CONSULTANCY SERVICE TO ASSESS THE CONTRIBUTIONS OF NGO-PRIVATE PARTNERSHIPS THE CASE OF LIVELIHOOD IMPROVEMENT FOR WOMEN AND YOUTH (LIWAY) PROJECT-ADDIS ABABA

Job Description

1.     Introduction

Reducing youth unemployment is a particular challenge of the government of Ethiopia. Statistical evidence supports that unemployment of Ethiopian youth is nearly 25% whom the young women are taking the lion share and this figure is even higher for urban youth[1]. This is mostly because there are significant number of youth that are misfortune of quality education and skill trainings due to lack of access to services and related facilities. Mismatch between labour market need and the available skills both technical and attitudinal skills of the labour force is another challenge for youth to join and retain in jobs and secure sustainable livelihoods and income. The number and capacity of the private sectors/ potential employers are still at early stage of growth and capacity to absorb the growing labour force. The existing private sectors are still not in a good position to offer their social responsibilities of opening more jobs for the countries unemployed/underemployed youth bulges due to missed or weak partnering and ineffective coordination system and collaboration.

SCI is working in improving the engagement and role of the private sectors in its development and humanitarian programs through analyzing and creating strategic partnerships aiming to improve its program quality and impact on its target communities in this case its adolescent and youth groups. Since recently there is a positive result being achieved as a result of the growing relationships and partnering with the private sectors that has been developed through experience and guided by strong coordination. Livelihoods for women and youth (LIWAY) project is one of SCI’s consortium youth and women livelihood project which is strongly working with the public and private sectors aiming to contribute to sustainable poverty reduction and social stability in Addis Ababa by increasing incomes through improved wage and self-employment opportunities, primarily for poor women and youth.

LIWAY is a seven-year Programme (July 2017 to June 2024) funded by the Swedish International Development Cooperation Agency (Sida). The Programme is implemented by a consortium of partners comprised of SNV Netherlands Development Organization, Mercy Corps, TechnoServe, and Save the Children International based in Addis Ababa expected to reach a direct targets of nearly 200,000 unemployed/underemployed women and youth as consortium through reducing system and market barriers aiming to open more jobs in the market. It is also working by providing various market driven employment services that would help its target beneficiaries to secure viable livelihoods and income. To this end so far, six relatively potential strategic private partners have made a partnership agreement with the project to mutually support target women and youth with various employability services. They are working on the area of providing skill trainings, apprenticeships, pre-financing, job matching and hiring job seekers that totally intended to reach nearly 41,000 (75% youths and 25% women) in the skill market system.

Though the project has made more than handful of common and strategic agreements with the public, SCO and private sectors since its implementation phase; the contributions of joint work, system of coordination and collaboration, strength and gaps and outcome of partnerships has not been assessed and analyzed for learning and application of the findings in the current and future similar and related projects within and outside of the SCI.

This TOR is developed with the objective to assess and analyze the coordination, engagement and collaboration of the private sectors and their contributions to the project goal and results achieved because of the partnership in SCI’s “Livelihood for women and youth (LIWAY) project”. It is also intended to learn from the gaps and strengths while working in partnership, which is expected to be covered by the assessment based on the identified information.

2.     Research Questions

2.1.  What is the contribution of PPP in addressing youth and women employment challenges and existing gaps, the case in LIWAY project?

2.2.  What types of services have been provided for target women and youth because of the set partnership?

2.3. What challenges did they face while operating in partnership?

2.4. What was the contribution of the PPP in addressing youth and women employment challenges and existing gaps?

2.5. What do the PPP did to identify effect of discriminatory norms/inequities implies on women unemployment and under employment? In no why?

2.6.  What were the measures set in place /applied by PPP to address particular needs of women? If no Why?

2.7. What lessons can be taken from the partnership modalities?

3.     Objectives of the assessment:

The assessment has the following general and specific objectives.

3.1. General objective:

Primarily to assess the contributions of the private sectors in reaching LIWAY project objective of reducing women and youth unemployment and underemployment and improve their livelihoods and also to identify gaps and challenges of working in partnerships.

3.2. The specific objectives:

·       Assess target planned and reached by various employability/ job related services as a result of partnering of the LIWAY project and private sectors.

·       Assess private partners’ type, quality and relevancy of their employability services in helping project targets in attaining viable jobs/employment.

