Job Description

GGGI Ethiopia is seeking a Deputy Country Representative that has vision, excellent knowledge of GGGI systems, a demonstrated track record in the delivery of transformational high impact green growth projects and excellent people and communication skills. The dynamic individual will embrace and actively live the GGGI values and have considerable experience in managing large portfolios and teams of people effectively.

The Deputy Country Representative (DCR) will report to the Country Representative (CR) and support in establishing and maintaining the basis for the organization’s presence at the country level through identification of opportunities, securing of program resources, developing compelling programs and ensuring consistency in high quality delivery. Postholder will manage the cross-component technical coordination within the Ethiopia program, ensuring synergies between different technical teams and identifying areas to leverage greater impact between all activities. Responsibilities will also include information sharing between HQ, national level and subnational level activities, excellent staff management and ensuring compliance with GGGI systems and best practice.

S/he will be responsible for overseeing several thematic areas of work within the country program, Agriculture, Forestry, renewable energy, green infrastructure and cross-cutting aspects such as social inclusion, communications and capacity building. S/he monitors and evaluates the performance of team members as well as being a key point of technical advice and escalation for problem solving within the context of output delivery. Furthermore, the postholder will lead program reporting, monitoring and evaluation of country program and a team of staff and consultants working at the national and sub-national level. The DCR will support the CR in terms of country and project level risk management. The DCR should demonstrate excellent communication skills including with funders, government partners, and within GGGI.

Under the guidance of the CR the DCR supports the strategic development of the country program to achieve the organizational vision, goals and objectives. The DCR will lead the operational management of the country program and provides day to day technical/strategic advice internally as well as externally to ensure impactful delivery of relevant outputs under the program. S/he will also take a role in high level representation of GGGI with donors and various stakeholders and thus act as one of the focal representatives of GGGI in the country.

S/he will take a major role in developing the country planning, overseeing development of work plans and budgets, and reviewing and monitoring of the country strategy. S/he will support cross learning and fertilization of knowledge across the country program. S/he will also contribute to the identification of resource mobilization opportunities and support the development of in-country resource mobilization strategies and their execution.

PURPOSE

  • Assess effectiveness of program delivery and recommend improvements to meet long term outcomes;
  • Ensure synergy and alignment of program activities and oversee effective and efficient delivery of program outputs.
  • Coordinate preparation of annual workplan and budgets and assist in budget reviews.
  • Manage several of GGGI’s focal sectors, especially related to renewable energy and infrastructure sector and cross-cutting aspects such as social inclusion, communications and capacity building;
  • Keeps abreast on technical knowledge and expertise in the diverse range of themes of the Ethiopia program
  • Lead program reporting, monitoring and evaluation of GGGI’s Indonesia country program both donor and internal reporting.
  • Support the CR in program level risk management and lead risk management in projects under the DCR oversight.

ENGAGEMENT

  • Develop and foster strong relationships with donors, development partners, key government institutions, relevant academic institutions, non-governmental organizations and/or private sector as key stakeholders of Indonesia’s green growth program.
  • Facilitate effective stakeholder dialogues both internally and externally to support teams on issues relevant to the components/work streams of the program.
  • Maintain close communication with technical divisions in HQ on relevant topics to ensure their participation in program delivery for quality outputs.
  • Be the HQ focal point to the delivery of the bi-annual Work Program and Budget (WPB)

DELIVERY

  • Deliver bi-annual Work Program and Budget, and Monitoring and Reporting processes, including the monitoring of logical framework and workplans;
  • Ensure a strong and systematic impact focused efficient and timely operation of the country program and regular monitoring and evaluation of program results and impacts;
  • Independently organize component(s)/work stream(s) delivery with tight deadlines and manage a team, consisting of staff members and consultants.
  • Oversee program-related outsourcing and procurements and ensure that the workstream activities that you manage result in quality products, strong government and private sector engagements, and well-designed projects
  • Achieve synergies between the various workstreams of the program (Energy, Agriculture, forest and land use, greening special economic zone…) and the shaping of learning and capacity development for the GGGI team and government partners.
  • Clear and timely reporting on program delivery to the Country Representative, Regional office and GGGI HQ

 

REQUIREMENTS

QUALIFICATIONS

  • Master’s Degree in International Development, project Management and/or related subjects in green growth, with a minimum of 9 years’ of experience in managing programs in relevant sector.
  • Recognized leadership, experience holding leadership positions in the past is preferred;
  • Effective and efficient operational and organizational skills coupled with project management and project coordination experience, including team management and quality assurance.
  • Experience in ERP systems and ability to apply ICT tools in project management is an asset;
  • Experience in working in a development country will be an important advantage;
  • Strong oral and written English is essential.

WORKING CONDITIONS

The Deputy Country Representative is an X10 grade level in GGGI’s local salary scale, commencing at USD 87,072 per annum. GGGI provides 13% of base salary towards retirement plan/long-term savings, 27 days of annual leave, flexible work arrangements and contribution towards private health insurance that covers dental and vision. The initial appointment is for 12 months, renewable subject to satisfactory performance and budget availability. GGGI is committed to providing a work environment that is sufficiently flexible to accommodate diverse life-cycle challenges and assist Staff members to achieve a better balance between work commitments and personal and family commitments, including repercussions of post-COVID conditions, thus ensuring high performance, long-term productivity and well-being of Staff members.
