CRFLR Project Operation Expert Individual Consultant

To achieve the project objectives, GGGI is looking for an Operations Expert who will be responsible for the successful execution of the “Climate Resilient Forest and Landscape Restoration (CRFLR)” project by carrying out operational tasks such as finance, administration, human resources, procurement, and coordination. This position involves working closely with the Project Manager, project team, GGGI’s Addis Ababa and Regional Offices, GGGI Headquarters, and external partners to ensure the project is delivered efficiently, on schedule, and to a high standard.

• Lead and coordinate day-to-day project operations, ensuring alignment with work plans and timelines.
• Support project planning and implementation to ensure operational readiness.
• Facilitate collaboration across technical, field, finance, procurement, logistics, and HR teams.
• Oversee administrative and logistical arrangements for travel, events, workshops, and field missions.
• Review and approve ToRs, requisitions, and payments in accordance with procedures.
• Ensure compliance with GGGI, KOICA, and host country policies and regulations.
• Support budget management, monitor expenditures, and track deliverables and milestones.
• Support procurement, recruitment and contract management processes.
• Identify and mitigate operational risks, delays, and bottlenecks.
• Monitor and improve workflows and processes for greater efficiency.
• Mentor team members on operational procedures and best practices.
• Develop and maintain operational systems and tools to support effective implementation.

2. Contract/Agreement Management

• Draft, review, and negotiate contracts and other supporting documents with vendors, consultants, and partners, ensuring alignment with project goals and donor requirements, working with legal and procurement teams.
• Ensure contracts comply with organizational and donor policies, updating practices as needed.
• Track contract deliverables and timelines, coordinate execution and renewals, and maintain centralized documentation.
• Identify and mitigate risks related to contract terms and performance, monitoring for delays, disputes, or non-compliance.
• Provide training and support to staff and partners on contract management and application.
• Maintain accurate contract records and contribute to internal and donor reporting on contract status and challenges.

3. Budget and Resource Management Support

• Support budget planning and execution in line with project goals and donor requirements.
• Track and analyze budget performance, flag variances, and recommend adjustments.
• Ensure efficient allocation and use of resources to support project delivery.
• Coordinate with FCS teams to ensure compliance with internal and donor financial/HR/procurement policies.
• Prepare budget reports and forecasts for management and donor reporting.
• Promote cost efficiency and value for money without compromising operational quality.
• Align procurement planning with budgets to ensure timely acquisition of goods and services.
• Build capacity of field teams on budget controls and financial procedures.

4. Project Management Support

• Adapt and manage the project cycle to ensure timely delivery of outputs.
• Track progress against work plans and update implementation schedules.
• Apply principles of safeguards, poverty reduction, and social inclusion.

 Perform other duties and responsibilities as assigned by the supervisor to support project goals.
