About Data.FI

Data for Implementation (Data.FI) is a global project funded by the U.S. Government (USG) through the Department of State (DoS), Foreign Assistance (FA). Its mission is to help countries use, strengthen, and sustain access to high quality data to achieve primary healthcare goals and accelerate the control of HIV, tuberculosis (TB), and other public health risks.

The project is a mechanism dedicated to strengthening data, technology, and HIS to support the delivery of life-saving care and treatment services. Data.FI aims to improve global, regional, and national in-depth analysis of epidemiologic and programmatic data to further enhance implementation of the USG foreign policy priorities. Data.FI’s focus also includes direct support to host-country governments to enhance existing HIS, thereby informing management responses to well defined gaps in public health programming and sustaining impact by supporting the transition of activities to local partners.

Position Summary:

The Data Quality Specialist will lead and support the implementation of data quality assurance, validation, and improvement activities across health information systems at national and sub‑national levels. Working closely with Regional Implementation Managers, Regional HIS Advisors, and government counterparts, the role will strengthen the accuracy, completeness, timeliness, and consistency of routine health data. The Data Quality Specialist will provide hands‑on technical assistance, mentoring, and follow‑up support to institutionalize data quality processes and ensure sustained improvements in data use for decision‑making.

Primary Duties and Responsibilities:

  • Lead implementation of routine data quality assurance (DQA) activities, including data quality reviews, validation checks, and consistency assessments across HIS and digital health systems.
  • Support the design, rollout, and use of standardized data quality tools, checklists, and dashboards in alignment with national guidelines.
  • Monitor implementation of corrective action plans arising from data quality reviews and support timely resolution of identified gaps.
  • Strengthen capacity of health staff to apply data quality standards within systems such as DHIS2, and other platforms.
  • Support integration of data quality practices into routine reporting, supervision, and review cycles.
  • Work closely with Regional Implementation Managers and Regional HIS Advisors to ensure consistent application of data quality approaches across regions.
  • Coordinate with national HIS and digital health teams to align data quality activities with national strategies, standards, and governance frameworks.
  • Track data quality performance trends and document recurring issues, best practices, and lessons learned.
  • Contribute to routine reporting, learning, and adaptive management processes to inform continuous improvement of HIS and digital health implementation.

Required Qualifications:

  • Bachelor’s or master’s degree in public health, Health Informatics, Statistics, Information Systems, or a related field.
  • At least 7 years of progressive experience in health data management, data quality assurance, or HIS implementation, with demonstrated sub‑national experience.
  • Strong understanding of routine health data systems, data quality frameworks, and data use ecosystems.
  • Demonstrated experience conducting data quality reviews and supporting corrective action planning and follow‑through.
  • Proven ability to provide hands‑on technical assistance and mentoring to decentralized health teams.
  • Strong analytical, communication, and stakeholder engagement skills, particularly in government‑facing environments.
  • Experience working in decentralized health systems and supporting institutionalization of data quality processes is strongly preferred.
  • Must be a national of Ethiopia.
