Organizational Context

The Jesuit Refugee Service (JRS) is a global apostolate of the Society of Jesus, established in November 1980 by Fr. Pedro Arrupe SJ and currently present in 57 countries. It is an international non-governmental organization with a mission to accompany, serve and advocate for the rights of refugees and forcibly displaced people. JRS has been operating in Ethiopia since 1982. Presently, JRS Ethiopia is managing projects in Addis Ababa and Melkadida refugee operation. Its program priorities include protection (child and youth protection), MHPSS, Non-Formal and Adult Education, Economic Inclusion and Livelihoods, Peacebuilding and Reconciliation, and Advocacy.

Role purpose

The Country HR and Administration Manager manages the HR function and ensures the effective implementation of key administration and logistics processes for JRS Ethiopia, providing operational support to the Country Office and project activities in line with JRS policies, local labour legislation and organisational standards.

The Country HR and Administration Manager works under the direction and supervision of the Country Director and collaborates closely with programme, finance and project staff to ensure effective operational support to country and project activities.

Key responsibilities

The following list is not intended to be exhaustive but outlines the main responsibilities of the Country Human Resources and Administration Manager:

Human Resources Management

  • Ensure the development, update and implementation of HR policies, procedures and guidelines in line with JRS Global policies and national labor legislation.
  • Advise the Country Director, Management Team and managers on HR policies, procedures, employee relations and people management matters, ensuring their consistent and fair application.
  • In close coordination with the Country Director and the Management Team, support workforce planning by identifying staffing needs, capacity gaps and HR priorities.
  • Manage recruitment processes, including job descriptions, vacancy announcements, screening, written tests, interviews, reference checks and recruitment documentation.
  • Manage hiring, contract amendments and contract termination processes, ensuring compliance with local labor laws and JRS procedures.
  • In close collaboration with the Country Director, support the review and indexation of national staff salary grids, ensuring internal equity, cost-of-living adjustments and compliance with employment conditions, while ensuring that all related salary adjustments are appropriately budgeted and incorporated into HR planning and workforce budgets.
  • Ensure that all payroll-related data for employees is accurately recorded and processed for the monthly salary calculation, ensuring timely and accurate salary payments. Prepare and maintain monthly income tax and social security statements in compliance with national labor requirements.
  • Manage staff medical insurance, ensuring adequate coverage, timely enrolment and effective follow-up of insurance cases.
  • Coordinate onboarding and orientation processes for new staff, ensuring understanding of JRS policies, procedures, values, safeguarding standards and role expectations.
  • Maintain accurate and up-to-date HR records for all staff, including contracts, personnel files, leave records and performance documentation.
  • Coordinate and monitor the performance management cycle, ensuring that staff appraisals, objectives and professional development plans are completed in a timely and consistent manner.
  • Provide guidance and support to the Country Director and Management Team on employee relations matters, including performance issues, grievances, disciplinary actions and conflict resolution, and support related investigations when required, in line with JRS policies and national labor legislation.
  • Conduct training and capacity gap assessments and coordinate learning and development opportunities for staff.
  • Support project offices through regular field visits, providing HR guidance and recommendations to the Country Director on issues requiring action.
  • Develop, maintain and analyze HR metrics, workforce data and reports to support management decision-making, workforce planning and organizational effectiveness, ensuring the timely preparation and communication of accurate HR information and staff-related updates to relevant stakeholders.
  • Manage staff engagement, wellbeing and retention initiatives, including staff retreats, team development activities and staff meetings, with the aim of strengthening employee experience, motivation and organizational culture.

Administration and Logistics Management

  • Ensure that logistics and administrative systems, filing systems and archives are implemented in accordance with JRS Ethiopia standards, JRS global procedures and donor requirements.
  • Ensure that vehicle insurance and other relevant organizational insurance coverage are adequate and current.
  • Manage procurement processes based on authorized requisitions, procurement plans and approved procedures, ensuring transparency, accountability, value for money, audit readiness and compliance with JRS procurement standards.
  • Maintain updated supplier and vendor databases, supplier records and contract files, and establish effective working relationships with suppliers and service providers.
  • Conduct price comparisons and market assessments to ensure cost-effective purchasing and service delivery.
  • Ensure transparent, fair and compliant procurement and supplier management processes in accordance with JRS policies and procedures.
  • Maintain accurate and complete procurement and administrative records, including requisitions, purchase orders, bid documents, competitive bid analyses, supplier agreements, waybills, stock movements and supporting documentation for payment processing and audit trails.

 

Travel

  • The position may require travel to JRS project locations.

Qualifications and competencies

  • Bachelor’s degree in human resources management, Business Administration, Procurement and Supply Chain Management, Social Sciences, Logistics or other related field, with a minimum of seven (7) years of relevant professional experience in HR management, administration, procurement and logistics in international and/or national NGOs.
  • Demonstrated experience in managing core HR processes, including recruitment, contracting, payroll inputs, performance management, employee relations and workforce planning.
  • Experience in procurement, supplier management, asset and fleet management, contract administration, administrative systems and audit documentation.
  • Good understanding of Ethiopian labour law, HR compliance, and statutory requirements, with the ability to ensure adherence to JRS policies, procedures, and applicable legal frameworks.
  • Previous field-based experience with an international, intergovernmental or non-governmental organization is required; experience in a humanitarian or refugee-response context is an asset.
  • Strong analytical, planning and problem-solving skills, with the ability to use HR and operational data to support management decision-making.
  • Strong interpersonal, communication and relationship-management skills, with the ability to build and maintain effective working relationships with staff, managers and stakeholders from diverse cultural and national backgrounds at all organisational levels.
  • Demonstrated integrity and a high level of discretion in handling confidential and sensitive information.
  • Good organisational skills, with the ability to manage multiple priorities, meet deadlines and deliver accurate, high-quality work with attention to detail.
  • Demonstrated ability to work proactively and independently, as well as collaboratively within a team environment.
  • Commitment to knowledge sharing and contributing to a culture of continuous learning and collaboration across the organisation.
  • Familiarity with safeguarding standards, codes of conduct and ethical compliance requirements in NGO settings is desirable.
  • Proficiency in Microsoft Office applications; experience with Microsoft 365 tools is highly desirable.
  • Proficiency in both written and spoken English is required; professional working proficiency in Amharic and/or other relevant local languages is an asset.
