Job Description

1. Introduction

PETCO Ethiopia invites eligible and qualified consulting firms to submit sealed technical and financial proposals for the provision of consultancy services aimed at strengthening the competitiveness, sustainability, certification readiness, product diversification, and geographic market expansion capacity of Small and Medium Enterprises (SMEs) operating in priority manufacturing and production sectors in Ethiopia.

The assignment seeks to support SMEs operating in agro-processing and food manufacturing, handicrafts and creative industries, and solid waste management and circular economy sectors through integrated technical coaching, standards compliance support, certification facilitation, market expansion strategies, and institutional ecosystem strengthening interventions.

The consultancy will adopt a practical, ecosystem-based, and results-oriented approach combining:

  • Hands-on SME coaching and advisory support;
  • Standards compliance and certification facilitation;
  • Product diversification and innovation support;
  • Geographic market expansion strategies;
  • Institutional capacity building for standards provision institutions; and
  • Market linkage and business growth facilitation.

The intervention ultimately aims to strengthen SME competitiveness, improve market integration, promote industrial transformation, enhance product quality, and contribute to sustainable economic development in Ethiopia.

2. Background and Context

Small and Medium Enterprises (SMEs) are central to Ethiopia’s industrial development, employment generation, innovation, local value addition, and inclusive economic transformation agenda. SMEs significantly contribute to manufacturing growth, supply chain development, youth and women’s economic participation, and the expansion of emerging industries with strong domestic and export market potential.

Priority sectors including agro-processing and food manufacturing, handicrafts and creative industries, and solid waste management and circular economy enterprises are increasingly recognized for their contribution to sustainable industrialization, green growth, circular economy development, and job creation.

Despite their importance, SMEs continue to face substantial operational and structural constraints limiting their growth potential and competitiveness. Key challenges include:

  • Limited product diversification and innovation capacity;
  • Weak quality assurance and standards compliance systems;
  • Poor branding, packaging, and product differentiation;
  • Limited geographic market reach and over-reliance on localized markets;
  • Weak access to certification systems and formal value chains;
  • Inadequate business advisory and coaching support;
  • Limited understanding of certification requirements and regulatory frameworks; and
  • Weak operational systems, documentation practices, and market readiness.

A recent coaching intervention implemented among SMEs across targeted manufacturing sectors demonstrated improvements in enterprise operations, productivity, and market awareness. However, important gaps remain in areas such as quality management systems, traceability mechanisms, certification readiness, packaging systems, hygiene and safety standards, branding, geographic expansion, and business growth planning.

At the same time, standards provision institutions including certification bodies, laboratories, inspection authorities, and regulatory agencies continue to face technical and operational limitations affecting the accessibility, responsiveness, and efficiency of certification services for SMEs.

To address these interconnected challenges, PETCO Ethiopia seeks to engage a qualified consulting firm to implement an integrated intervention focused on:

  • Supporting SMEs to improve standards compliance and certification readiness;
  • Facilitating product diversification and innovation;
  • Supporting geographic market expansion and competitiveness enhancement; and
  • Strengthening the institutional capacity of standards provision organizations.

3. Objectives of the Assignment

3.1 Overall Objective

To enhance the competitiveness, productivity, certification readiness, product diversification, and geographic market expansion capacity of SMEs in Ethiopia through integrated coaching, standards compliance support, certification facilitation, and institutional ecosystem strengthening interventions.

3.2 Specific Objectives

The assignment aims to:

  • Conduct compliance gap assessments and enterprise diagnostics for targeted SMEs;
  • Strengthen SME capacity for product innovation and diversification;
  • Improve operational systems, quality management, branding, packaging, and competitiveness;
  • Facilitate compliance with national and international standards and certification systems;
  • Support SMEs in accessing new geographic and institutional markets;
  • Facilitate linkages between SMEs and certification-related institutions;
  • Support audit readiness, quality assurance, and certification processes;
  • Strengthen the technical and operational capacity of standards provision institutions;
  • Improve coordination and responsiveness within the standards ecosystem; and
  • Promote sustainable industrial competitiveness and inclusive SME growth.

4. Scope of Work

The consulting firm will implement a comprehensive intervention covering SME coaching, certification facilitation, institutional strengthening, and market expansion support across targeted geographic clusters and sectors.

The intervention will target SMEs operating within:

  • Agro-processing and food manufacturing;
  • Handicrafts and creative industries; and
  • Solid waste management and circular economy enterprises.

Component A: SME Coaching, Product Diversification, and Market Expansion

The consulting firm will:

  • Conduct SME mapping, profiling, and baseline assessments;
  • Undertake enterprise diagnostic and compliance assessments;
  • Assess product portfolios and market expansion opportunities;
  • Categorize SMEs based on certification readiness and growth potential;
  • Support product diversification and innovation initiatives;
  • Strengthen branding, packaging, labeling, and product positioning;
  • Facilitate geographic market expansion strategies;
  • Provide hands-on business coaching and operational advisory support;
  • Support business growth planning and competitiveness enhancement;
  • Strengthen digital marketing and e-commerce integration;
  • Facilitate buyer engagement and market linkage opportunities;
  • Support value chain integration and supply chain strengthening; and
  • Provide continuous follow-up coaching and performance improvement support.

