Data for Implementation (Data.FI) is a global project funded by the U.S. Government (USG) through the Department of State (DoS), Foreign Assistance (FA). Its mission is to help countries use, strengthen, and sustain access to high quality data to achieve primary healthcare goals and accelerate the control of HIV, tuberculosis (TB), and other public health risks.

The project is a mechanism dedicated to strengthening data, technology, and HIS to support the delivery of life-saving care and treatment services. Data.FI aims to improve global, regional, and national in-depth analysis of epidemiologic and programmatic data to further enhance implementation of the USG foreign policy priorities. Data.FI’s focus also includes direct support to host-country governments to enhance existing HIS, thereby informing management responses to well defined gaps in public health programming and sustaining impact by supporting the transition of activities to local partners.

Position Summary

The Data Engineer – Health Analytics and Visualization is responsible for designing, developing, and maintaining data systems that enable advanced analytics, reporting, and visualization of health data. The role focuses on transforming complex and fragmented health datasets into structured, high-quality, and analysis-ready data to support evidence-based decision-making. The position supports the Ministry of Health (MOH) and program teams by delivering robust dashboards, responding to data requests, and strengthening data use across national and sub-national levels. The role works closely with Digital Health, Data Use and, and Monitoring and Evaluation (M&E) teams to ensure data products are aligned with program and policy priorities.


Primary Duties and Responsibilities: 

  • Design, develop, and maintain automated ETL/ELT pipelines integrating data from DHIS2, EMRs, LMIS/Dagu, surveys, and other health information systems, using APIs and interoperability mechanisms.
  • Develop and optimize analytics‑ready data models, datasets, indicators, and transformations aligned with national standards and reporting requirements.
  • Build and maintain interactive dashboards and reports (Power BI, Tableau, or similar), translating complex data into clear, actionable insights.
  • Collaborate with MOH units and program teams to define KPIs, reporting, and visualization requirements, and respond to routine and ad hoc data requests.
  • Support interpretation and use of data for planning, monitoring, and performance improvement at national and regional levels.
  • Implement data validation, quality assurance, metadata management, and documentation to ensure data accuracy and consistency.
  • Ensure compliance with data governance policies, national standards, donor requirements, and data security and confidentiality principles.
  • Work closely with Digital Health, HIS, IT, and M&E teams to align data systems, workflows, and analytics outputs.
  • Provide technical support, training, and capacity strengthening to MOH units and regional health bureaus
  • Monitor, troubleshoot, and optimize the performance, sustainability, and version control of data pipelines, datasets, and dashboards.

Required Qualifications:

  • Bachelor’s or Master’s degree in Computer Science, Data Science, Information Systems, or a related field.
  • Minimum of 8–10 years of relevant experience in data engineering, digital health, or health information systems.
  • Demonstrated experience working with national or large-scale health data systems.
  • Experience supporting government institutions, particularly MOH and RHBS.
  • Experience working in donor-funded programs is preferred.

Desirable Skills and Attributes

  • Strong proficiency in Python and SQL.
  • Experience with ETL/ELT processes and data pipeline development.
  • Experience with APIs (RESTful services, JSON).
  • Proficiency in Power BI, Tableau, or similar visualization tools.
  • Experience with data warehousing and large-scale data systems.
  • Familiarity with cloud platforms (Azure, AWS, or GCP).
  • Mandatory experience with health information systems (e.g., DHIS2, HMIS, EMR, LMIS)
