JOB SUMMARY 

Deputy Area Coordinator directs all programs in the area, ensuring effective implementation, monitoring, reporting, and alignment with senior leadership. The role manages budgets, financial compliance, procurement, logistics, and vendor relations while reducing operational and financial risks. It leads emergency response, enforces security measures, and supports HR functions including recruitment, performance management, conflict resolution, and staff care. The position maintains strong relationships with communities, authorities, UN agencies, INGOs, and local NGOs to ensure coordinated, accepted, and impactful programming while upholding organizational values and fulfilling additional duties as required.

KEY RESPONSIBILITIES

• Coordinate all projects within the assigned area in close collaboration with the Senior Program Manager.
• Oversee all aspects of ongoing programs and ensure effective implementation.
• Work directly with Program Managers to resolve programmatic challenges.
• Adopt and adjust implementation strategies, in consultation with the supervisor, to achieve strong program outcomes.
• Ensure each program delivers measurable impact through consistent monitoring and evaluation.
• Coordinate assessments and gather relevant field information.
• Support the development of new program concepts and proposals, including budgets.
• Produce timely, accurate program reports and review quarterly and final reports for internal and external donors.
• Closely monitor budget follow‑ups to ensure accurate cost allocation and reliable expenditure projections.
• Monitor financial risks, reporting requirements, and program budget performance.
• Approve funding requests, payments, and purchase requests in line with procurement policy.
• Conduct regular and surprise cash counts.
• Review program activity reports to ensure proper expense allocation.
• Work with the Finance Manager/DFM to prepare fund requests and spending forecasts.
• Support the sub‑field finance team in applying financial policies, documentation standards, and expenditure planning.
• Ensure prices paid for commodities align with local market rates.
• Review vendor contracts, maintain supplier relationships, and ensure timely resolution of vendor concerns.
• Assist with preparing and amending contracts as needed.
• Ensure smooth operation of sub‑base procurement and logistics, including timely purchasing, warehouse management, fleet and facility oversight, and asset management.
• Audit procurement systems, pricing, and inventory monthly.
• Ensure program operations remain functional and compliant with organizational standards.
• Lead emergency response activities in coordination with the Addis office and the Emergency Response Manager.
• Serve as the focal point for all emergency operations with ongoing support from Addis.
• Work closely with the Security Manager to regularly update evacuation and contingency plans.
• Conduct routine security meetings with national and international staff.
• Assess operational risks and determine safe areas in coordination with the Senior Leadership Team (SLT).
• Enforce organizational safety and security policies.
• Support the sub‑field HR office in implementing HR policies, procedures, and guidelines.
• Participate in recruitment processes, including interviewing candidates for management roles.
• Conduct performance evaluations for directly supervised staff and ensure timely submission of evaluations by other supervisors.
• Address staff disputes and conflicts professionally.
• Enforce disciplinary measures in consultation with Addis Base HR.
• Assess, manage, and report critical physical, emotional, or spiritual staff concerns to the Ministry Manager.
• Build and maintain positive relationships with community leaders, government officials, UN agencies, INGOs, and local NGOs.
• Ensure Samaritan’s Purse maintains strong community acceptance.
• Attend relevant coordination meetings.
• Collaborate with government and humanitarian actors to prevent overlap and identify programming gaps.
• Maintain a strong Christian witness to colleagues, partners, beneficiaries, and the public.
• Carry out additional tasks and responsibilities with a generous and serving spirit for the benefit of Samaritan’s Purse.

EDUCATION / EXPERIENCE NEEDED·

Masters or Bachelor degree in Project Management, Humanitarian Programming, International Development, or related field of study

• 3 to 4 years of related experience and/or training for Masters holders; or 6 -7 years relevant experience for Bachelor’s Degree holders.
• Previous experience working in similar position in INGO setup particularly in assigned area is preferred
• Program management experience
• Field level management experience.

 LANGUAGE 

• Proficiency in English and Amharic
• Knowledge of the regional language required
• Knowledge of any other national language is a plus

 REASONING ABILITY 

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.
