Consultancy Services (ToR): Advocacy & Communication Campaign at TIMRAN Ethiopia

Job Description

1. Background

TIMRAN is an indigenous, nonpartisan, not-for-profit organization registered by the Agency for Civil Societies Organizations in March 2020 under Ethiopia’s Civil Societies Proclamation No. 1113/2019 (Registration No. 4834). TIMRAN’s vision is to see an Ethiopia in which women take their legitimate space in public decision-making and the nation’s political affairs.

Currently, TIMRAN is implementing a project Women Lead Peace and Justice: Empowering Women Leaders and Survivors for Inclusive Peace and Transitional Justice under the Women’s Peace and Humanitarian Fund (WPHF) Rapid Response Window. The project aims to strengthen women’s leadership and meaningful participation in Ethiopia’s Transitional Justice (TJ) and peace-building processes by equipping women leaders, survivors, and key professionals with the knowledge, skills, and platforms necessary to influence policy and institutional frameworks.

Ethiopia is at a critical juncture in operationalizing its Transitional Justice Policy adopted in 2024, alongside ongoing peace processes following the Pretoria Agreement and subsequent negotiations. However, women remain largely excluded from formal decision-making spaces, and survivor-centered, gender-responsive provisions are at risk of being sidelined.

The project addresses these gaps through targeted capacity-building, strategic dialogues, multi-stakeholder engagement, knowledge-sharing and multiplatform advocacy initiatives that advance inclusive peace and justice processes.

2.Purpose of the Assignment

To design and implement a multi-platform advocacy and communication campaign that leverages both digital and traditional media to promote women’s inclusion and leadership in peace and Transitional Justice processes

3.Scope of Work

The firm will:

  • Develop advocacy and communication strategy with clear messaging framework.
  • Produce multimedia content (videos, infographics, radio/TV scripts, social media posts, and short features).
  • Roll out coordinated advocacy campaigns across multiple media platforms, ensuring alignment with TIMRAN’s messaging and brand.
  • Coordinate with TIMRAN Team to integrate policy recommendations and learning outputs from related project activities into advocacy messaging.
  • Monitor and analyze campaign performance, providing regular updates on reach, engagement, and audience feedback.
  • Participate in regular in-person working sessions at TIMRAN’s office (minimum one day per week) for planning, coordination, and quality assurance

4. Deliverables

  • Approved advocacy and communication strategy and messaging framework.
  • Set of multimedia advocacy materials ready for dissemination.
  • Regular campaign analytics and progress reports.
  • Final advocacy campaign report summarizing outcomes, reach, and lessons learned

5. Required Expertise

  • Proven experience in advocacy, communication strategy, and media production.
  • Demonstrated experience in gender and social inclusion campaigns.
  • Creative and technical skills in multimedia content design and storytelling.
  • Experience working on campaigns related to peace, justice, or governance is an advantage.

6.Expected Deliverables

  • One integrated advocacy and communication strategy with clear messaging, target audiences, and content plan.
  • Minimum of four (4) advocacy videos (up to 10 minutes each), including scripting, production, editing, and subtitles.
  • Minimum of ten (10) advocacy visuals (still and/or motion).
  • Production and broadcast of three (3 to 5) radio and/or TV advocacy outputs.
  • Paid promotion of selected campaign content.
  • Participation in up to three (3) key advocacy forums and/or policy dialogues to capture content for the campaign.
  • Campaign performance updates and one final report.

7. Duration & Reporting

  • Period: January – March 2026.
  • Reports to: TIMRAN Program Manager / Communications Lead.

8. Submission Requirements:

  • Technical Proposal: Understanding of the assignment, methodology, and work plan.
  • Financial Proposal: Detailed and itemized budget, including professional fees and all cost
  • Company Profile: Including valid business license, Tax Identification Number (TIN), and evidence of similar work with client references.
  • CVs of Proposed Experts: Highlighting relevant qualifications and experience.
  • Applicants must indicate the consultancy title in the email subject line when submitting their application.

9. Safeguarding and Ethical Considerations

  • Adhere to do-no-harm, survivor-centered, and trauma-informed principles in all engagements.
  • Ensure that all interactions, particularly with survivors and women participants, are conducted safely, respectfully, and confidentially.
  • Comply with TIMRAN’s safeguarding and ethical guidelines, as well as all applicable national and international standards related to gender-based violence, protection, and human rights.
