Call For An Individual Consultant To Conduct A Comprehensive Report On Inter-Ministrial Task Force Performance.

About Consortium of Ethiopian Human Rights Organizations (CEHRO)

The works of Human Rights focused civil society organizations (CSOs) suffered as direct targets of much domineering legislative, institutional and political measures taken by the government for the past many years, especially before 2018 in Ethiopia. With the vision of creating a platform for strong and vibrant human rights CSOs for the realization of human rights and democratic values in Ethiopia, an engagement with Human Rights CSOs started in 2015and Consortium of Ethiopian Human Rights Organizations (CEHRO) was registered on the 16th of March 2018 (re-registered as per 1113/2019 with registration number 3932). Currently, CEHRO has 17 active CSO members from regions of the country. From its establishment, CEHRO is determined and working to the advancement of human rights protection in Ethiopia by creating a common platform for human rights CSOs to articulate their voices and launch well-articulated and evidence based advocacy to expand the space for human rights CSOs and continue engagement with stakeholders as well as building the capacity of both the old and new human rights CSOs, to ensure effective human rights and democratic governance works.

Objective

In partnership with Freedom House, CEHRO is implementing a project that focuses on monitoring policy and practices of state institutions that includes fostering active and collaborative civil society engagement with the Inter-Ministerial Task Force (IMTF). The IMTF was established by the government of Ethiopia with a mandate to implement the recommendations that came out of the joint investigation by the EHRC and the UN OHCHR on the Tigray conflict. The IMTF is also entrusted with the task of spearheading an array of activities related to ensuring investigation, prosecution, accountability, redress and initiating policy and legal reform in human rights and humanitarian law      areas. The project envisages a stronger CSO-IMTF relationship in this endeavour and enhance civil society’s contribution to efforts of accountability and redress initiatives. CEHRO’s engagement with the IMTF focuses on increasing public awareness of the Task Force’s mission and goals; sharing their own findings of violations; identifying and connecting survivors, witnesses, and other contacts with the IMTF; and organizing forums for the IMTF to present progress reports and major findings to the public and to human rights organizations.

As one of the tools that help CEHRO to follow-up and assess the work of the IMTF and the four sub-committees established with specific missions, to inform the CSOs community and the general public on the progresses made towards  ensuring accountability and justice on human rights violations, identify areas for improvement and provide constructive and timely recommendations to the IMTF and other implementing organs of the government, CEHRO plans to produce a comprehensive report on the work of the Inter-Ministerial Task Force and its performance vis-à-vis the mandates given to this body. To this end, CEHRO is looking for a qualified and experienced consultant who will be entrusted to develop a follow-up tool, carry out a regular assessment, and produce a comprehensive report on the work and achievements of the IMTF as well as identify challenges, issues, and areas that should have garnered the Task Force’s attention in the process, alongside a commendable recommendation.

Scope of Work

  • Develop a detailed follow-up and assessment tool aligned to the specific mandates of the four sub-committees of the Task Force:  Investigation and Prosecution Committee, Sex and Gender-Based Violations Committee, the Refugees and IDPs Affairs Committee, and the Resource Mobilization Committee.
  • Prepare a biweekly report on the work of the IMTF and its sub-committees.
  • Identify issues and areas that ought to have the CSO’s attention and that of the IMTF’s due consideration and submit recommendation to CEHRO.
  • Produce and submit the final comprehensive report on the work of the Inter-Ministerial Task Force and its performance vis-à-vis it’s mandates.
  • The consultant will present the comprehensive report on launching event in Addis Ababa for 50 participants.

Deliverables

  • Follow-up and assessment tool: The consultant will develop a tool which helps to exhaustively follow-up and monitor the work of the IMTF and submit to CEHRO/Freedom House for review and feedback.  The consultant will incorporate the feedback into the final version of the assessment tool.
  • Biweekly update report:  The consultant will prepare and submit a brief report highlighting major updates on the work of the Task Force and its sub-committees. The consultant will also provide a list of issues and areas of concern with possible recommendations so as to make the work of the IMTF a success in terms of achieve the goals as envisioned in its mandate.
  • Final Comprehensive Report: The consultant will produce and submit a final comprehensive report on the overall performance of the IMTF and its sub-committees during project implementation period.
  • Submission of PowerPoint of the report before the presentation: the consultant will deliver the power point of the presentation before the launching event.

Duration

This assignment is expected to be carried out over a period of 60 working days in five months project implementation period (August – December 2022).

Job Requirements

Qualifications

Academic Qualifications:

  • At least a master’s degree level education in any of the following fields: law, human rights, public policy and administration, monitoring and evaluation, social science, political science and international relations, or gender studies.

Experience:

  • At least five years of experience in teaching human rights and conducting action research.
  • Proven experience in human rights monitoring as well as in conducting assessments.
  • Substantial knowledge of the human rights violations reports in Ethiopia and the context under which the IMTF was established as a sign of commitment by the GoE to address the violations.
  • Demonstrated experience working with civil society, non-governmental organizations, their partners, and other stakeholders in private and public sector development programs, particularly in capacity development.
  • Sound understanding of the political dynamics and the regulatory framework for NGOs and civil society landscape in Ethiopia.

Skills and Competencies:

  • Ability to work with minimal supervision and strict professionalism.
  • High level written and oral communications skills in English and Amharic.
  • Must be results-oriented, highly collaborative and exhibiting sound understanding of gender equality and social inclusion principles.
