PSI Ethiopia is embarking on a new innovative project in Ethiopia called Delivering Innovations in Self-Care.

This project will support the FMOH to introduce DMPA-SC for self-injection as a part of the method mix in Ethiopia. PSI Ethiopia’s support to the MOH for the simultaneous introduction and rollout of DMPA-SC PA and SI will build on the lessons learned, best practices, and materials already developed through PSI’s global flagship program, DISC, Discovering Innovations in Self-Care. At the user level, a communications ecosystem will be created to support women across their self-injection journey. At the community level, word of mouth and support structures will be created through experienced users and communities. At the provider level, a focus on mindset shifts will improve the support providers give women for self-care.

We are looking for an innovative Quality Assurance and Training Coordinator with expertise in Social Behavioral Change (SBC) interventions to support PSI Ethiopia’s Delivering Innovations in Self-Care project. The successful candidate will assist the Program Manager-DISC Ethiopia in coordinating all activities related to supporting the Ethiopian Ministry of Health in the introduction of DMPA-SC Self-Injection, SBC, and quality of care and training. The ideal candidate will possess strong communication, partnership, and facilitation skills, along with an in-depth understanding of the Ministry of Health’s operations.

Under the supervision of the Quality Assurance and Training Lead, the Coordinator will be primarily responsible for rolling out training for DMPA-SC SI, overseeing quality of care, and providing supportive supervision as well as managing SBC activities. The role also includes providing technical support to the Ministry of Health and local implementing partners.

Main Duties and Responsibilities:

The Quality Assurance and Training Coordinator will oversee the implementation of quality assurance protocols and coordinate training activities for the DISC project in Ethiopia. This role requires expertise in social behavior change to effectively promote self-care interventions such as self-injection of DMPA-SC contraceptives. The coordinator will work closely with project teams, local implementing partner, health providers, government agencies, and communities to ensure high-quality, culturally sensitive, and effective SBC strategies are integrated into project activities. The Quality Assurance Training Coordinator will directly report to the Quality Assurance and Training Lead with a dotted line to the Program Manager-DISC.

Key Responsibilities include:

Quality Assurance and Training Coordination:

  • Lead the overall coordination of DISC program quality assurance and training activities to ensure efficient delivery of DMPA-SC self-injection and family planning quality services.
  • Implement quality of care and training activities for PSI/E’s DISC program in collaboration with the Local Implementing Partner (LIP), Regional Health Bureau, and district health offices.
  • Cascade QA/QI tools, SOPs, quality standards, and tracking systems at regional and district levels, working closely with the Quality and Training Lead.
  • Design and deliver empathy-based provider training that helps providers support clients in overcoming anxiety/fear related to self-injection.
  • Regularly monitor and conduct competency assessments for service providers to ensure the best quality of FP/SRH clinical care, with support from the Quality and Training Lead.
  • Ensure equitable, informed choice and quality service delivery on clients access to modern contraception.

Support to Regional and District Health Offices:

  • Assist regional and district health offices in establishing systems to ensure client-provider safety at service delivery points.
  • Host and support QoC evaluation and audit activities jointly with healthcare providers at regional and district levels.
  • Ensure equitable, informed choice and quality service delivery for clients accessing modern contraception, in compliance with MOH regulations and national guidelines.
  • Provide technical support to RHBs and other regional stakeholders, including active participation in Technical Working Groups (TWGs).

Social Behavior Change Integration:

  • Lead the design and implementation of SBC strategies to address programmatic needs and promote behavioral change, working with Program Team Leads.
  • Integrate client-led counseling approaches into training to address gaps in the quality of contraceptive counseling.
  • Develop the DISC project SBC strategic direction, ensuring alignment with program goals.
  • Partner with the Evidence and Learning team to establish SBC performance metrics, data-to-action frameworks, and a learning agenda.
  • Advocate for consumer-centered and provider-supportive SBC strategies and disseminate knowledge across programs.

Monitoring, Evaluation, and Reporting:

  • Develop and implement monitoring and evaluation plans to assess the impact of quality assurance, training, and SBC activities.
  • Ensure timely reporting of adverse events (AEs) occurring at operating sites, following national and PSI/E guidelines.
  • Support the MOH in monitoring the scale-up of DMPA-SC SI by updating HMIS reporting forms and implementing standardized reporting procedures.
  • Design functional dashboards with the RHB to identify gaps in DMPA-SC SI reporting and advocate for improved forecasting and supply management.
  • Conduct site level supportive supervision, coaching and mentorship.

Stakeholder Engagement and Partnership:

  • Build strong relationships with RHBs, government agencies, and non-governmental organizations to promote quality of care and partnerships at the regional level.
  • Collaborate with stakeholders to ensure the integration of DISC project quality standards into existing health systems and resolve issues related to service delivery promptly.

Standardization and Documentation:

  • Support the standardization of clinical service delivery approaches, including the development of national-level manuals, guides, and site visit program checklists.
  • Document and maintain a database of trainees, ensuring data is regularly analyzed to optimize training costs and improve efficiency.
  • Provide timely and accurate documentation of activities, results, and lessons learned, contributing to project knowledge management and reporting.

About You

Your background 

Qualification and Experience:

  • .Bachelor’s degree in public health, midwife, Nurse, Behavioral Sciences, or a related field; Master’s degree preferred.
  • At least four (4) years with a master’s or six (6) years of experience with a first degree in relevant disciplines.
  • Proven experience in designing and implementing SBC interventions, particularly in reproductive health or self-care initiatives.
  • Strong understanding of the Ethiopian healthcare system, including policies and regulations related to self-care and family planning.
  • Excellent training and facilitation skills, with the ability to convey complex information to diverse audiences.
  • Demonstrated ability to work collaboratively with a range of stakeholders, including government officials, healthcare providers, and community members.
  • Strong analytical and problem-solving skills, with experience in monitoring and evaluation.
  • Excellent written and verbal communication skills in English; proficiency in local languages is an asset.
  • Ability to travel within Ethiopia as required.
