements.

Job Summary

The Deputy Head of Training Department will support the Head of Training in managing, developing, and implementing comprehensive training programs aligned with the organization’s strategic goals. This role involves overseeing the day-to-day operations of the department, ensuring high-quality training delivery, and fostering continuous learning and development across the organization.

Duties and responsibilities

Planning and development

  • Assist in formulating and executing the department’s plans, projects, and election operation training roadmap.
  • Assist in formulating and executing the department’s performance reports.
  • Manage budgets, resources, and training plans efficiently.
  • Ensure compliance with relevant policies, procedures, and regulatory requirements.
  • Perform activities assigned by the training head and represent the head in case of need

Training Needs Assessment

  • Conducting training needs assessments to identify skill gaps and learning requirements.
  • Collaborate with department heads and managers to facilitate the TNA process.

Curriculum Development:

  • Manage the design and development of comprehensive training programs, modules, and materials tailored to address identified learning needs.
  • Ensure training content aligns with the legal frameworks (constitution, proclamation, regulation and directives, operational procedures organizational objectives, industry best practices, and emerging trends

Training Delivery and evaluation:

  • Oversee the design, development, and delivery of training programs, workshops, and seminars for election officials at various levels
  • Monitor and evaluate training outcomes
  • Follow-up and compile report on the performance of the training in collaboration with experts.

Professional Development:

  • Supervise and mentor trainers, facilitators, and expert staff within the department.
  • Provide guidance, support, and professional development opportunities for the training team.

Stakeholder engagement

  • Collaborate with internal departments to assess training needs and customize programs accordingly.
  • Build and maintain relationships with external training providers, consultants, and accreditation bodies.

About You

  • MA or Ph.D in Human Resource Management, Management, Teaching and other relevant fields
  • 9 years and Masters | 7 years and Ph.D. | 4 years in a leadership role
  • Strong understanding of electoral laws, procedures, and best practices.
  • Exceptional training and facilitation skills, with the ability to engage and motivate diverse learners.
  • Proven leadership abilities, including team management and stakeholder engagement.
  • Ethical mindset with a commitment to transparency, fairness, and impartiality.
  • Deep understanding of mission, vision, and core values of NEBE
  • A deep understanding of training and development theories, principles, and best practices.
  • Familiarity with the legal framework, regulations, and guidelines related to elections.
  • Proficiency in managing the entire training cycle (training needs assessments, designing training curricula and materials, coordinating logistics, delivering training sessions, and evaluating training outcomes).
  • Knowledge of training evaluation techniques and the ability to assess the effectiveness of training programs.