·       Analyze services provided and change brought about on the lives of target beneficiaries and their families as a result of working with the private sectors.

·       Assess  the contribution of the PPP in addressing youth and women employment challenges and existing gaps

·       Assess strength and weakness, challenges and opportunities observed while working in partnership with the private sectors.

·       Assess the employee and employer satisfaction due to LIWAY intervention through private sector partnership.

·       Identify best practices, stories, case studies and lesson learning of the Programme in terms of achieving main objectives of the project

4. Scope of the Assessment :

Geographically the research is going to be conducted in Addis Ababa city administration, LIWAY project operational areas/sub cities of; Bole, Yeka, Nefas silk lafto, Akaki-kaliti, Yeka and Gulele sub cities. LIWAY is a Seven years woman and youth livelihoods project being implemented in these sub cities with collaboration of public, SCO and private partners. The project aims to improve the livelihoods of 200,000 poor people, of whom at least 50% are women and 75% young people, by increasing incomes and improving access to economic opportunities in Addis Ababa.

The Skill Market System Prioritized Strategic Pillars, Technically Lead and Implemented by Save the Children as One of a Consortium Members (LIWAY). These pillars are Quality Improvement of Trainers, Curricula and Content Development & Delivery System, Institutional Strengthening Of TVET Colleges, Coordination and Engagement of the Relevant Stakeholders In the Skills System and Marketing and Improving Perceptions Toward the TVET Programming. This has been done also through assessing the priority needs of market actors and sectors of the project partners and building of their capacities based on strategic intent of the project. Hence, for the purpose of this assessment; private sector partners of the project, the LIWAY project staffs, target private sectors, supporting government sectors and target beneficiaries are the primary targets to provide relevant data and information.  

5. Research design methodologies and techniques.

Research design.

LIWAY project is working with various private and public market actors and sectors aiming to reduce market barriers by assessing systemic bottlenecks and taking actions towards narrowing the imbalance between the demand and supply side of the labour market so that there would be easy and open rooms for more jobs.  This assessment is aimed to assess and understand the project and private partners PP engagement, collaboration and coordination among partners and achievement of their intended mutual goal with agreed resource and time. Moreover, it is intended to evaluate type quality and relevancy of their employment related services from the supply side of the market and its contribution to job placement of target beneficiaries.  Taking this in to considerations the research will gather its objective based and relevant information from the project private partners, target women and youth who have received employability/employment services from the private partners due to LIWAY project interventions, and from employers and supporting government ministries/sectors. The data will be collected and analyzed using relevant tools and techniques. The targets for this research are project private partners that have partnership agreement and engagement for more than a year and more to assess the performance of their agreed objectives against target reach, service quality and relevancy of the market demand/target job placement. From the beneficiaries side the respondents for the research are targets either self or wage employed or un/underemployed, but received the LIWAY skill trainings.  Because of partnership agreement and engagement. The research also expected to assess the overall gaps and challenges of the partnerships of the project and the private sectors using SWOT analysis and give recommendations based on the findings

The assessment is going to employ the qualitative approach, the data types and primary and secondary data sources will be used.

The qualitative data will be assessed and analyzed using the following techniques and tools:

5.1. Desk review of the project and partners’ documents:

There will be a desk review of the project and private partners’ documents such as project proposals, various project reports, partnership related documents and reports exchanged mainly; the partnership agreement, expected PP objectives/target reached, service quality type and relevancy of various employability services for the last one year and more and if any reports, written documents available that shows improvements brought about on the lives of target youth and women. Like employment, income, savings and asset growth etc…

5.2. Focus Group Discussion to Target Women and Youth (#72 respondents within 6 FGDs)

Project target youth and women who have received various employability services from Six private partners that have made PP before a year and more time since the start of implementation of the project will be selected for Focus Group Discussion. The FGD will be applied to a stratified sample of youth drawn from the six partners. Participants will be carefully selected to ensure that all socio-economic differences and sex are represented. In the discussions, the youth’s perception about the interventions implemented by the SCI project, identify beneficiaries’ perception about results/outcomes, that were achieved as a result of the private sector involvement and receiving skill trainings.

