CONSULTANCY : Institutional strengthening support in Africa and South Asia (2) – SSA-2026-TCU-DPPD-10

Job Description

Background

African and South Asia Members have requested support to WMO with regards to updating their legal framework for NMHS, strategic plans and QMS.

Duties and Responsibilities

Under the supervision of the Head, Technical Coordination Unit (TCU), the incumbent will support different projects and perform the following duties:

1- Cambodia and Lao: Provide oversight to recruit national consultants and guide them towards development of a strategic plan for each NMHS – 10 days;

2- São Tomé e Principe (on Central Africa): planning initial QMS activities towards ISO certification, including quality manual with description of processes – 12 days;

3- Benin (on West Africa): planning initial QMS activities towards ISO certification, including quality manual with description of processes – 10 days;

4- Comoros (on South West Indian Ocean): supporting the consultant recruited by DTM towards finalization of the strategic plan, building upon 2018 version (strategic & operational) + EW4All roadmap – 3 days;

5- Côte d’Ivoire: support the competency assessment and HR planning of SODEXAM staff – 5 days;

6- Guinea (on West Africa): training of up to three (3) ANM staff as internal auditors, review the draft quality manual, conduct a first internal audit (includes 1 mission on site) – 15 days;

7- ACMAD: support the setup of a pool of consultants and staff to support African NMHSs on strategic planning, institutional strengthening and QMS – 10 days;

8- RIMES: support the setup of a pool of consultants and staff to support South Asian NMHSs on strategic planning, institutional strengthening and QMS – 10 days;

9- Animate, with other consultants, the Strategic Planning Community of Practice (CoP) and updating of the NSP/ QMS spreadsheet – 20 days:

  1. Prepare and participate in a meeting with the President of SERCOM to decide on updates needed to WMO training materials, guidelines and expert support for strategic planning, QMS and institutional strengthening.
  2. Take stock of training materials available in WMO on strategic planning, QMS, competency-based management, cost-benefit analysis and other legal/institutional strengthening; and propose new training materials (online and in-situ);
  3. Organize 2 meetings to strengthen the membership and Member support from the CoP (strategic planning, QMS, legal framework), in coordination with ACMAD and RIMES and with specific focus on South Asia and Africa;
  4. Extract lessons learned from all previous workshops and country interventions for strengthening the community of practice in different sub-regions (starting with South Asia and SWIO), to capitalize on strategic planning, QMS, and institutional strengthening instruments.

The following documents – with links to deliverables corresponding to the duties listed above – will be provided to WMO:

  • Inception report, by mid-May 2026;
  • Mid-term report, by end-July 2026;
  • Final report, by mid-Dec 2026.

Required Skills and Experience

Education: 

  • Degree in meteorology, business administration or a field relevant to NMHS institutional strengthening

Experience:

  • Experience with NMHSs of South Asia, South West Indian Ocean, West and Central Africa.
  • Minimum 15 years of experience in supporting institutional aspects of NMHSs capacity development.

Languages:

Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.

(Note: The official languages of WMO are Arabic, Chinese, English, French, Russian and Spanish.)

Duration: 

95 days over 8 months

Salary and Allowances :

Pay-Band: D (620 – 750 USD per day)

Probation

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