Component B: Standards Compliance and Certification Facilitation

The consulting firm will:

  • Identify applicable national and international standards relevant to SMEs;
  • Develop standards and certification roadmaps;
  • Facilitate compliance improvement interventions;
  • Support development of SOPs and quality management systems;
  • Strengthen traceability and documentation systems;
  • Support hygiene, environmental, and occupational safety compliance;
  • Facilitate linkage with certification bodies, laboratories, and inspection agencies;
  • Support audit preparation and corrective action implementation;
  • Facilitate certification application and compliance verification processes; and
  • Promote cluster-based certification approaches where feasible.

Component C: Capacity Building for Standards Provision Institutions

The consulting firm will:

  • Conduct institutional capacity assessments;
  • Design and deliver structured training and capacity-building programs;
  • Develop technical training curricula and operational materials;
  • Provide institutional coaching and mentoring;
  • Strengthen certification service delivery systems;
  • Support process optimization and digitalization initiatives;
  • Develop operational tools, templates, and technical guidelines;
  • Strengthen stakeholder engagement and coordination mechanisms; and
  • Facilitate public–private collaboration platforms within the standards ecosystem.

5. Geographic Coverage

The assignment will cover SMEs and institutions across the following geographic clusters:

  • Addis Ababa
  • Dire Dawa
  • Mekelle
  • Bahir Dar
  • Hawassa

6. Expected Deliverables

The selected consulting firm shall deliver, at minimum, the following:

  1. Inception Report and Implementation Methodology
  2. SME Baseline and Diagnostic Assessment Report
  3. Standards and Certification Roadmap
  4. Institutional Capacity Assessment Report
  5. Training Curriculum and Capacity-Building Materials
  6. Periodic Coaching and Technical Progress Reports
  7. SME Growth and Diversification Plans
  8. Market Linkage and Geographic Expansion Strategy Report
  9. Technical Support and Certification Facilitation Report
  10. Monitoring and Evaluation Report
  11. Institutional Strengthening Plan
  12. Case Studies and Success Stories
  13. Final Consolidated Assignment Report

All deliverables shall be submitted in both editable and final formats.

7. Duration of the Assignment

The assignment is expected to be implemented within approximately 40 calendar days, including:

  • Inception and preparation phase;
  • Baseline assessment and diagnostics;
  • Intensive coaching and technical support implementation;
  • Standards compliance and certification facilitation;
  • Institutional capacity-building activities; and
  • Reporting, validation, and consolidation phases.

8. Required Qualifications of the Consulting Firm

Interested consulting firms must demonstrate:

  • Proven experience in SME development, enterprise coaching, and market systems development;
  • Strong expertise in standards compliance, certification systems, and quality assurance;
  • Experience in institutional capacity building and technical training delivery;
  • Expertise in agro-processing, manufacturing, circular economy, or food systems;
  • Experience in market linkage facilitation and geographic expansion strategies;
  • Familiarity with conformity assessment systems and regulatory frameworks;
  • Strong stakeholder coordination and project management capacity; and
  • Experience implementing similar assignments in Ethiopia or comparable contexts.

9. Team Composition

The proposed team should include:

  • Team Leader / Standards and SME Development Expert;
  • Sector Specialists;
  • Certification and Quality Assurance Expert;
  • Institutional Capacity Building and Training Specialist;
  • SME Development and Market Expansion Advisor;
  • Branding and Product Diversification Specialist; and
  • Additional technical experts required for effective implementation.

10. Proposal Submission Requirements

Technical Proposal

The technical proposal shall include:

  • Understanding of the assignment;
  • Detailed methodology and implementation approach;
  • Work plan and timeline;
  • Team composition and CVs of proposed experts;
  • Relevant organizational experience and references;
  • Similar assignments completed;
  • Quality assurance mechanisms; and
  • Risk mitigation strategies.
Financial Proposal

The financial proposal shall include:

  • Detailed budget and cost breakdown;
  • Professional fees;
  • Operational and logistical costs;
  • Applicable taxes; and
  • Total proposed contract amount.

12. Reporting and Coordination

The consulting firm will report directly to the Program Management Unit (PMU) and maintain close coordination with relevant stakeholders including:

  • Standards agencies;
  • Certification bodies;
  • Laboratories and inspection authorities;
  • Industry associations;
  • Government institutions;
  • SME representatives; and
  • Development partners when applicable.

The consulting firm shall:

  • Submit weekly progress reports;
  • Participate in coordination meetings;
  • Present periodic implementation updates; and
  • Conduct a final validation workshop.