The project and private partners have the data/report of eligible W&Y, which is shared during the implementation period to give them employability services aiming to improve their employment options.  Moreover, the data source to take the respondents will be project/partner reports or attendance sheets of the targets that the project and private partners shared to provide the agreed services for target women and youth.  Using the data/reports of list of target, W&Y proportional to size ratio will be employed to take representative sample size from each partners but need to represent both sexes equally. Totally, 72 youth and women will be attended on the FGD from six target partners.

5.3. Key informant interview:

Detailed information will be collected using either face to face if accessible using email invite to key project and public and private partner staffs who have in depth understandings about the overall PP between the project and the private sectors partnerships and intended common objectives and results achieved. This is with the aim to validate the information obtained from primary and secondary data sources. The KIIs will be conducted from the private partners who has made partnership with the project but the partnership lasts one year and more. This is with the intention that there had been some results/outcomes brought about on the lives of target youth and women because of PPs.

5.4. Case study from individual Y&W and sampled private company.

Detailed life story or positive changes brought about on individual target youth and women such as improvements on their livelihoods and income as a result of PP based services will be narrated in detail from purposively selected target individual Y&W who have received various services from the project and private partners and engaged in either self or wage based employment. Moreover, unemployed target Y&W will be selected purposively and going to be the targets to be reached under this technique using separate tool to understand their detail experiences and concerns for them to remain unemployed after the project and partners supporting them as per their PP agreements.

6. Research deliverables:

As part of the research, the consultancy assignment is expected to produce four deliverables (inception report and methodology, data collection tools and techniques, draft report and final report). The inception report, methodology and data collection tools should be reviewed and approved following a technical consultation meeting involving key staff from SCI. The draft report should also be reviewed and presented by the relevant key staffs of SCI at CO and project operation level

Progress updates shall be provided every two weeks throughout the implementation of the study to MEAL team, Youth Development and employment Advisor and Sr. Programme Manager-LIWAY project, SCI CO gender advisor, more frequent updates will be expected during data collection; once in a week to the minimum.

7.  Data management and Analysis:

·       The hiring consultant will handle data collection process, which will be selected based evaluation of its technical and financial conditions, which will be done at CO level. The consultant expected to have diversified research experiences on conducting similar or related researches on the subject matter, particularly well experienced in the areas of MSD (market system development approaches). The data collection is going to employ document review, KIIs, FGDs and case studies from partners and direct target beneficiaries (women and youth) that are respondents of information using tools respective to partners and targets.

·       There should be frequent data checking, validating and analyzing by the team of the consultant as per their roles and responsibilities and need to be checked by their supervisors/leaders. Finally, the consultant need to produce the draft research report for SCI CO team for their feedbacks and comments.

·       Based on the comments and feedbacks from the SCI team the consultant need produce final report considering SCI team inputs and submit the final report to the CO learning team.

8.    Ethical considerations:

The consultant need to have all the necessary orientation and approvals in terms of ethical and legal compliance from SCI Ethiopia CO level. To help expedite ethics requirement, the CO need to provide the consultant with all the necessary ethical considerations and standards that is expected to abide by the consultants and teams involved throughout the research process that surely contribute to the quality of the research results.

9. Responsibilities of the Consultant

Based on the background information and purpose of the research provided above, the consultant shall:

Develop technical proposal for the study:

  • Attend briefing on the Save the Children Child Safe Guarding Policy and Code of Conduct, The Consultant shall sign the code of conduct and adhere to it.
  • Review extensively the ToR and all the relevant project documents that will be shared by Save the Children.
  • Brief introduction and objectives of the study
  • Detail methodology on the study design on how to carry out the proposed assessment in line of the details presented in the ToR
  • Indicate the sampling frame, sampling techniques and determine sample size.
  • Data collection procedures and data collection tools for each respondents.
  • Gender responsive
  • Quality assurances.

Carry out the fieldwork:

  • Responsible for translating the data collection tool into local language possibly Amharic.
  • Train data collectors on the data collection tools.
  • Pilot/pretest the data collection tools in selected sites and adjust the data collection tools accordingly
  • Deploy data collectors and supervisors to the study sites. The data collectors/supervisors could be selected considering both genders.
  •  Prepare and submit comprehensive, coherent, well-structured first draft report of the assessment to SC.
  • Present the result in the consultation workshops to stakeholders.
  • Submit the final assessment report including an executive SCI-Country Office, hard copies and a soft copy in CD-ROM along with the raw data, and the database.

