ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for CVE Training Expert position who meet the following requirements to apply.

Purpose of the Role

Reporting to Head of CVE Department, the CVE Training Expert will be responsible to promote civic awareness and voter education among the public. The expert responsible for designing and implementing training programs that educate and empower individuals about their rights, responsibilities, and the democratic processes involved in elections by developing educational materials and resources, conducting training sessions and workshops, and collaborating with government agencies, NGOs, and other stakeholders to ensure the effective implementation of civic and voter education programs.

Major Responsibilities

  • Ensures the quality of CVE training modules and related materials and plans and support the rolling out of training to the regions;
  • Supports the department in preparation of departmental plan, monitoring and evaluating implementation and preparing report for concerned bodies;
  • Using the approved standard, evaluates the teaching materials developed by the CSOs
  • Supports the translation of various documents relevant for the voter education program;
  • Develop, support and coordinate a skills and training needs assessment for regional offices.
  • Involve in design, development and implementation of all training programs on electoral matters for NEBE staff and other key electoral stakeholders;
  • Assist with the revision of existing, and development of new, CVE training materials for in-house courses, including handbooks, handouts and other supportive documents;
  • Support in devising cascade training program or/and other training programmes developed at regional level;
  • Advise and involve in monitoring of CVE training programs at regional level;
  • Provide support in customizing Civic and Voter Education activities in the regions;
  • Support regional offices in their effort to improve civic/voter education strategies, its contents and methodologies
  • Develop approaches that would allow for more effective delivery of civic and voter education in region including socially excluded and marginalized groups;
  • Review efforts and provide recommendations to regional and district offices in mainstreaming illiterates, women, youth, marginalized communities in the electoral process;
  • Develop implementation plan for disseminating the outreach CVE  materials;
  • Support NEBE to develop targeted civic and voter education strategies to communicate civic and voter education messages to women, as well as to marginalized groups that may have special information needs;
  • Support NEBE to develop a strategy to maximize cooperation with stakeholders and partners (including through training efforts) and the delivery of civic and voter education campaigns;
  • Provide advice and support to develop civic and voter education materials that meet the information needs of different target groups;
  • Coordinates or participates in activities related to CVE including mock elections, contests, curriculum, school and college activities, teacher training workshops, and related engagements.

Job Requirements

REQUIRED QUALIFICATIONS:

Requirements on academic qualification:

  • BA/MA Degree in Adult Education, Civics Education, Political Science and International Relations, Law, Public Administration, Pedagogical Studies, Communications and Journalism and related fields

Requirements on Professional Experiences:

  • A minimum of 7/5 years of work experience out of which least 3 years of experience in training, voter/civic education, outreach campaigns or in election related field;
  • Experience in the development and delivery of public education and information programs in an election context, or relevant equivalent experience working with civil society organizations and implementing projects;

SKILLS AND COMPETENCIES

  • Ability to remain highly organized while handling multiple tasks under tight deadlines;
  • Willingness to adhere to all principles of confidentiality;
  • Values operating in a collaborative and cooperative environment;
  • Ability to show initiative, good judgment, and resourcefulness;
  • Conduct self with integrity and conduct work ethically;

  • Able to work under pressure and have willingness to put extra hours to meet deadline;
  • Have good computer skill;
  • Have good problem-solving skill;
  • Fluency in English and Amharic required (written and spoken);
  • Other local languages would be a plus.
  • Not be a member of any political party
