Duties and Responsibilities

Consultant to Conduct a Study on the implementation of Women, Peace and Security (WPS) in selected African countries

Background: The United Nations Office to the African Union (UNOAU seeks to recruit a consultant to conduct a study titled ‘ Research on the Implementation of UNSCR 1325: Women, Peace and Security in Sudan, South Sudan and the Democratic Republic of Congo (DRC).’ The UN Office to the African Union (UNOAU) supports the work of the Office of the Special Envoy of African Union Chairperson on Women, Peace and Security (OSE-WPS). As part of the continental commemoration of UNSCR 1325, OSE-WPS is conducting a series of regional studies to explore the current status of Women, Peace and Security, evaluate progress made, identify challenges, highlight success stories, and document lessons learned over the past 25 years. The findings will inform future action and policy direction on WPS beyond 2025. Further

Objective of the Assignment: To assess the current status of Women, Peace and Security in Sudan, South Sudan and the DRC in line with the AU Continental Results Framework (CRF) To evaluate progress and changes over the past 25 years since the adoption of UNSCR 1325, including achievements, gaps, and transformative shifts in policy, institutions, and practice To assess the effectiveness of National Action Plans (NAPs) and other WPS frameworks in driving implementation and delivering measurable outcomes across participation, protection, prevention, and recovery. To analyse emerging security challenges and document women’s contributions to peace, while generating actionable recommendations to strengthen accountability, inform decision-making, and accelerate WPS implementation.

3. Scope of Work:

Under the supervision of the UNOAU WPS teams, the consultant will undertake the following tasks:

A. Data collection Systematic collection of data from official government sources and institutions., guided by a structured matrix aligned with the African Union Continental Results Framework. Particular emphasis will be placed on capturing data across the four pillars of UNSCR 1325 implementation—participation, protection, prevention, and relief and recovery—as well as relevant socio-economic indicators that reflect the broader status and empowerment of women. Civil society and community-level data collection through surveys and qualitative approaches, including focus group discussions (FGDs) and key informant interviews (KIIs) with civil society organizations, women peacebuilders, and affected populations.

B. Analytical Synthesis Change analysis for the 2000-2025 period: normative level (laws, policies, and NAP adoption), institutional level (representation, systems, and governance), outcome level (real changes in women’s participation, protection, and access to services) Analysis of the effectiveness of the WPS National Action Plans (NAPs) – Design, implementation performance, financing and sustainability, results and measurable outcomes, monitoring and accountability systems Identify good practices, key challenges and barriers, lessons learned and policy recommendations

C. Stakeholder: Consultation Facilitate and/or support targeted virtual consultations with UN, AU, Member States, and civil society stakeholders. Incorporate feedback to refine key findings and recommendations.

D. Reporting: Provide 3 Country Profiles aligned to the AU’s Continental Results Framework Provide one cross-country report on Women, Peace and Security across the three countries.

Qualifications/special skills

• Education Advanced university degree (Master’s or equivalent) in political science, gender studies, international relations, peace and conflict studies, or a related field.
• Gender and Women, Peace and Security (WPS); Political and conflict analysis.
• Research and analytical report writing.
• Experience working with UN, AU, or other international/regional organizations is highly desirable.

Languages

• Languages Fluency in English is required
• Knowledge of French is desirable.
