Country Director at Wide Horizon for Children, Ethiopia (Deadline: Nov 30, 2022)

Job Description

The Country Director is responsible for the overall leadership and direction of WHFC’s Orphan Care, Family Strengthening and Post-Adoption programs in Ethiopia.  The Director will take a leading role in developing, overseeing and monitoring our programs, ensuring that they are in line with WHFC’s overall mission, ethics and fiscal plan.  The Director is responsible for developing new initiatives and partnerships and maintaining or phasing out existing partnerships.  The Director is responsible for overall financial and human resources management of the program and staff. The Director represents WHFC with federal and local government, U.S. Embassy, and other child welfare organizations in Ethiopia, advocating for the best interests of the child.

Specific Responsibilities:  Ensure the excellence of all WHFC programming and achievement of program goals/outcomes by performing the following duties:

Leadership and Representation 

  • Responsible for staff development and maintaining a positive organizational morale and culture
  • Key point of communication with Waltham office, keeping main office apprised of any significant plan change or risk
  • Demonstrate a deep understanding of all aspects of projects and programs in order to ensure quality and outcomes
  • Proactively identify new opportunities, potential partnerships and funding source
  • Represent WHFC in Ethiopia and be responsible for promoting ethical practice and advocating for the best interest of children.
  • Maintain solid partnerships with all stakeholders

Program Development and Management

  • Responsible for all WHFC programs and projects in Ethiopia, ensuring the following outcomes:
  • Oversee standards of program design, implementation, monitoring and reporting, to the effectiveness of WHFC programs, consistent with WHFC protocols, mission and ethics.
  • Ensure that all programmatic goals are monitored and outcomes are achieved.
  • Provide accurate and timely reporting that is prepared in accordance with WHFC protocols.
  • Provide strategies to improve the overall quality and reporting for all programs including improved data collection, program and family assessments, measurement and reporting.
  • Ensure high quality client service to all post-adopt families, donors, doctors and all visitors.
  • Appraise new projects and assess feasibility.  Make recommendations to WHFC-Waltham, ensuring proposals are strategically aligned with WHFC’s mission.
  • Develop an awareness of the work of other NGOs and identify opportunities for collaboration/partnership.
  • Identify in-country funding sources and pursue revenues options, including foundation grants

Financial Management in close collaboration with WHFC’s CEO, Finance Manager and Board of Directors: 

  • Responsible for financial oversight of all operations in Ethiopia, by ensuring the following actions:
  • Demonstrate a complete understanding of budget management.
  • Plan and prepare annual budget in conjunction with WHFC – Waltham.
  • Take responsibility for managing to a balanced budget in accordance with program goals.
  • Review financial reports against budget monthly.  Communicate any potential risks or variances to the budget immediately to WHFC – Waltham.
  • Oversee annual and project-specific audit processes.

Communication

  • Ensure accurate, complete and timely flow of information within the offices in Ethiopia, between WHFC-Addis and WHFC-Waltham, and externally with all stakeholders.
  • Communicate with diplomacy, tact and respect internally and externally.
  • Generate impact material to aid in fundraising including video, pictures, written stories

Decision Making and Problem Solving

  • Display excellent judgment in assessing and communicating  organizational/program risks
  • Seek appropriate advice and guidance from WHFC-Waltham in problematic situations or when making decisions that may significantly impact the agency’s goals, reputation or budget
  • Ensure the timely resolution of problems, making decisions that serve the best interest of the agency. 

Human Resources Management

  • Recruit, develop and coach staff to increase staff capacity and improve overall program outcomes, while maintaining the standards and ethics of WHFC.
  • Provide supervision to Regional Coordinators and other staff as appropriate.
  • Designate project tasks to field staff as needed
  • Coordinate regular reviews, identifying ways that staff can develop and improve.
  • Provide both positive and negative feedback to staff on a regular basis in an open, honest, direct and respectful way.
  • Ensure overall organizational compliance with national labor laws

Location: ADDIS ABABA, ETHIOPIA with travel as needed

Reports to: Director of Programs, WHFC-Waltham

Job Requirements

Qualification

  • Minimum Master’s degree and/or Relevant Work Experience
  • 5 – 7 years of experience in a senior/executive level of an organization;
  • 5+ years of experience working as part of a US/Canadian/European non-profit organization
  • 5+ years of experience managing a staff of 10+ people
  • 1-2 years of experience in generating revenue opportunities preferred
  • 8 – 10 years of experience in program and project management, preferably as the representative of an organization
  • Ability to be both strategic and hands-on/operational
  • Demonstrable record of building and managing effective partnerships and strategic alliances.
  • Strong people and financial management skills

Key Skills /Knowledge/Competencies

  • Eager and able to embrace commitment to WHFC’s mission, core values and ethical beliefs.
  • Ability to set strategy in alignment with the greater WHFC strategy & goals
  • Experience in child welfare preferable
  • Excellent interpersonal & negotiation skills, including ability to effectively lead and build a team, communicate a vision, make timely and transparent decisions, solve problems and manage conflict
  • Fluency in English and Amharic required.  Excellent communications skills, both oral and written.
  • Computer Literate and Proficient in Microsoft Office including Microsoft Word, and Outlook
  • Willingness and ability to travel nationally and internationally.