10.  Responsibilities of Save The Children

  • Provide the necessary project documents for the consultant
  • Facilitate induction session on the Save the Children child safeguarding policy and code of conduct for the consultant team
  • Provide timely comments/feedback on the proposal and approve the study design and tools
  • Provide timely and comprehensive comments/feedback to the assessment outputs and reports across the study process
  • Organize review/ validation meeting for the research report with Save the Children technical staff and other key stakeholders engaged in the study to secure feedback
  • Ensure that the comments/feedback given on the draft report are fully incorporated in the final report
  • Facilitate payments of the service as per the contract agreement and on accomplishment of the task according to the service agreement.
  • Make sure research  protocols, data collection tools ,,procedures  and sex disaggregation , report  is  gender  responsive and inclusive

 

Job Requirements

11. Required Qualification and Experience of the Consultant

The individual consultant to be contracted is expected to bring together a balanced level of national expertise relevant for the assignment. The consultant should have proven expertise on conducting research on partnership models, coordination and collaborations, common goals, strong experience of conducting research with active participation of children, youth and women as well as undertaking gender responsive research. In addition to this, the consultant should be experienced in participatory methods, qualitative research, working with local communities, and in data collection and analysis.

The following are requirements for the consultant:

–       Advanced degree (Masters or PhD) in relevant social science field of study, preferably Economics (Labour Economics), agricultural economics, entrepreneurship, Development Studies/Business Management, sociology, and social work.

–       A minimum of 5 years of practical work experience in conducting a research on partnership assignment, public private sectors and NGOs engagement, labour/enterprise market assessment in urban contexts from both the DD and SS side and supportive environments among market actors.

–       Proven research and economic analysis experience in area of national and regional strategies and polices, market system development pertaining to opening of better youth livelihoods and jobs.

–       Demonstrated understanding of collaborative and integrated youth workforce development and readiness, labour market dynamics, entrepreneurship, enterprise, and value chain and livelihoods sector.

–       Understanding of the role of the private sectors in reducing unemployment and job creation.

–       Experience working in most vulnerable population of economically empowering women, adolescent and youth.

–       Experience in training and mentoring of qualitative researchers and enumerators.

–       Good analytical skills and report writing experiences to international and national organizations

13. Evaluation Criteria

The technical proposal weighs 60 %.  Technical proposal that scored 50% and above out of 60% will be qualified for financial evaluation. Each criterion has its description as well as value as follows:

13.1.  Understanding of the ToR (8)

This criterion will cover the consultant’s understanding and reflection on the terms of reference. It considers how deep the consultant understood the work including the scope? How such understanding is explained and linked with the subsequent criteria (e.g., with the approach/methodology, etc.).  How consistent is the understanding of the ToR reflected in the various sections of the technical proposal?

 

13.2. Experience of the Consultant in related work (15)

This captures the experiences of the consultant in terms of having specific and hands-on experience on undertaking and applying the assessment tools, conducting similar livelihood and employment opportunities mapping, analyzing the labour demand and supply patterns, assessing institutions of private, public and CSOs and their interface, factors influencing the job market, experience on value chain trends and market opportunities etc…

 

13.3. Professional consultant composition and qualifications (8)

The consultancy assignment requires qualified who possess Minimum Master’s Degree in Development Economics/economics, business management, labour force development, development studies and related fields, from a recognized institution and has experiences with particular focus on livelihoods/economic empowerment of youth and women is highly desirable. Qualification without proper experience will result rejection of the technical proposal or very low score.

 

13.4. Methodology (25)

The individual consultant should clearly describe its choice of approach for the various objectives and scope of works, and with good justification for the choice of methods/tools or design to exactly meet the objectives in clear and coherent way.  The consultant would do generic presentation of the assessment methodology tools and techniques expected to apply to deliver the results expected.

NB: proposing approaches without linking with the objectives and scope of work will result in very low scores. Hence, the technical proposal shall be reviewed with distinct and relevant approaches as per each of the objectives.

 

13.5. Time frame/Work plan (4)

The assumption is to come up with feasible and cost effective approach as per the time frame suggested in this ToR.  The consultant is encouraged to follow on the proposed timeframe though it is open for feedback.

 

13.6. Financial application weights 40%

 

The benchmark for those who could pass to the next level of screening (financial bid) shall be 40%.
