JOB CONTEXT:

Humanity & Inclusion has been implementing development and humanitarian interventions in Ethiopia since 1986. Since April 2018, Somalia/Somaliland is part of the Ethiopia-Somalia program (EthioSom). The HI EthioSom program is currently implementing 20 projects in various sectors of interventions, including Inclusive Humanitarian Action, Mental Health and Psychosocial Support, Protection, Physical and Functional Rehabilitation, Livelihood and Education. The program has long-standing programming in Addis Ababa, Oromea, Somali, Dire Dawa, Gambella and Benishengul-Gumuz. Since 2021, the program has been responding to the current crisis in Northern Ethiopia, with new bases in Tigray and Afar. In Somalia, the program is intervening in Somaliland – with a coordination base in Hargeisa – but also in Mogadishu.

Considering the huge increase of HI operations in Ethiopia and Somalia, HI has to adapt its structure, not only in support services but also in operations to ensure quality implementation of interventions. In this process, HI is building-up its technical unit that includes technical specialists and MEAL team. HI is thus looking for a Deputy Country Director (Quality) to manage this unit and ensure strong coordination at Senior Management Team level – across EthioSom program.

YOUR MISSION:

Under the responsibility of the Country Director you manage a team of 5 persons (1 MEAL Manager, 1 TA IHA and 3 Specialists).

The Deputy Country Director (Quality) contributes to the implementation of HI mandate and 10-year strategy within his/her programme. He/she is the driving force behind the programmatic development of the social missions within his/her scope, and ensures that the quality and impact of the projects implemented in the programme are optimised, in line with the priorities defined in the Technical Strategies. The DCD is responsible for the field specialist teams, MEAL/IM teams and business development.

Defines the program’s funding strategy for new themes or innovations in existing sectors, ensures the development of opportunities for each theme within its perimeter, steers the geographical development of HI sectors, and ensures the conformity of the technical proposal with nexus issues.

Quality standards and expertise / With the MEAL and technical profiles of the Program

Controls and monitors the technical quality and relevance of HI activities within its scope:

Ensure external representation and promotion of HI’s expertise in its field.

Emergency preparedness and response responsibilities

Leads the emergency preparedness actions in his/her department and, in case of emergency, reorganizes the priorities of his/her team according to the humanitarian imperative, in order to ensure a rapid and efficient response from HI.

YOUR PROFILE:

  • You hold a master degree in the intervention sector: international cooperation, development and humanitarian
  • You have a minimum of 5 years’ experience in humanitarian development with experience in project management (multi or complex)
  • You are able to develop team members: developing the ability of employees to work independently.
  • You are experienced in planning, monitoring and coordinating
  • You have a proven experience in strategy intervention
  • You have experience in developing and implementing fundraising strategy
  • Experience in external engagement with donors, partners, and government
  • You have a written and oral institutional communication in English, knowledge of Amharic and/or other local languages is an asset
  • You are resilient to stress and uncertainty

  • 12 months International contract starting As Soon As Possible

The international contract provides social cover adapted to your situation:

    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2869 € gross/month upon experience
  • Perdiem: 650.53 € net/month – paid in the field
  • Paid leaves: 25 days per year;
  • R&R: according to the level of the mission Level 1: 1 day per month
