Program Background:
The Clinton Health Access Initiative, Inc. (CHAI) associated with former President William J. Clinton’s Foundation is currently operating in Ethiopia carrying out a wide range of programs to support the Ministry of Health of Ethiopia in improving the health status of the country by ensuring access and quality of health services. CHAI is a global health organization committed to saving lives and reducing the burden of disease in low-and middle-income countries, while strengthening the capabilities of governments and the private sector in those countries to create and sustain high-quality health systems that can succeed without assistance.
We are committed to increasing our effectiveness through an innovative programming approach that optimizes quality, impact, and scale since 2005 in Ethiopia. CHAI Ethiopia is currently working in the following programs: Non-Communicable Diseases (NCDs), Maternal and Newborn Health (MNH), HIV Access, Lab Services, Vaccines, Child Survival/Essential Medicine program, and Health Financing.
With government partners, CHAI Ethiopia has been implementing Essential Medicine/ Child Survival program since 2015 to address key drivers of child mortality with a focus on improving access to live saving commodities through addressing supply chain barriers, oxygen road map and its scale up, and quantification of child health and related products. The program positioned to address the challenges based on priority services delivery areas of Child health through optimization of broader procurement supply chain management in collaboration with the Government of Ethiopia. CHAI has also conducted a diagnostic assessment on Pharmaceuticals, Pharmacy Service and Medical Equipment management system Leadership, Management and Governance in Ethiopia focusing on MOH’s Pharmaceutical Medical Equipment Directorate (PMED) which contributed for the re-designing of PMED that will contribute to sustainable availability of life saving commodities in the country.
Ensuring access to and proper use of pharmaceuticals (medicine, vaccines, biologicals, medical and diagnostic devices, and supplies) of proven safety, efficacy/ performance and quality and affordable price are indispensable for rendering quality health services. This requires availability and effective implementation of National Pharmaceutical Policy and Regulations. Ethiopia has national Drug Policy of the transitional government of Ethiopia (1993) as standalone and as part of the National Health Policy.
There are various national policy frameworks and strategies that envisage the Ethiopia 2030 Pathway to the Ten Years Perspective Development Plan (2021-2030). WHO recommends that all countries formulate and implement a comprehensive national drug policy (NDP) with subsequent regular revision plan.
The purpose of this consultancy is to revise national medicine and medical device policy and develop road map for the pharmaceutical and medical device sector.
JOB SUMMARY: Under the direct supervision and guidance of the Senior /Program Manager of CHAI, EM/CSP, and with the support from PMED, PMED’s Policy Revision and Roadmap Development taskforce and the National Pharmaceutical and Medical Device (NPMD) advisory board, the consultant will support the revision of the national medicine and medical device policy and the development of roadmap for the sector. This work would require engaging different stakeholders including, but not limited to, relevant Ministries, Ethiopian Pharmaceuticals Supply Service (EPSS), Ethiopia Food and Drug Authority (EFDA), Customs Commission, Regional Health Bureaus, Ethiopian Health Insurance Agency, Armauer Hansen Research Institute (AHRI), Ethiopian Pharmaceuticals Manufacturing Association, Universities, health facilities, institutions in the private sector, and key Implementing Partners and donors in the sector.
DUTIES AND RESPONSIBILITIES OF THE CONSULTANT
The consultant will have the following duties and responsibilities.
· Draft assessment tools, conducts desk reviews to document best international and local experiences related to medicine and medical device policy and roadmap and develops and submits an inception report with details on study design, data collection tools, work plan, required budget, etc. to the taskforce and PMED
· Organize meetings with PMED and the Taskforce to understand the sector and get inputs for the assessment tool development or qualification
· Once the inception report is approved, provide training to data collectors, leads and conducts data collection (Key Informant Interview, Observation, FGD, survey, etc.) for stakeholders’ assessment as per the approved proposal and timeline.
· Conducts data cleaning and analysis, including SWOT analysis, trend analysis, stakeholder analysis based on the seven building blocks of WHO health system strengthening concepts, using appropriate qualitative and quantitative research tools
· Summarizes and presents the preliminary findings of the situational assessment to the taskforce, NPMD advisory board, PMED and CHAI.
· Incorporates comments from the meetings and finalizes the write up of the already started national medicine and medical device policy and executes the full write-up of the roadmap
· Collect feedback through the MOH and other relevant official websites, consultative workshops with relevant stakeholders and partners in discussion with Taskforce, PMD advisory board and PMED and incorporate comments as deemed necessary
· Submits the final draft documents of both National Medicines and medical device Policy and roadmap to the Taskforce, NPMD advisory board, PMED and CHAI; and incorporate feedbacks as deemed necessary
· Develop and submit the final revised Policy and developed Roadmap in a word and PDF formats and PowerPoint presentation to PMED.
· Document the Policy revision and Roadmap process development report
· Provide regular, written progress status reports to the CHAI program manager and PMED

contract: expected starting date on Dec 15th, 2022, and for a maximum of 6th months in which the payment is effective based on deliverables
Job Requirements
ESSENTIAL EXPERIENCES, SKILLS, AND KNOWLEDGE
· Minimum of master’s degree, Preferably PhD in Pharmacy, Biomedical Engineering, Public health, Strategy/policy development, health economics, other health related fields.
· A minimum of 10-years’ of demonstrated work experience in leading operational research, strategic assessments and development of policies and strategies.
· Proven experience as a health consultant and in project management preferably on road map development, policy brief and related national documents
· Sound exposure or experience in pharmaceutical and/or medical device services and supply chain management system
· Thorough knowledge of field of expertise, data analysis and research techniques
· Advanced knowledge of Qualitative data management software and IT systems
· Strong familiarity with Ethiopian Health System
· Ability to develop detailed proposals and plans
· Excellent interpersonal communication and working with diverse team
· Excellent oral and written communication, presentation skills particularly in English
· Fluency (oral and written) in one or more Ethiopian language preferred
· Willing to travel across the country and work long hours and during weekends and holidays
· Self-motivated and who can work independently
