Background Information

Ethiopiaid Canada is a charitable international development organization committed to empowering people in Ethiopia to live healthy and productive lives.  We seek lasting change by supporting interventions driven by local partners.  At the core of our work is to improve the lives of those living in poverty by increasing opportunities and access to resources. Our programming focuses on improving maternal health services, reducing barriers to education, and supporting women’s and girls’ empowerment.

EthiopiAid, in collaboration with its local partners, namely the Afar Pastoralist Development Association (APDA) and Cheshire Ethiopia (CE), has been implementing a Global Affairs Canada funded project; Women and Girls Empowerment in Ethiopia. This four-year project aims to enhance the well-being of marginalized women and girls in four districts of the Afar and Harari regions of Ethiopia (Erebti, Magaale, Dire Dawa and Harar). The project objectives are to increase access to and utilization of sexual and reproductive health and rights services by marginalized women and girls and create income-generating opportunities for women and youth through vocational training and business skills development. This project has been ongoing since 2020 and is now nearing completion (April 2024). To assess the impacts and results of this project, EthiopiAid Canada is seeking the services of local Ethiopian consultancies to conduct a comprehensive endline study. Therefore, EthiopiAid Canada is seeking a consultant with strong experience and passion for women empowerment, to conduct the endlineassessment for the project.

Consultant Responsibilities

The consultant will be required to lead on all the tasks below, in consultation and collaboration with the Project team:

  • Hold preliminary discussions with Ethiopiaid Canada technical team to discuss the scope of work and clarify expectations
  • Provide a detailed inception report that build on existing literature in the sector and regions but the project is taking place
  • Facilitate engagement with the local partners (APDA and Cheshire Ethiopia)
  • Conduct a desk review of the background documents and secondary data; project documents (logic model, PMF, Annual Project Operations Reports, baseline report) and other relevant documents
  • Develop an assessment protocol (inception report) to include; methodologies, techniques, sample size, sample selection, data quality plan, quality control plan, and workplan.
  • Develop appropriate instruments for data/information collection (combination of qualitative and quantitative techniques)
  • Facilitate training of data enumerators and field test instruments and revise based on findings
  • Lead field data collection, including supervision of data enumerators, data entry and data validation
  • Conduct analysis of data of both quantitative and qualitative data (disaggregate by gender)
  • Produce a comprehensive quality end line evaluation report to be submitted to Ethiopiaid Canada and GAC.

Job Requirements

Required Skills and Experience

  • Commitment to Ethiopiaid Canada’s vision, mission and values as well a passion for international development;
  • Prior knowledge and demonstrable understanding of the cultural and social context of the local communities (Afar, Harari and Dire Dawa);
  • Proven experience in conducting endline studies, impact assessments, or similar evaluations of development projects (ideally for Global Affairs Canada-funded projects);
  • Demonstrated expertise in data collection and analysis, including familiarity with both quantitative and qualitative research methods.
  • Familiarity with project topics including health and gender equality;
  • Deep understanding and knowledge of the local context and development issues inEthiopia in general and in Afar, Dire Dawa and Harar in particular;
  • Exceptional communication and presentation skills, both written and verbal, in English
  • Strong teamwork and ability to engage effectively with project beneficiaries and stakeholders.
  • Willingness and ability to travel;
  • Demonstrated high level of professionalism and an ability to work independently and under pressure with tight deadlines
