JOB SUMMARY

EngenderHealth seeks a consultant to lead the cost application process for an anticipated USAID opportunity in Ethiopia. The consultant will work closely with EngenderHealth’s global Finance, Business Development, and Programs teams as well as EngenderHealth’s Ethiopia country office to manage the cost application process and ensure the proposal budget, budget narrative, and supporting documents are complete and of high quality. Specific tasks include:

  • Develop and ensure staff and partner adherence for the cost application process.
  • Review the RFA and associated documents to identify and advise on cost proposal instructions and technical requirements with cost implications.
  • Work alongside the Ethiopia Finance team, preferably in person, to develop a proposal budget that is compliant with USAID regulations, RFA instructions, and EngenderHealth SOPs in close consultation with proposal team
  • Review partner budgets, and support integration into proposal budget.
  • Finalize production of the proposal budget, budget narrative, and other cost application requirements for timely submission to the donor.

Qualifications:

  • Strong oral and written communication skills in English.
  • Experience providing budgeting support to local organizations.
  • Understanding of USAID costing rules and regulations.
  • Experience developing large, complex budgets and cost applications.
  • Experience working on budgets for global health programs (preferred).
  • Preference for someone who is able and willing to travel to Ethiopia on short notice for approximately 10-14 days.

Time and Budget

  • This assignment will require a total of 25 working days between January and March, 2023; exact dates are contingent on release of the solicitation.
  • Travel costs, including transportation, airfare, lodging, per diem, and other related costs, for travel to Ethiopia will be covered by EngenderHealth.
